Notice is hereby given that the Council of the London Borough of Merton, after consulting the Commissioner of Police of the Metropolis, propose to make the following Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984: (a) The London Borough of Merton (Waiting and Loading Restriction) (Amendment No. ) Traffic Order 2000; (b) The London Borough of Merton (Bus Stop Clearway) (No. 6) (Amendment No. ) Traffic Order 2000; (c) The London Borough of Merton (Controlled Zone) (Parking Places) (No. 17) (Amendment No. 1) Traffic Order 2000. The general effect of these Orders shall be to: (a) further amend the Merton (Waiting and Loading Restriction) Order 1977, so that the restriction on waiting is extended to operate at all times in the following streets: Wimbledon Hill Road (between Nos. 63-65 Wimbledon Hill Road and its junction with Wimbledon Bridge); Alexandra Road (between its junction with Wimbledon Hill Road and No. 131 a Alexandra Road); Wimbledon Bridge; Queens Road (between its junction with The Broadway and No. 33 Queen’s Road); The Broadway (between its junction with Wimbledon Bridge and its junction with Palmerston Road); Gladstone Road (between its junction with The Broadway and No. 19 Gladstone Road); Sir Cyril Black Way; Hartfield Road (between No. 90 Gladstone Road and its junction with The Broadway). The restriction on waiting at any time shall also apply to short lengths of the side streets to the above-mentioned roads, in particular, Alexandra Road, Alwyne Road, Ashbourne Terrace, Beulah Road, Graham Road, Herbert Road, Hartfield Crescent, Mansell Road, King’s Road, Palmerston Road, Russell Road, St. George’s Road, Stanley Road, Woodside, Worple Road); and (b) in those streets to be subject to a restriction on waiting at all times there shall apply a loading restriction. In general, the restriction on loading shall apply between 7 a.m. and 10 a.m. and between 4 p.m. and 7 p.m. on Mondays to Saturdays and between 10 a.m. and 4 p.m. on Sundays. In certain lengths of street the restriction on loading applies at any time; and (c) the waiting and loading restrictions in Worple Road, St. George’s Road and Francis Grove shall be modified. Waiting restrictions shall operate on Sundays between the hours of 10 a.m. and 4 p.m. On Mondays to Saturdays the restriction on waiting shall operate between the hours of 8.30 a.m. and 6.30 p.m. Restrictions on loading shall operate between 8.30 a.m. and 9.30 a.m. and between 4.30 p.m. and 6.30 p.m. on Mondays to Saturdays; and (d) the combined bus stand and bus stop on the north-east side of Worple Road (located between the junctions of Wimbledon Hill Road and Raymond Road) shall be extended in length to 50 metres and relocated 12 metres further south-west. The bus stop and 8 parking bays on the south-east side of Worple Road (between Wimbledon Hill Road and Raymond Road) shall be relocated 2 metres north-west of their present position. (e) The number of “Pay and Display” parking bays on the north-east side of Worple Road (between Wimbledon Hill Road and Raymond Road) shall be increased by three bays. The operation of the bays shall be extended to Sundays between 10 a.m. and 4 p.m. and be subject to the same conditions of use and charges that apply on other days of the week; and (f) Eight “Pay and Display” parking bays shall be designated on the south-east side of St. George’s Road. Six “Pay and Display” parking bays shall be designated on the north-east side of Gladstone Road between its junctions with The Broadway and Sir Cyril Black Way. The parking bays in St. George’s Road shall operate between the hours of 9.30 a.m. and 6.30 p.m., on Mondays to Saturdays and between 10 a.m. and 4 p.m. on Sundays. The proposed parking bays in Gladstone Road shall operate between the 10 a.m. and 4 p.m. on Mondays to Sundays. The parking in both sets bays is limited to a stay of two hours only with a charge of £1.50 per hour (minimum payment is 20p for a stay of 8 minutes); and (g) The operation of the six parking bays located in Russell Road north-west of No. 15 Russell Road shall be extended to Sundays between 10 a.m. and 4 p.m. The same conditions of use and charges shall apply on Sundays as apply on other days of the week; and (h) The parking bays referred to in (e), (f) and (g) above are restricted to private motor vehicles, passenger vehicles and goods carrying vehicles less than 2.28 metres in height and less than 5.25 metres in length. Exemptions are provided in the waiting and loading restriction Order of 1977 to permit vehicles to wait: (a) to enable passengers to board or alight and to load or unload their personal luggage; (b) if they are being used to maintain the road or the services therein or by local authorities or the Post Office in pursuance to statutory powers and duties. A copy of the draft Orders, plans identifying the area affected by the Order and the Council’s statement of reasons for making the Order may be inspected at the Main Reception, Merton Civic Centre, London Road, Morden, Surrey, during the Council’s normal office hours on Mondays to Fridays or at the Wimbledon Reference Library, Compton Road, Wimbledon, London S.W.19 (during the library’s opening hours). Any person desiring to object to the proposed Order or make other representations should send a statement in writing of their objection or representations and the grounds thereof to the Head of Street Management (Ref. T&P/LFK) at the Merton Civic Centre, London Road, Morden, Surrey SM4 5DX, before 1st September 2000. R.
