GREATER LONDON AUTHORITY ACT 1999
CONGESTION CHARGING
TRANSPORT FOR LONDON, as the charging authority, hereby gives notice that it has made an Order under Schedule 23 to the Greater London Authority Act 1999 entitled the Greater London (Central Zone) Congestion Charging (Variation) Order 2025 (‘the Congestion Charging Variation Order’).
The Congestion Charging Variation Order amends the Greater London (Central Zone) Congestion Charging Order 2004 which was made by Transport for London on 30 September 2004, confirmed with modifications by the Mayor of London on 27 October 2004 and has subsequently been varied.
The Congestion Charging Variation Order contains the following proposed changes to the Congestion Charging Scheme:
1) increase the level of the Congestion Charge from £15 to £18 (and make consequential increases to the related charge levels) from 2 January 2026;
2) introduce a new Cleaner Vehicle Discount (CVD) for electric vehicles on 2 January 2026 with the discount level varying by vehicle type: 50% for electric vans, heavy goods vehicles and quadricycles and 25% for electric cars. The discounts would be halved on 4 March 2030. Payment would be by auto pay only;
3) amend the residents’ discount for residents who apply after 1 March 2027 so that the discount will only apply in respect of an electric vehicle. Residents who have registered for the discount prior to 1 March 2027 would retain their discount regardless of their vehicle’s fuel type, now and in the future, provided they continue to meet the discount’s other eligibility criteria and renew their registration each year.
In addition, on behalf of the Mayor, Transport for London is consulting on some proposed changes to the Mayoral Guidance on the exercise of its road user charging powers. The changes would better reflect the approach TfL follows when undertaking consultations in comparable circumstances and when setting charges for TfL services, notably public passenger transport fares.
Transport for London invites the making of representations on, or objections to, the proposed changes to the Congestion Charging Scheme and to the Mayoral Guidance. Any representations that are submitted must be made in writing, specify the grounds on which they are made and be received by Transport for London by 4 August 2025. Transport for London also offer a callback service where we can transcribe a consultation response on behalf of an individual – further details are provided below.
