Consultation on Proposed Policy on Charging for Drainage Infrastructure Works

The Department of Agriculture and Rural Development (DARD) has published a consultation document on a proposed policy on charging for drainage infrastructure works.

The development of land for housing, commercial or industrial use increases the impermeable surface area and results in increased storm water run-off from the developed area to watercourses. The Rivers Agency spends about £1 million each year on drainage infrastructure improvements to facilitate new development.

In Northern Ireland this cost is borne by the taxpayer, whereas in other parts of the UK provision has been made for the costs to be recouped from the developers. The Government believes that developers in Northern Ireland should also contribute to the cost of drainage infrastructure works necessitated by new developments. It is proposed that these costs will be recouped through a charge on developers.
