Notice is hereby given that the Council of the London Borough of Harrow propose to make the above-mentioned Orders under sections 6, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, and all other enabling powers.   2. The general effect of these Orders would be to replicate existing Experimental Orders which came into effect on 3rd February 1997, but with minor changes described below to allow for objections received to the provisions of the Experimental Orders to be considered on the revised proposals. The time scale does not permit the introduction of another Experimental Order and Experimental Orders must cease to have effect within 18 months of making. It is therefore intended that the proposed permanent Orders will come into effect before 3rd August 1998, the expiration date of the Experimental Orders.   3. The changes to the Experimental Orders would be to:   (a) reduce the waiting restriction from “at any time” to Monday to Friday, 8 a.m. to 9.30 a.m. and 4.30 p.m. to 6.30 p.m., in part of the north side of Oakleigh Avenue and part of the south side of The Highlands;   (b) introduce no waiting at any time on the corner of The Highlands and the service road fronting Burnt Oak Broadway;   (c) introduce no waiting at any time in the service road fronting Burnt Oak Broadway from Stag Lane for a short distance;   (d) introduce no loading at any time in the mouth of Oakleigh Avenue between the front line of the shops and the main carriageway of Burnt Oak Broadway;   (e) to move the Bus Stop Clearway further south from the advertised position to the position now occupied by the marked bus stop.   Note:   There has not been any objection to the Experimental Bus Lane and it is proposed that this will be made permanent at the same time as these advertised proposals subject to the consideration of any objections to these proposals.   4. The effect of the Waiting and Loading Experimental Order would be further to amend The Harrow (Waiting and Loading Restriction) Order 1978, so that in the lengths of street specified in Column 1 of Schedule 1 to this notice between the times specified in Column 2 of the Schedule:   (a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle subject to paragraph 4(b) below) will be prohibited;   (b) in the lengths of streets specified in Schedule 2 to this notice between the times specified in Column 2 waiting by vehicles for the purpose of loading and unloading a vehicle would be prohibited;   5. The prohibitions referred to in paragraph 4 above will not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a parking attendant or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; to licensed street traders, etc. The usual exemption relating to vehicles lawfully displaying a disabled person’s “Orange Badge” will apply.   6. The general effect of the Restriction of Waiting on Bus Stops (Amendment) Order would be to amend The Harrow (Restriction of Waiting on Bus Stops) Traffic Order 1993, so as to upgrade the bus stops as set out in Schedule 3 to this notice which will prohibit vehicles from stopping at the bus stops for 24 hours per day.   7. These Traffic Orders are being made in conjunction with similar restrictions by the London Boroughs of Barnet and Brent within the areas of those Boroughs.   8. A copy of the proposed Orders, The Harrow (Waiting and Loading Restriction) Order 1998, The Harrow (Restriction of Waiting on Bus Stops) Traffic Order 1993 (and of the Orders which have previously amended those Orders) and documents giving more detailed particulars of the Orders are available for inspection during normal office hours on Mondays to Fridays inclusive until 12th March 1998, the expiration of a period of 21 days from the date on which this notice is published in Room 300 in Planning and Transportation Division of the Department of Environmental Services at the address below.   (b) between a point 10 metres north-west of its junction with The Highlands and a point 10 metres south-east of its junction with The Highlands; At any time
  (c) between its junction with Stag Lane and a point 10 metres north-west of that junction. At any time
