NOTICE OF APPLICATION TO VARY LICENCES TO ABSTRACT WATER

Take notice that Essex and Suffolk Water plc (“the Company”) of Hall Street, Chelmsford, Essex, is applying to the Environment Agency to vary the terms of licence number (1) 8/37/31/S/140, (2) 8/37/31/G/112, (3) 8/37/37/S/25, (4) 8/37/24/S/61, (5) 8/36/15/S/123, (6) 8/37/24/S/62. 1. 8/37/31/S/140 The purpose of the application is, inter alia, to enable the Company to abstract additional quantities of water for purposes of public water supply from abstraction points.

The river flow will be augmented, at the option of the Company, by the discharge of recycled treated water from Chelmsford Sewage Treatment Works into the River Chelmer upstream of the above abstraction points, instead of being discharged into the Blackwater Estuary. The Company has separately applied to the Environment Agency for a Discharge Consent for this purpose. The variation being applied for is: (a) To add a condition to the licence that the Company shall augment the flows in the River Chelmer by the discharge of recycled treated waste water into the River Chelmer to compensate in volume for the additional water abstracted over and above that permitted under the current licence conditions, as referred to in conditions (b), (c) and (d) below. (b) To increase the combined maximum daily quantity that may be abstracted from the Company’s intakes at TL 836 091, TL 834 086 and TL 837 090 from 328,300 cubic metres per day to 368,300 cubic metres per day, subject to condition (a) above. (c) To increase the combined total quantity that may be abstracted from the Company intakes at TL 836 091, TL 834 086, TL 837 090 and TQ 722 971 in any period of five years from 330,000,000 cubic metres to 384,750,000 cubic metres, subject to condition (a) above. (d) To add a condition to the licence that the maximum annual quantities that may be abstracted from the intakes at TL 836 091 and TL 837 090 combined shall not exceed 45,000,000 cubic metres per annum and from the intake at TL 834 086 shall not exceed 50,950,000 cubic metres per annum, of which any volume greater than 40,000,000 cubic metres will be justified by an equivalent return upstream of the intake from the recycling Works, as referred to in condition (a) above. (e) To increase the authorised capacity of the pumps for the intakes at TL 836 091 and TL 834 086 from 3,220 litres per second to 3,800 litres per second provided that the combined total quantity taken from the three Company intakes at TL 836 091, TL 834 086, and TL 837 090 shall be restricted to 368,300 cubic metres per day, as referred to in condition (b) above. (f) To delete from the licence the requirement that the combined total quantity of water which may be abstracted under this licence and under licences numbered 8/36/15/123 and 8/37/24/062 shall not exceed 605,000,000 cubic metres in any period of five years, provided that the abstraction shall be restricted to 384,750,000 cubic metres as referred to in condition (c) above. 2. 8/37/31/G/112 The variation being applied for is to increase the combined total quantity that may be abstracted from the two catchpits on the Langford Trench at TL 833 087 and TL 830 087 and from the intakes under licence number 8/37/31/140 above in any period of five years from 330,000,000 cubic metres to 384,750,000 cubic metres, subject to condition (a) of licence number 8/37/31/140 above. 3. 8/37/37/S/25 The variation being applied for is to reduce the combined total quantity that may be abstracted from the Company’s Hanningfield reservoir at TQ 733 993 in any year from 92,000,000 cubic metres to 75,000,000 cubic metres. 4. 8/37/24/S/61 The variation being applied for is to reduce the combined total quantity that may be abstracted from the Company’s Abberton reservoir at TL 9817 1855 in any year from 109,500,000 cubic metres to 75,000,000 cubic metres. 5. 8/36/15/S/123 The variation being applied for is to delete from the licence the requirement that the combined total quantity of water which may be abstracted under this licence and under licences numbered 8/37/31/140 and 8/37/24/062 shall not exceed 605,000,000 cubic metres in any period of five years, provided that abstraction under this licence shall be restricted to 315,000,000 cubic metres in any period of five years. 6. 8/37/24/S/62 The variation being applied for is to delete from the licence the requirement that the combined total quantity of water which may be abstracted under this licence and under licences numbered 8/37/31/140 and 8/36/15/123 shall not exceed 605,000,000 cubic metres in any period of five years, provided that abstraction under this licence shall be restricted to 25,000,000 cubic metres in any period of five years. A copy of the application and any map, plans and other documents submitted with it may be inspected, free of charge, at Maldon Public Library, Camelite House, White Horse Lane, Maldon, Essex, between the hours of 9 a.m. and 5 p.m., Monday to Friday, commencing 5th August 1999, and expiring 1st September 1999.
