BEACONSFIELD ROAD, ENFIELD, KETTERING ROAD, NELSON ROAD, EDMONTON AND WELLINGTON AVENUE—WAITING RESTRICTIONS

Notice is hereby given that the Council of the London Borough of Enfield propose to make the Enfield (Waiting and Loading Restriction) (Special Parking Area) (Amendment No.  ) Order 19   under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, and the Road Traffic Act 1991. 2. The general effect of the Order would be further to amend the Enfield (Waiting and Loading Restriction) (Special Parking Area) Order 1994, so that: (a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in the Schedule to this notice; (b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11 a.m. and 6.30 p.m. throughout the week in the lengths of streets referred to in sub-paragraph (a) above; (c) the sale or offer for sale of goods from a vehicle in the lengths of streets referred to in sub-paragraph (a) above would be prohibited, except on a Sunday, unless there is in force a valid licence issued by the Enfield Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected; (d) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising in the lengths of streets referred to in sub-paragraph (a) above, would be prohibited. 3. The prohibitions referred to in paragraph 2(a) and (b) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or a parking attendant or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Orange Badge” would apply. 4. A copy of the proposed Order, of maps indicating the location and effect of the proposed Order, of the Enfield (Waiting and Loading Restriction) (Special Parking Area) Order 1994 (and of the Orders which have previously amended that Order) and of the Council’s statement of reasons for proposing to make the Order can be inspected at the Reception Desk, “B” Block, the Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, during normal office hours on Mondays to Fridays inclusive. 5. Persons desiring to object to the proposed Order or make any other representations, should send a statement in writing to that effect, and in the case of an objection stating the grounds thereof, to the Assistant Director (Operational Services), the Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, quoting Ref. KWG/TG52/678, by 24th March 1999. 6. Under the Local Government (Access to Information) Act 1985, many of the reports made to a Committee of the Council are open to the press and to the public. When this happens any documents used to a material extent in compiling the report are also open to inspection. This means that any letter you write to the Council in response to this notice may be available to the press and to the public, who would be entitled to take copies of it if they wish. P. Schedule No waiting at any time Beaconsfield Road, Enfield, the south-west and west side: (a) between a point 3 metres north of the northern boundary of No. 4 Beaconsfield Road and its junction with the northern east to west arm of Kettering Road; (b) between a point 3 metres south of a point opposite the party wall of Nos. 32 and 34 Beaconsfield Road and its junction with the southern east to west arm of Kettering Road. Kettering Road, the northern east to west arm, the north side, between the western kerb-line of Beaconsfield Road, Enfield and a point 7 metres west of that kerb-line. Kettering Road, the southern east to west arm, the south side: (a) between a point 5 metres east of the eastern kerb-line of the north to south arm of Kettering Road and a point 11 metres east of that kerb-line; (b) between the western kerb-line of Beaconsfield Road, Enfield and a point 14 metres west of that kerb-line. Wellington Avenue, the north to south arm, the west side, between a point 2 metres north of the common boundary of Nos. 34 and 36 Wellington Avenue and its junction with the east to west arm of Wellington Avenue. Wellington Avenue, the east to west arm, the north side: (a) between its junction with the north to south arm of Wellington Avenue and a point 2 metres west of a point opposite the party wall of Nos. 56 to 58 Wellington Avenue; (b) between its junction with Nelson Road, Edmonton and a point 1 metre east of a point opposite the party wall of Nos. 74 and 76 Wellington Avenue. Nelson Road, Edmonton, the east side, between a point 1 metre north of the common boundary of Nos. 38 and 40 Nelson Road and its junction with the east to west arm of Wellington Avenue. 3rd March 1999.
