The Harrow (Free Parking Places) (Disabled Persons) (Amendment No.  ) Order 19  

Notice is hereby given that the Council of the London Borough of Harrow propose to make the above-mentioned Order under sections 6 and 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, and all other enabling powers.   2. The general effect of the Order would be to amend the Harrow (Free Parking Places) (Disabled Persons) Traffic Order 1994, so as to:   (a) introduce Free Parking Places for Disabled Persons lawfully displaying Disabled Persons’ Badges in the length of streets specified in the Schedule to this notice so that at any time only vehicles lawfully displaying a disabled persons badge may wait; and   (b) remove the Free Parking Place for a Disabled Person in Somerset Road outside No. 9.   3. The prohibitions referred to in paragraph 2 above would not apply in respect of anything done at the direction of a police constable in uniform or a traffic warden or with the permission of a parking attendant or other person duly authorised by the Council or in the usual circumstances including when:   (a) the vehicle is used for fire brigade, ambulance or police purposes or, not being a passenger vehicle, is being used in the service of a local authority in pursuance of statutory powers or duties provided that in all the circumstances it is reasonably necessary in the exercise of such powers or the performance of such duties for the vehicle to wait in the parking place in which it is waiting; or   (b) the vehicle is waiting while postal packets addressed to premises adjacent to the parking place in which the vehicle is waiting are being unloaded from the vehicle or, having been unloaded therefrom, are being delivered, or while postal packets are being collected for loading on the vehicle from premises or posting boxes adjacent to the parking place in which the vehicle is waiting or, having been so collected, are being loaded thereon; or   (c) in any other case the vehicle is waiting for the purpose of delivering or collecting goods or loading or unloading the vehicle at premises adjacent to the parking place in which the vehicle is waiting and the vehicle does not wait for such purpose for more than 20 minutes or such longer period as a parking attendant may approve.   4. A copy of the proposed Order, the notice of intention, maps showing the effect of the Order, and of the Council’s statement of reasons for proposing to make the Order can be inspected during normal office hours on Mondays to Fridays inclusive until 19th March 1998, the expiration of a period of 21 days from the date on which this notice is published, in Room 300 in the Planning and Transportation Division of the Department of Environmental Services at the address below. Further information can be obtained by telephoning 0181-424 1508.   5. All objections and other representations relating to the proposed Order must be made in writing and sent to the Head of Planning and Transportation Services at the address given below, quoting Ref. BD9801/92.05/37, not later than the date specified in paragraph 4 to this notice. All objections must specify the grounds on which they are made. K.   Alexandra Avenue, the service road on the east side, fronting Nos. 302 to 332 between a point 14 metres north of the northern wall of No. 332 Alexandra Avenue and a point 11 metres south of that point (2 spaces).   Belmont Road, the south side, between a point opposite the party wall of Nos. 13 and 15 Belmont Road and a point 5.5 metres west of that point.   Claire Gardens, the east side, between a point 2.5 metres north of a point opposite the southern wall of Nos. 13 and 14 Claire Gardens and a point 5.5 metres south of that point.   Grant Road, the south side, between a point 8.5 metres west of the extended western kerb-line of Byron Road, Wealdstone and a point 11 metres west of that point (additional to advertised space).   Melrose Road, the west side, between a point 700 millimetres north of a point opposite the party wall of Nos. 5 and 7 Melrose Road and a point 11 metres south of that point (additional to existing space which would be moved slightly).   Wickham Road, the north side, between a point opposite the party wall of Nos. 16 and 18 Wickham Road and a point 5.5 metres east of that point. 26th February 1998.
