ENVIRONMENTAL STATEMENT: NOTICE TO PROCEED

A2 SHORE ROAD, GREENISLAND ( BELFAST TO CARRICKFERGUS) UPGRADE SCHEME

(in the townlands of Jordanstown and West Division in the County of Antrim)

The Department for Regional Development having complied with Article 67A(7) of the Roads (Northern Ireland) Order 1993 (“the 1993 Order”) hereby gives notice in accordance with the provisions of Article 67A(8) and (9) of its intention to proceed with the proposed T21 (A2) Shore Road Greenisland (Belfast to Carrickfergus) Upgrade Scheme.

The general effect of the scheme will be to provide a new 2 lane dual carriageway by widening the existing Shore Road from Shore Avenue (University) to Station Road Greenisland and providing a new inland road from there to Seapark where it will rejoin the A2 at the existing dual carriageway. In addition to earthworks and drainage, landscaping will be carried out to improve the appearance of the road and lessen the visual impact of the proposed project.

the content of the decision;
the main reasons and considerations on which the decision is based;
a description of the main measures to avoid, reduce and, if possible, offset the major adverse effects of the project; and
information about the consultation carried out in compliance with Articles 67A(8) and 67B, the representations received on consultation, and any changes made as a result of those representations; and
the Inspectors’ Report on inquiries held into the proposal,

may be inspected by any person, free of charge, at all reasonable times during the period from 1 October to 12 November 2008 at the following offices of the Department:

Roads Service – Eastern Division, Hydebank, 4 Hospital Road, Belfast BT8 8JL;
Roads Service – Headquarters, Room 201, Clarence Court, 10-18 Adelaide Street, Belfast BT2 8GB,

and at the offices of Newtownabbey Borough Council, Mossley Mill, Newtownabbey, BT36 5QA; and Carrickfergus Borough Council, Carrickfergus Museum & Civic Centre, 11 Antrim Street, Carrickfergus BT38 7DG. Alternatively, an electronic version of the Departmental Decision may be viewed at www.drdni.gov.uk/index/publications.htm.

In accordance with Article 67BA(1) of the 1993 Order, anyone who wishes to question the validity of the Department’s decision to proceed with the scheme on the ground that—

(a) it is not within the powers of the 1993 Order; or
(b) any requirement of Part V of the 1993 Order has not been complied with in relation to the decision;

may, within 6 weeks from the date of publication of this notice, make an application for the purpose to the High Court.

Trunk Road Order

THE TRUNK ROAD T21 (BELFAST TO CARRICKFERGUS) ORDER (NORTHERN IRELAND) 2008

Notice is given that the Department for Regional Development made on 23 September 2008 The Trunk Road T21 (Belfast to Carrickfergus) Order (Northern Ireland) 2008 (S.R. 2008 No. 390) which will come into operation on 10 November 2008. The Order provides that 3060 metres of proposed new road (including 4 new roundabouts) shall become trunk road and be part of the Belfast-Carrickfergus Trunk Road T21. The Order also provides for the stopping-up of T21 (A2) Shore Road.
