BUS PRIORITY MEASURES ON CEDARS ROAD
Notice is hereby given that the Council of the London Borough of Lambeth, on 28th January 1999, made the London Borough of Lambeth (Bus Priority) (Cedars Road) Experimental Traffic Order 1999, the Lambeth (Waiting and Loading Restriction) (Special Parking Area) (No. 2) Eperimental Traffic Order 1999 and the Lambeth (Bus Stop Clearways) (No. 2) Experimental Traffic Order 1999 under section 9 of the Road Traffic Regulation Act 1984, as amended. The general nature and effect of the Orders will be: (a) to provide a new northbound bus lane and a new southbound bus lane in Cedars Road, which will operate between 7 a.m. and 7 p.m. on Mondays to Fridays; (All vehicles except buses, pedal cycles, taxis and dial-a-ride buses will be prohibited from being in the bus lanes during the hours that the bus lanes operate.) (b) to prohibit vehicles (except buses) from stopping at any time on any bus stop in Cedars Road; (c) to change the times during which the existing prohibition applies on waiting by vehicles in Cedars Road so that such prohibition will apply instead (i) at any time in the length of Cedars Road specified in Schedule 1 to this notice and (ii) between 7 a.m. and 7 p.m. on Mondays to Fridays in the lengths of Cedars Road specified in Schedule 2 to this notice (exemptions will apply if a vehicle is being loaded or unloaded, subject to certain conditions, when this is not otherwise prohibited as described below); (d) to change the times during which the existing prohibition applies on loading or unloading a vehicle in Cedars Road so that that prohibition will apply between 7 a.m. and 7 p.m. on Mondays to Fridays. The Orders provide that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Council’s Executive Director of Environmental Services or some person authorised in that behalf by him, may, in certain circumstances, modify or suspend any of the Orders or any provision thereof. A copy of each of the Orders, which will come into force on 8th February 1999, and of other documents giving detailed particulars of the Orders (including drawings), are available for inspection between 9.30 a.m. and 4.30 p.m. on Mondays to Fridays in the offices of the Transport Group, Room 24, Town Hall, Brixton Hill, London SW2 1RW, during the period from 29th January 1999 until the Orders cease to have effect. The Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of Orders made under section 6 of the Road Traffic Regulation Act 1984. Any person may object to the making of Orders for the purpose of such indefinite continuation within a period of 6 months beginning with the day on which the experimental Orders come into force or, if any of the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force. Any such objection must be in writing and must state the grounds on which it is made and be sent to the Manager of Transport Group, Room 24, Town Hall, Brixton Hill, London SW2 1RW. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any Instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
