THE BRENT (RESTRICTION OF STOPPING ON BUS STOPS) (NO. 4) TRAFFIC ORDER 1999 THE BRENT (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 94) ORDER 1999 THE BRENT (FREE PARKING PLACES) (1995) (AMENDMENT NO. 1) ORDER 1999

Notice is hereby given that the Council of the London Borough of Brent on 24th May 1999, made the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985. 2. The general effect of the ‘Bus Stops’ Order will be to: (a) revoke the Bus Stop Clearway Restrictions in the lengths of roads specified in Schedule 1 to this Notice; (b) prohibit all vehicles from stopping at any time in the lengths of roads specified in Schedule 2 to this notice. The prohibition will not apply to: (i) a bus whilst picking up or setting down passengers; (ii) a bus providing a bus service under agreement with London Regional Transport; (iii) a taxi for as long as is necessary to enable a passenger to board or alight; (iv) a vehicle being used for ambulance, fire brigade or police purposes; (v) any vehicle being used in connection with the removal of any obstruction on or adjacent to the bus stop; (vi) a vehicle being used for a purpose in connection with the statutory powers or duties of a local authority or the supply of gas, water or electricity, or in connection with any building operation, demolition or excavation in or adjacent to the bus stop, provided that in all the circumstances the vehicle cannot conveniently and lawfully be used for that purpose in any part of any street that is not a bus stop; (vii) a person in control of a vehicle who is required by law to stop or is prevented from proceeding in circumstances beyond the drivers control. 3. The general effect of the ‘Waiting and Loading Restrictions’ (Amendment) Order will be further to amend Brent (Waiting and Loading Restriction) Order 1979, so that: (a) the hours during which the existing prohibition applies on waiting by vehicles will be changed so that such prohibition will apply at any time in the lengths of streets specified in Schedule 3 to this notice; (b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in the lengths of streets specified in Schedule 5 to this notice; (c) waiting by vehicles (including waiting for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in the lengths of streets specified in Schedule 5 to this notice; (d) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited between 8 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive in the lengths of streets specified in Schedule 6 to this notice; (e) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place will now be prohibited between 11 a.m. and 6.30 p.m. throughout the week in the lengths of streets specified in Schedules 3 and 4 to this notice and on Mondays to Saturdays inclusive in the lengths of streets specified in Schedule 6; (f) the sale or offer for sale of goods from a vehicle will be prohibited in the lengths of streets specified in Schedules 4, 5 and 6 (except on Sundays in the lengths of streets specified in Schedule 6) unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to vehicle from which the sale is effected; (g) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising, will be prohibited; 4. The general effect of the ‘Free Parking Places’ Order will be to: (a) designate a free parking place in the length of street specified in Schedule 7 to this notice to operate between 8 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive; (b) specify that: (i) each parking place may be used, subject to the provisions of the Order, for the leaving of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages; (ii) vehicles may be left for a period of not more than 30 minutes in any period of two hours; (iii) the time limit specified in sub-paragraph 4(b)(ii) above will not apply to vehicles displaying a disabled person’s “Orange Badge”. 5. The prohibitions referred to in sub-paragraphs 2(b) and 3(a) to 3(e) inclusive above will not apply to anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Metropolitan Police. 6. A copy of each of the Orders, which will come into operation on 7th June 1999, of a map of the relevant area, of the Bus Stops Order of 1974 and of the above-mentioned Orders of 1979 and 1995 (and of the Orders which have amended those Orders) can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders were made at: (a) The One Stop Shop, Brent Town Hall, Forty Lane, Wembley, Middlesex HA9 9HX; and (b) The One Stop Shop, Brent House, 349-357 High Road, Wembley, Middlesex HA9 6BZ. 7. Copies of the Orders may be purchased from the address mentioned in paragraph 6(b) above. 8. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may, within 6 weeks of the date on which the Orders were made, make application for the purpose to the High Court.
