The A580 Trunk Road (East Lancashire Road—Blindfoot Road) (Prohibition of Right Turn and U-Turns) Order 199

The Secretary of State for the Environment, Transport and the Regions, hereby gives notice that he intends to make an Order under sections 1(1) and 2(1) and (2) of the Road Traffic Regulation Act 1984 on the A580 East Lancashire Road in the District of St. Helens.   The effect of the Order will be to prohibit:   (a) vehicles travelling in the eastbound carriageway of the A580 from making a U-turn through the gap in the central reservation at Blindfoot Road; and   (b) a vehicle from making a right turn to enter the westbound carriageway of the A580 through the gap in the central reservation from the B5203 Blindfoot Road.   The prohibition will not apply to:   (a) a vehicle being used for fire, police or ambulance purposes, and   (b) anything done at the direction, or with the permission, of a police constable in uniform.   A copy of the draft Order together with a plan illustrating the proposals and a copy of the statement of reasons may be inspected during normal working hours at St. Helens Metropolitan Borough Council, Environmental and Design Services Department, Wesley House, Corporation Street, St. Helens WA16 1HF; or may be seen at/or obtained by application to the office of the Director, Network and Customer Services Division of the Highways Agency, Room 705, Sunley Tower, Piccadilly Plaza, Manchester M1 4BE.   Any person wishing to object to the Secretary of State’s proposals to make this Order should send a written statement of their objection to the Director’s address given above.
