THE KENSINGTON AND CHELSEA (FREE PARKING PLACES, LOADING BAYS AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 7) ORDER 2025 AND THE KENSINGTON AND CHELSEA (CHARGED–FOR PARKING PLACES) (AMENDMENT NO. 7) ORDER 2025
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”) on 12th May 2025 will make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be:-
(a) on the north-east side of Balliol Road, to convert personalised disabled bay No. 610, outside No. 23 Balliol Road, to 6.6 metres (22ft) of residents’ parking;
(b) on the north-east side of Balliol Road, to convert 6.6 metres (22ft) of residents’ parking, outside No. 25 Balliol Road, to personalised disabled bay No. 610;
(c) on the south-west side of Basing Street, to convert personalised disabled bay No. 625 outside No. 25 Basing Street, to 6.6 metres (22ft) of residents’ parking;
(d) on the north-east side of Bevington Road, to introduce 17.8m (58ft) of mandatory school keep clear markings (hours of control: Monday to Friday 8am to 9.30am and 2.30pm to 4pm), outside Bevington Primary School, situated in Bevington Road;
(e) on the south-west side of Bracewell Road, to convert 6.6 metres (22ft) of residents’ parking outside Nos. 23 to 25 Bracewell Road, to personalised disabled bay No. 855;
(f) on the east side of Bramley Road, to convert personalised disabled bay No. 688, opposite the junction of Bramley Road and Lockton Street, to residents’ parking;
(g) on the east side of Bramley Road, to convert 5.6 metres of residents’ parking opposite Nos. 39 to 41 Bramley Road, to personalised disabled bay No. 688;
(h) on the north-east side of Bury Walk, to introduce 26.5m (89ft) of advisory school keep clear markings (hours of control: Monday to Friday 8am to 9:30am and 2:30pm to 4pm), outside the flank wall of Oratory RC Primary School, located in Bury Walk. The existing double yellow lines restriction will remain unchanged;
(i) on the north-west side of Cambridge Gardens, to convert 6.6 metres (22ft) of residents’ parking outside No. 12 Cambridge Gardens, to personalised disabled bay No. 860;
(j) on the north side of Cottesmore Gardens, to convert 7 metres (23ft) of single yellow line (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) with underlying advisory school keep clear entrance markings, outside No. 19 Cottesmore Gardens, to residents’ parking;
(k) at the northern side of the junction of Cottesmore Gardens and Stanford Road, to remove 11 metres (36ft) of advisory school keep clear entrance markings;
(l) on the west side of Courtfield Gardens, to convert 6.2 metres (22ft) of PayByPhone visitors’ parking bays (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm, maximum stay 4 hours) outside the flank wall of No. 131 Cromwell Road, situated in Courtfield Gardens, to personalised disabled bay No. 847;
(m) on the west side of Courtfield Gardens, to convert 0.4 metres (1ft) of single yellow line (hours of control: Monday to Friday 8.30am to 6.30pm and Sat 8.30am to 1.30pm) outside the flank wall of No. 131 Cromwell Road, situated in Courtfield Gardens. to personalised disabled bay No. 847;
(n) on the south-west side of Dovehouse Street, to convert 6.6 metres (22ft) of residents’ parking outside Nos. 45 to 51 Dovehouse Street, to personalised disabled bay No. 844;

(vv) on the south-east side of the south-eastern arm of Shrewsbury Street to convert 6.6 metres (22ft) of residents’ parking outside Nos. 39 to 41 Shrewsbury Street, to personalised disabled bay No. 854;
(ww) on the east side of Sirdar Road, to convert 2 metres (7ft) of residents’ parking outside Nos. 1-6 Estrella House, situated in Sirdar Road, to zebra crossing markings;
(xx) on the east side of Sirdar Road, to convert 11.5 metres (37ft) of single yellow line (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) on the north of the junction of Sirdar Road and the entrance to Henry Dickens Estate, and 5.5 metres (18ft) on the south of the junction of Sirdar Road and the entrance to the Henry Dickens Estate, to zebra crossing markings. The section in the middle of these two points will also have zebra crossing markings added;

xix. on the south side of Victoria Gardens, at the southernmost end of Victoria Gardens. This is the section of single yellow line which stretches along the bollards outside No. 7 across to No. 16 Victoria Gardens, for 6 metres (20ft); and
(nnn) on the south-west side of Wallingford Avenue, outside the flank wall of No. 37 St Quintin Avenue, situated in Wallingford Avenue, for 10.5 metres (34ft); and to update certain Articles and Schedules in The Kensington and Chelsea (Charged-For Parking Places) Consolidation Order 2023 and The Kensington and Chelsea (Free Parking Places, Loading Bays and Waiting, Loading and Stopping Restrictions) Consolidation Order 2023 to accurately reflect the provisions as they currently operate; and
(ooo) to modify the traffic order definitions of certain other parking places and waiting restrictions so they better reflect what is currently on the ground (there would be no change to the way these restrictions and parking places currently operate on-street).
3. A copy of the Orders, which will come into operation on 19th May 2025 and of all other relevant documents can be obtained for inspection by emailing trafficorders@rbkc.gov.uk quoting reference: “Feb 25 Misc” and can be inspected at The Council Offices, The Royal Borough of Kensington and Chelsea, 37 Pembroke Road, London, W8 6PW between 9am and 5pm on Mondays to Fridays inclusive until the end of a period of six weeks from the date the Order was made.
4. Anyone wishing to question the validity of the Orders or of any of its provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
