AMENDMENTS TO THE PUTNEY CONTROLLED PARKING ZONE

Notice is hereby given that the Council of the London Borough of Wandsworth on 12th January 1999, made the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. The general effect of the Parking Places Order will be to change the use of parking places within the Putney controlled zone (including the removal of all meters and their replacement by ticket meters—“pay and display”—within shared use bays) and extend or relocate parking places in the zone, as follows: Shared use parking places (residents’/business permit/1 hour pay and display) will be introduced in Burston Road (A1), Chelverton Road (A1), Disraeli Road (A1), Felsham Road (A1), Norroy Road (A1), Oakhill Road (A2), Oxford Road (A1), Putney Bridge Road (A1 and A1/A2), Ravenna Road (A1), Ulva Road (A1), Weimar Street (A1) and Werter Road (A1). Shared use parking places (residents’/business permit/2 hour pay and display) will be introduced in Atney Road (A1), Bemish Road (A1), Biggs Row (A1), Burstock Road (A1), Burston Road (A1), Buttermere Drive (A2), Cardinal Place (A1),Carlton Drive (A1/A2), Charlwood Road (A1), Chelverton Road (A1), Clarendon Drive (A1), Deodar Road (A1/A2), Disraeli Road (A1), Felsham Road (A1), Florian Road (A1/A2), Glendarvon Street (A1), Gwalior Road (A1), Keswick Road (A2), Lacy Road (A1), Lifford Street (A1), Mascotte Road (A1), Merivale Road (A1/A2), Montserrat Road (A1), Norroy Road (A1), Oakhill Road (A2), Oxford Road (A1), Putney Bridge Road (A1 and A1/A2), [hours of operation 10 a.m. to 6.30 p.m. Monday to Saturday], Rockland Road (A1/A2), Ruvigny Gardens (A1), St. John’s Avenue (A1/A2 and A1/A3), Weiss Road (A1), Werter Road (A1) and Woodlands Way (A2). Shared use parking places (residents’/business permit/4 hour pay and display) will be introduced in Balmuir Gardens (A3), Bective Place (A1/A2), Brandlehow Road (A2), Carlton Drive (A1/A2), Charlwood Road (A1), Deodar Road (A1/A2), Embankment (A1), Enmore Road (A3), Jesmond Street (A1/A2), Fawe Park Road (A2), Felsham Road (A1), Gwendolen Avenue (A1/A3), Hazlewell Road (A1/A3), Howards Lane (A1/A3), Keswick Road (A2), Mercier Road (A1/A2), Montserrat Road (A1), Portinscale Road (A2), Putney Bridge Road (A1/A2 and A2), Rayners Road (A1/A2), St. John’s Avenue (A1/A2 and A1/A3), Tideswell Road (A1/A3) and Weiss Road (A1). Shared use parking places (residents’/business permit/10 hour pay and display) will be introduced in Keswick Road (A2). A shared use parking place (residents’/4 hour pay and display) will be introduced in Schubert Road (A2). Shared use parking places (residents’/1 hour pay and display) will be introduced in Keswick Road (A2). Residents’/business permit parking places wil be introduced in Bective Road (A1/A2), Carmalt Gardens (A1/A3), Deodar Road (A1/A2), Manfred Road (A2) and Waterman Street (A1). Residents’ permit parking places will be extended in length in Brandlehow Road (A2), Burstock Road (A1), Charlwood Road (A1), Chelverton Road (A1), Deodar Road (A1/A2), Disraeli Road (A1), Enmore Road (A3), Esmond Street (A1/A2), Florian Road (A1/A2), Gwendolen Avenue (A1/A3), Howards Lane (A3), Lacy Road (A1), Merivale Road (A1/A2), Montserrat Road (A1), Norroy Road (A1), Oakhill Road (A2), Putney Bridge Road (A2), Ravenna Road (A1), Rockland Road (A1/A2), Ruvigny Gardens (A1) and Werter Road (A1). Residents’ permit parking places will be introduced in Balmuir Gardens (A3), Fawe Park Road (A2), Putney Bridge Road (A2) and Werter Road (A1). A business permit parking place will be introduced in Thames Place (A1). Disabled persons’ parking places will be resited or introduced in Disraeli Road (A1), Gwendolen Avenue (A1/A3), Lacy Road (A1) and Werter Road (A1). It is necessary to make the Disabled Persons’ Parking Places Order to give effect to these changes. A motor cycle parking area will be resited in Disraeli Road (A1). This is a change from the advertised proposal to add a new bay. A new motor cycle parking area will be introduced in Gwendolen Avenue (A1/A3). Vehicles other than taxis will be prohibited from stopping on a new cab rank sited in Lacy Road (A1). The rates of charge at the ticket metered parking places (pay and display) will be as follows:

Parking places with a maximum stay of 1 hour £1.20 per hour
Parking places with a maximum stay of 2 hours 80 pence per hour
Parking places with a maximum stay of 4 hours 40 pence per hour
Parking places with a maximum stay of 10 hours 20 pence per hour
The general effect of the Waiting and Loading Restriction Order will be to make minor amendments to existing waiting restrictions which operate for longer than the zone hours to accommodate the extended or resited parking places. Copies of the Orders, which will come into operation on 18th January 1999, and of documents giving more detailed particulars of the Orders, including plans showing locations, can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of 6 weeks from the date on which the Order was made at the One Stop Counter, Technical Services Department, 5th Floor, The Town Hall, Wandsworth High Street, London SW18 2PU. Copies of the Orders may be obtained from the Council’s Admininstration Department, Room 153, The Town Hall, Wandsworth High Street, London SW18 2PU, telephone 0181-871 7520. Any person desiring to question the validity of the Orders or of any provision contained in them on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements of that Act or of any relevant regulations made under that Act have not been complied with in relation to the Orders may, within 6 weeks from the date on which the Orders were made, make application for the purpose to the High Court.
