PUBLIC NOTICE AFFECTING THE ALBEMARLE, CALWAY, PARKFIELD AND WILTON AREAS OF TAUNTON

Notice is hereby given that Taunton Deane Borough Council proposes making Orders under sections 1(1), 2(1), and (2), 4(1) and (2), 45, 46, 49, 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 the effect of which will be as follows: (a) To provide for “Residents Only” and “Visitors” parking by permit between the hours of 8 a.m. and 6 p.m. Monday to Saturday in designated parking places on parts of the roads specified in Schedule 1 to this notice. The charge for a “Residents” permit will be £30 per annum for the first vehicle and £30 per annum for a second vehicle. The charge for a “Visitors” permit will be £10 per annum. Owners/occupiers of qualifying premises will be entitled to apply for a maximum of two “Residents” permits and two “Visitors” permits. The charges mentioned above may be varied from time to time by the Council. As well as “Residents” and “Visitors” permits, “Carers” and “Operational” permits will also be available. (b) To prohibit the waiting at any time on parts of the roads specified in Schedule 3 to this notice; (c) To prohibit the waiting of vehicles between the hours of 8 a.m. and 6 p.m., Monday to Saturday, on parts of the roads specified in Schedule 4 to this notice; (d) To prohibit the waiting of vehicles between the hours of 9 a.m. and 3.30 p.m. on all days, except for permit holders, on parts of the roads specified in Schedule 5 to this notice; (e) To prohibit the waiting of vehicles for two periods during the day, 10 a.m. to 11 a.m. and 2 p.m. to 3 p.m. on all days, except for permit holders, on parts of the roads specified in Schedule 6 to this notice; (f) To prohibit the waiting for two periods during the day, 10 a.m. to 11 a.m. and 2 p.m. to 3 p.m. Monday to Friday, except permit holders, on parts of the roads specified in Schedule 7 to this notice; (g) To prohibit the waiting of vehicles for more than 2 hours, with no return for 2 hours, between the hours of 8 a.m. and 6 p.m. Monday to Friday, on parts of the roads specified in Schedule 8 to this notice; (h) To prohibit the waiting of vehicles for more than 1 hour, with no return for 1 hour, between the hours of 8 a.m. and 6 p.m. Monday to Saturday on parts of the roads specified in Schedule 9 to this notice; (i) To revoke in their entirety some Orders and parts of other Orders relating to the roads concerned, full details of which are contained in the proposed Orders. With regard to (a) above, The Taunton Deane Borough (Albemarle, Calway, Parkfield and Wilton Areas, Taunton) (Designated Parking Places) Order, 2000 contains details of the restrictions of use of vehicles at parking places and general exceptions permitting the waiting of vehicles in such parking places in certain circumstances without the necessary permit. With regard to (b) to (h) above, The Taunton Deane Borough (Albemarle, Calway, Parkfield and Wilton Areas, Taunton) (Prohibition and Restriction of Waiting) Order, 2000 contains the usual exemptions to enable a vehicle to wait for so long as may be necessary to enable a person to board or alight, for goods to be loaded onto or unloaded from the vehicle (except where and when this is specifically prohibited) or to enable the vehicle to be used in connection with the removal of any obstructions to traffic, the maintenance of the road or the services therein. Exemptions are also provided for disabled persons vehicles being used in accordance with the Orange Badge scheme, for emergency vehicles, or for vehicles waiting upon the direction or with the permission of a Police Constable or Traffic Warden in uniform. Full details of the proposals are in the draft Orders which, together with maps showing the locations of the roads concerned and a statement of the Council’s reasons for proposing to make the Orders, may be inspected during normal office hours either at: (i) The Deane House, Belvedere Road, Taunton; or (ii) “C” Block Reception, Somerset County Council, County Hall, Taunton.
