(A) WHITTON ROAD AND RUGBY ROAD (PARKING PLACES) ORDER 1999 (B) WAITING AND LOADING RESTRICTION (SPECIAL PARKING AREA) (AMENDMENT NO. ) ORDER 1999
Notice is hereby given that the Council of the London Borough of Richmond-upon-Thames propose to make the above Orders under sections 6, 45, 46, 49, 51 and 124 of and Part III and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (as amended) and the Road Traffic Act 1991. The effects of the proposed Orders will be: (A) to introduce a Controlled Parking Zone to the Whitton Road and Rugby Road area of Twickenham, operational between 9 a.m. and 6.30 p.m. on Mondays to Saturdays, to include Butterfield Close, Chudleigh Road north of Chertsey Road, Glebe Side, Marlow Crescent, Palmerston Road north of Chertsey Road, Rugby Road between its junctions with Whitton Road and Varsity Drive; Talma Gardens, Tayben Avenue and Whitton Road between its junction with the northern side of Chertsey Road and the Duke of Northumberland’s River. (B) to introduce waiting restrictions operational between 9 a.m. and 6.30 p.m. on Mondays to Saturdays to those lengths of the above roads not covered by existing restrictions or by parking spaces. 3. The parking charges relating to the Controlled Parking Zone will be as follows: (a) residents’ parking permit charges: £94 for a permit valid for a period of 24 months, £50 for 12 months, £28 for 6 months and £16 for 3 months; (b) residents’ visitors’ parking permits: £9 for a book of 12 permits or £4.50 for a book for residents aged 60 years or over; (c) visitor parking charges 50p an hour up to a maximum period of stay of four hours. 4. The classes of vehicles to which these Orders relate will be passenger vehicles, goods carrying vehicles, motor cycles and invalid carriages. 5. Copies of the proposed Orders, the Waiting and Loading Restriction (Special Parking Area) Order 1996 and the Council’s statements of reasons for proposing the Orders together with plans showing the lengths of road affected can be inspected at the: (a) Civic Centre (Second Floor), 44 York Street, Twickenham between 9.15 a.m. and 5 p.m. on Mondays to Fridays; (b) Central Reference Library, Old Town Hall, Whittaker Avenue, Richmond during opening hours; (c) Twickenham Reference Library, Garfield Road, Twickenham during opening hours. 6. If you wish to object to or make representation on the proposals you should write giving the grounds for your objection or representation to the Head of Highways and Transport, Civic Centre, 44 York Street, Twickenham TW1 3BZ, to be received by 19th February 1999. 29th January 1999.
