THE WALTHAM FOREST (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 239) EXPERIMENTAL ORDER 2025

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest on 13th March 2025 made the above-mentioned Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984 (the 1984 Act), as amended. The Orders will come into force on 1st April 2025 and may continue in force for up to 18 months.

2. The general effect of the Orders will be, on an experimental basis, to:

(a) revise the operational hours (charging hours) at the existing parking places in the roads specified in the Schedule to this Notice. The location and type of parking place and existing and new hours of control are specified in the Schedule;

(b) remove the free 15-minute parking period in all on-street pay-by-phone and pay-by-phone shared-use parking places in the roads referred to in the Schedule to this Notice;

(c) remove the free 15-minute parking period in the shared-use (market traders and pay-by-phone) parking places in Eldon Road E17, Erskine Road E17, Storey Road E17, Truro Road E17 and Westbury Road E17;

(d) introduce a 3-hour maximum stay (no return for 3 hours) in the pay by phone parking place on the west side and the northernmost pay by phone parking place on the east side of Forest Approach, E4; and

(e) change the maximum stay and no return periods to 3-hour maximum stay (no return for 3 hours) in the pay by phone parking places on the east side of Chingford Road (CR), E17: (i) outside No. 290 CR; (ii) outside Nos. 1 and 2 Richmond Villas, CR; (iii) outside Chapel End House, CR; and outside Nos. 220/222 CR.

3. Where it appears necessary for certain purposes, an authorised officer of the Council may, in pursuance of section 10(2) of the 1984 Act, modify or suspend any provision of the experimental Traffic Orders while they are in force.

4. The Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under sections 6, 45, 46 and 124 of and Part IV of Schedule 9 to the 1984 Act. Any person may object to the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the experimental Orders come into force or, if the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force by sending a statement in writing of their objection or representation to Traffic Orders, Highways, Low Hall, Argall Avenue, London E10 7AS, or by emailing schemes.feedback@walthamforest.gov.uk quoting scheme reference ET2(25) – Experimental Pay to Park Changes by 30th September 2025. All objections and representations must specify the grounds on which they are made. Any objection may be communicated to, or be seen by, other persons who may be affected.

5. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the 1984 Act, or that any requirement of that Act or any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.

6.
