CONSERVATION AREAS—OXENHOPE UPPER TOWN, LEEMING AND OXENHOPE LOWER TOWN STATION, OXENHOPE

Notice is hereby given in pursuance of section 69 of the Planning (Listed Buildings and Conservation Areas) Act 1990 (“the Act”) that the City of Bradford Metropolitan District Council (“the Authority”) have determined that the respective areas described in the First, Second, Third and Fourth Schedules to this notice are areas of special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance and have accordingly designated the said areas as Conservation Areas. The Oxenhope Upper Town, Leeming and Oxenhope Lower Town designations are re-designations of existing Conservation Areas with amendments. The Station, Oxenhope designation is an additional designation. The effects of designating an area as a Conservation Area are as follows: (1) The demolition of certain buildings is brought within Conservation Area controls, under section 74 of the Act and they may only be demolished with the consent of the Authority. (2) It is an offence to cut down, top, lop, uproot, wilfully damage or wilfully destroy any tree in a Conservation Area without complying with the provisions of section 211 of the Town and Country Planning Act 1990. (3) The Authority come under a duty under section 71 of the Act to formulate and publish from time to time proposals for the preservation and enhancement of the Conservation Area. (4) The Authority come under a duty to pay special attention to the desirability of preserving or enhancing the character or appearance of the area in the exercise of their powers under the Planning Acts and Part I of the Historic Buildings and Ancient Monuments Act 1953. (5) Planning applications for development which would, in the opinion of the Authority, affect the character or appearance of the Conservation Area must be given publicity under section 73 of the Act, and representations received in consequence taken into account in determining the application. (6) Permitted development rights under the Town and Country Planning (General Permitted Development) Order 1995 are more restricted than in other areas. (7) Specific statutory duties are imposed on telecommunications operators. (8) The right to display certain types of illuminated advertisement without requiring express consent under Schedule 3, Clause 4 of the Town and Country Planning (Control of Advertisements) Regulations 1992 is excluded. (9) Grants and loans may be paid by the Authority under section 77 of the Act for the preservation or enhancement of conservation areas. Plans and details regarding these Conservation Areas may be inspected, during normal office hours, at the Keighley Area Planning Office, Keighley Town Hall. G. A. First Schedule Oxenhope Upper Town Conservation Area Area centred on the junctions of Shaw Lane and Best Lane with Hebden Bridge Road extending west along Shaw Lane to Dunkirk Beck Bridge and south along Hebden Bridge Road to the edge of the settlement, including the cricket pitch to the west of Keighley Road. Second Schedule Leeming Conservation Area Area either side of Denholme Road from the junction with Bentley Hey westwards to the edge of the settlement, including Leeming Reservoir and land immediately to its south. Third Schedule Oxenhope Lower Town Conservation Area Area centred on Station Road, Lowertown and Jew Lane, extending beyond Bull Hill in the south, to the boundary of the Leeming Conservation Area in the east and to the boundary of the Station Conservation Area in the north, including Cragg Royd and Fernhill. Fourth Schedule Station, Oxenhope, Conservation Area Area comprising Oxenhope Station and its immediate surroundings, Manorlands and its grounds to Yate Lane in the east, Oxenhope CE Aided First School, the large Victorian villas and terraced houses on Hebden Bridge Road, the Rose Garden and smaller Victorian terraces to the north of Station Road and the area of greenspace between Hebden Bridge Road and Station Road.
