THE KINGSTON-UPON-THAMES (PRESCRIBED ROUTES) (NO. 4) TRAFFIC ORDER 1999
KINGSTON TOWN CENTRE—BUS PRIORITY MEASURES
Notice is hereby given that the Council of the Royal Borough of Kingston-upon-Thames proposes to make the above-mentioned Order under section 6 and 124 of the Road Traffic Regulation Act 1984, as amended. The general effect of the Order would be: To ban the left turn for vehicles (except pedal cycles) entering Union Street from Eden Street and removing the mini roundabout. In St. James’s Road, the one-way-working would be revoked to make it two-way. Vehicles will then access Eden Walk Car Park from the south via Kingston Hall Road and St. James Road. To accommodate two-way traffic in St. James’s Road, the contraflow cycle lane would be revoked and the right turn into the National Car Park would be banned. A copy of the Order, a plan which indicates the location and effect of the Order, a copy of the Kingston-upon-Thames (Prescribed Routes) (No. 2) Traffic Order 1988, a copy of the press notice and the Council’s statement of reasons for making the Order may be inspected until 29th July 1999 at: The 2nd Floor Reception Area, Guildhall 2, Kingston-upon-Thames, Surrey KT1 1EU, between 9.30 a.m. and 4.30 p.m. on Mondays to Fridays inclusive; and at Kingston Library, Fairfield Road, Kingston-upon-Thames, Surrey, during normal opening hours. Copies of the Order may be obtained from the Directorate of Environmental Services (Engineering and Transportation), Guildhall 2, Kingston-upon-Thames, Surrey KT1 1EU. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or that any of the relevant regulations made thereunder have not been complied with in relation to the Order may, within 6 weeks of the making of the Order, make application for the purpose to the High Court.
