A243 Leatherhead Road—Proposed Toucan Crossing The Kingston-upon-Thames (Waiting and Loading Restriction) (Special Parking Area) (Amendment No.  ) Traffic Order 1998

Notice is hereby given that the Council of the Royal Borough of Kingston-upon-Thames proposes to make the above-mentioned Order under sections 6 and 124 of the Road Traffic Regulation Act 1984 (as amended).   The general effect of the Order would be to vary waiting and loading restrictions to accommodate a “Toucan Crossing” in Leatherhead Road. The variations would be as follows:    Leatherhead Road, both sides, between a point 11 metres south of the southern kerb-line of Burton Close and a point 6 metres south of the southern kerb-line of Garrison Lane, waiting restrictions (otherwise for the purpose of loading or unloading a vehicle) will be amended to apply “At Any Time”. The existing loading restrictions which apply “between 8 a.m. and 9.30 a.m. and between 4.30 p.m. and 6.30 p.m. on Mondays to Fridays inclusive” would be extended to a point 6 metres south of the southern kerb-line of Garrison Lane.    Garrison Lane:     both sides, between the eastern kerb-line of Leatherhead Road and a point 4 metres east of the common boundary of Nos. 162 and 164 Garrison Lane, waiting restrictions (otherwise for the purpose of loading or unloading a vehicle) would apply “At Any Time”. Loading restrictions would apply between 8 a.m. and 9.30 a.m. and between 4.30 p.m. and 6.30 p.m. on Mondays to Fridays inclusive;     north side, between a point 4 metres east of the common boundary of Nos. 162 and 164 Garrison Lane and a point 27 metres east of the eastern flank wall of No. 150 Garrison Lane, waiting restrictions (otherwise for the purpose of loading or unloading a vehicle) would apply “between 8 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive”).    Fleetwood Close, both sides, the waiting restrictions (otherwise than for the purpose of loading or unloading of a vehicle) would apply “At Any Time” between the western kerb-line of Leatherhead Road and a point 1 metre west of the eastern wall of Nos. 196 to 198 Leatherhead Road.   It is proposed that the “Toucan Crossing” will be installed outside No. 198 Leatherhead Road.   A copy of the proposed Order, plans which indicate the location and effect of the Crossing and the Order, a copy of Kingston-upon-Thames (Waiting and Loading Restrictions) (Special Parking Area) (No. 1) Traffic Order 1994, a copy of the press notice and the Council’s statement of reasons for proposing to make the Order may be inspected until the end of 6 weeks from the date on which the Order is made, or as the case may be, the Council decides not to make the Order at the 2nd Floor Reception Area, Guildhall 2, Kingston-upon-Thames KT1 1EU (between 9.30 a.m. and 4.30 p.m. on Mondays to Fridays inclusive); and Hook Library, Hook Road, Chessington, Surrey (during normal opening hours).   Further information may be obtained by telephoning the Directorate of Environmental Services (Engineering and Transportation), telephone No. 0181-547 5910.   Persons desiring to object to the proposed Orders should send a statement in writing of their objection and the grounds thereof, to the Director of Environmental Services (Engineering and Transportation),Guildhall 2, Kingston-upon-Thames KT1 1EU, by 16th March 1998.   Any representation regarding the proposed “Toucan Crossing” should be sent by 16th March 1998, to the Director of Environmental Services (Engineering and Transportation), Guildhall 2, Kingston-upon-Thames KT1 1EU.
