LONDON BOROUGH OF LAMBETH

London Borough of Lambeth extension of the Clapham Controlled Parking Zone to include part of Larkhall Rise and additional parts of Rectory Grove and provision of parking places in Fitzwilliam Road. Notice is hereby given that the Council of the London Borough of Lambeth on 25th February 1998, made the Lambeth (Clapham) (Parking Places) (No. 1) Order 1998, the Lambeth (Waiting and Loading Restriction) (Special Parking Area) (Amendment No. 7) Order 1998, and the Lambeth (Waiting and Loading Restriction) (Amendment No. 68) Order 1998, under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.   Briefly, the general nature and effect of the Orders will be to include part of Larkhall Rise and additional parts of Rectory Grove in the Clapham Controlled Parking Zone, and to provide additional parking places in Fitzwilliam Road. The Orders will:   (a) designate a parking place in Larkhall Rise for the use of vehicles which display a valid residents’ permit bearing the letters “CR”;   (b) designate a parking place in the east to west arm of Rectory Grove for the shared use of vehicles which display either a valid residents’ permit bearing the letters “CR”, or a valid business permit bearing the letters “CB”;   (c) designate parking places in Fitzwilliam Road for the shared use of vehicles which display either a valid ticket purchased from a ticket parking meter (known as “pay and display”) or a valid residents’ permit bearing the letters “CR” or a valid business permit bearing the letters “CB”;   (d) provide that the parking places referred to above will operate between 8.30 a.m. and 6.30 p.m. on Mondays to Fridays (Christmas Day, Good Friday and Bank Holidays excepted);   (e) provide that the charge for a ticket referred to in sub-paragraph (c) above will be at the rate of 20 pence for 10 minutes (£1.20 per hour), up to a maximum period of 4 hours and that the period during which a vehicle may not return to a parking place in the case where a charge has been paid for a ticket will be one hour;   (f) provide that the vehicles referred to in sub-paragraphs (a), (b) and (c) above will be passenger vehicles (8 seats or less), goods carrying vehicles, motor cycles or invalid carriages;   (g) provide that residents’ permits bearing the letters “CR” will be issued, following payment of the appropriate charge, to a person who satisfies the Council that they reside at an address in Larkhall Rise (between Rectory Grove and the common boundary of Nos. 46 and 48 Larkhall Rise, or in Rectory Gardens or in Rectory Grove (the east to west arm and the north to south arm between Old Town and the common boundary of Nos. 8 and 10 Rectory Grove), or in any other street in the Clapham Controlled Parking Zone;   (h) provide that business permits bearing the letters “CB” will be issued, following payment of the appropriate charge, in respect of a vehicle which the Council is satisfied is essential to the daily operation of a business carried out at premises the postal address of which is in a street or part of a street referred to in sub-paragraph (g) above and which is used in the activity of the purchase or sale of goods or services in connection with that business;   (i) provide that charges will be made for permits, as follows:       (i) for a residents’ permit for all qualifying vehicles, except motor cycles: £10, £20, £35 and £65 for a period of 1 month, 3 months, 6 months and 12 months respectively;       (ii) for a residents’ permit for a motor cylce: £11, £17 and £29 for a period of 3 months, 6 months and 12 months respectively;       (iii) for a business permit: £255 for a period of 12 months;   (j) provide that visitors’ permits will be made available to residents, subject to certain conditions, at the rate of £2.50 for any period during the hours that the zone operates on any one day (minimum charge £12.50 for a booklet of 5 visitors’ permits), and that vehicles displaying a visitors’ permit may use certain parking places;   (k) provide that waiting by vehicles will be prohibited at any time in a certain part of Larkhall Rise, and between 8.30 a.m. and 6.30 p.m. on Mondays to Fridays in certain parts of Rectory Grove and Larkhall Rise (exemptions will apply for the purpose of loading or unloading a vehicle, subject to certain conditions).   A copy of each of the Orders, which will come into force on 9th March 1998, and of documents giving more detailed particulars of the Orders, including a drawing showing the layout of the parking places, are available for inspection until the last day of the period of 6 weeks beginning with the date on which the Orders are made, at:   (a) the Council’s offices at Courtenay House, 9-15 New Park Road, London S.W.2., on Mondays to Fridays from 9.30 a.m. until 4.30 p.m.; and   (b) the Clapham Library, 1 Clapham Common North Side, London S.W.4., on Mondays from 1 p.m. until 6 p.m,, on Tuesdays and Fridays from 10 a.m. until 6 p.m., on Thursdays from 10 a.m. until 8 p.m., and Saturdays from 9 a.m. until 1 p.m.   If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act, or of any Instrument made under that Act, has not been complied with, that person, may, with 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.
