THE HARROW (RESIDENTS’ PARKING PLACES) (ZONE K) (AMENDMENT NO. ) TRAFFIC ORDER

Notice is hereby given that the Council of the London Borough of Harrow propose to make the above-mentioned Orders under sections 6, 45, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and all other enabling powers. 2. The general effect of the (Waiting and Loading Restriction) (Amendment) Order would be to amend the Harrow (Waiting and Loading Restriction) Order 1978, so that: (a) waiting by vehicles (otherwise than for the pupose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited Monday to Saturday between 8 a.m. and 12 midnight in the lengths of street specified in Schedule 1 to this notice. (b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited Monday to Saturday between 8 a.m. and 6.30 p.m. in the lengths of street specified in Schedule 2 to this notice. These lengths would be downgraded from the existing Monday to Saturday 8 a.m. to 12 midnight restrictions. This change is so as to provide for the proposed new pay and display. (c) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between Monday to Saturday between 11 a.m. and 6.30 p.m. in the streets listed in Schedule 1; (d) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle would be prohibited Monday to Saturday between 8 a.m. and 6.30 p.m. in the lengths of street specified in Schedule 3 to this notice. 3. The prohibitions referred to in paragraph 2 above would not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a parking attendant or in certain circumstances, e.g. the picking up or setting down of passengers; the carrying out of statutory powers or duites; etc. The usual exemption relating to vehicles lawfully displaying a disabled person’s “Orange Badge” would apply, except for the lengths of road specified in paragraph (d). 4. The general effect of the (Parking Places) (Central Harrow) (Amendment) Order would be to provide pay and display parking in the roads listed in Schedule 4 to this notice. The charge would be 20p per hour for a maximum period of 2 hours. 5. The general effect of the (Residents Parking Places) (Zone K) (Amendment) Order would be to remove the spaces listed in Schedule 5 to this notice to provide the Pay and Display spaces listed in Schedule 4. 6. A copy of the proposed Orders and the Orders which they amend together with documents giving more detailed particulars of the Order are available for inspection during normal office hours on Mondays to Fridays inclusive, until 4th February 1999, the expiration of a period of 21 days from the date on which this notice is published, in the Environmental Information Centre, at the address below. Schedule 1 No Waiting 8 a.m. to 12 midnight Blawith Road, the north side, between a point 4 metres east of a point opposite the eastern wall of No. 1 Blawith Road and the existing waiting restriction which ends 15 metres west of its junction with Station Road, Harrow; Nibthwaite Road, the north side, between a point 3 metres west of a point opposite the eastern wall of No. 1 Nibthwaite Road and the existing waiting restriction which ends 15 metres from its junction with Station Road, Harrow. Schedule 2 Waiting Restrictions times reduced from 8 a.m. to 12 midnight to 8.30 a.m. to 6.30 p.m. Monday to Saturday Blawith Road, the south side, between a point 15 metres and a point 10 metres from its junction with Station Road, Harrow; Nibthwaite Road, the south side, between a point 15 metres and a point 10 metres from its junction with Station Road, Harrow. Schedule 3 No Loading Monday to Saturday 8 a.m. to 6.30 p.m. Blawith Road, between its junction with Station Road, Harrow and a point 10 metres west of that junction. Nibthwaite Road (a) the north side, between its junction with Station Road, Harrow and a point 12 metres west of that junction; (b) the south side, between its junction with Station Road, Harrow and a point 10 metres west of that junction.
