Notice is hereby given that the Council of the London Borough of Wandsworth on 11th May 1999 made the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. The general effect of the Orders will be to introduce a controlled parking zone into the areas east and west of Tooting High Street and Upper Tooting Road, to include the roads and lengths of roads specified in Schedule 1 to this notice. The following provisions will apply to the controlled parking zone: parking places will be designated on the highways specified in Schedule 2 to this notice. The type of parking place, maximum parking period and permitted hours will be as set out in that Schedule. Vehicles which may be left in the parking places during the permitted hours will be either: (a) passenger vehicles (12 seats or less) and goods carrying vehicles, upon payment of the appropriate parking charge and displaying a relevant ticket issued by a ticket parking meter (pay and display), motor cycles (exempt from charge); or (b) vehicles displaying either a valid residents’ permit, a valid visitors’ permit or a valid business permit appropriate to the relevant sub-zone. The rate of charge at the ticket metered parking places (“pay and display”) will be 70 pence per hour in respect of the 4-hour maximum stay parking places and 20 pence per hour in respect of the 8-hour parking places. (The tariff of 60 pence per hour previously advertised has been increased to 70 pence in line with charges elsewhere which were amended on 1st April 1999.) The charge for residents’ permits will be £16.50 (3 months), £27.25 (6 months) or £43.25 (12 months) and a permit will be issued to any person residing in either the E1 or E2 sub-zone who is the owner of a passenger vehicle (12 seats or less) or goods carrying vehicle. The charge for business permits will be £103 (3 months), £195 (6 months) or £340 (12 months) and a permit will be issued to any person who occupies premises in either the E1 or E2 sub-zone and who uses such premises for non-residential purposes and who is the owner of a vehicle of the class mentioned above. (An “all-zone” business permit will be available to business users at a cost of £410 for 12 months.) The charge for visitors’ permits will be in respect of either the E1 or E2 sub-zone, £2.50 per day (£1 if the applicant is aged 60 or over) and they will be issued to any household in either the E1 or E2 sub-zone respectively. Each household will be restricted to not more than 30 visitors’ permits per year (60 if the applicant is aged 60 or over); All permits will only be valid within the sub-zone in which the permit holder resides or occupies business premises (except in the case of an “all-zone” business permit). All permits will be issued by Wandsworth Borough Council on application being made together with payment of the appropriate charge. Generally yellow line waiting restrictions will be imposed in all roads and lengths of roads within the controlled parking zone not occupied by parking places between 9.30 a.m. and 5.30 p.m. on Mondays to Saturdays except at certain locations where existing waiting restrictions which operate for longer than those hours will remain. Copies of the Orders, which will come into operation on 17th May 1999, and of documents giving more detailed particulars of the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders were made in The Concourse, The Town Hall, Wandsworth High Street, London SW18 2PU. Any person desiring to question the validity of the Orders or of any provision contained in them on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements of that Act or of any relevant regulations made under that Act have not been complied with in relation to the Orders may, within 6 weeks from the date on which the Orders were made, make application for the purpose to the High Court.
