POLLUTION PREVENTION AND CONTROL (SCOTLAND) REGULATIONS 2000

In accordance with paragraph 5 of Schedule 4 to the above Regulations, notice is hereby given that applications have been made to the Scottish Environment Protection Agency (SEPA) for Permits under regulation 7 of the Regulations by Kemfine UK Ltd, FujiFilm Image Colourants Ltd, Dalkia, Syngenta, NPIL Pharmaceuticals Ltd in respect of activities being carried out namely chemical manufacture & energy supply in installations at Earls Road, Grangemouth FK3 8XG.

These applications contain a description of any foreseeable significant effects of emissions from the installations on the environment.

These applications may be inspected, free of charge, at SEPA, Heriot Watt Research Park, Avenue North, Riccarton, Edinburgh, EH14 4AP between 9.30 pm and 4.30 pm on working days. Please quote Reference Nos PPC/A/1008733, PPC/A/1005108, PPC/A/1008715, PPC/A/1008733 and PPC/A/1008835.

Please note that these applications contain details of:

*  A site report describing the condition of the site;

*  A description of the installation and any directly associated activities

*  A description of the activities carried out;

*  The raw and auxiliary materials and other substances and energy to be used in, or generated by, the carrying out of the activity(s);

*  The nature, quantities and source of foreseeable emissions from the installations into each environmental medium, and a description of any foreseeable significant effects of the emissions on the environment and on human health;

*  The proposed technology and other techniques for preventing or where that is not practicable reducing and rendering harmless emissions from the installations;

*  How the best available techniques are applied to the operation of the installations;

*  The proposed measures to be taken to monitor emissions;

*  A description of the measures to be taken for the prevention and recovery of waste generated by the operation of the installations;

*  A description of any proposed additional measures to be taken to ensure that all appropriate preventive measures are taken against pollution in particular through the application of the best available techniques and to ensure that no significant pollution is caused;

*  Written confirmation that the plant is covered by a Climate Change Agreement and the terms of that agreement in so far as they relate to the installation;

*  An outline of the main alternatives if any studied;

*  A non technical summary of the information referred to above;

*  Other information which the applicant may wish SEPA to take into account;

Written representations concerning these applications may be made to the SEPA at the above address, or sent to e-mail address consultee.responses@sepa.org.uk and if received within 28 days of this Notice, will be taken into consideration in determining these applications.

Any such representations made by any person will be entered in a public register unless that person requests in writing that they should not be so entered. Where such a request is made there will be included in the register a statement indicating that representations have been made which has been the subject of such a request.
