1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Camden ('the Council') propose to make the above Orders under section 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general nature and effect of the Orders would be:
(a) in the vicinity of RANDOLPH STREET and AGAR GROVE and in connection with the re-alignment of kerbs: (i) in RANDOLPH STREET: (A) to relocate north-eastwards by 1 metre the CA-G residents permit holders parking place on the south-east side, opposite Nos. 27 and 28 Randolph Street; (B) to replace existing waiting and loading restrictions with ‘at any time’ waiting and loading restrictions, so that they apply on both sides throughout its length, except: (1) where any parking places, loading bays, bus stops or pedestrian and cycle crossings are provided; and (2) on the south side, for 10.3 metres opposite Rousden Street and for 7.8 metres across the vehicle access to the east of Bruges Place where ‘at any time’ waiting restrictions would be provided; (ii) in ROUSDEN STREET, to remove 6.5 metres of loading restrictions on the north-east side, outside Nos. 2 and 3 Rousden Street; (iii) in AGAR GROVE, to provide ‘at any time’ loading restrictions on the south-east side, between St. Pancras Way and 97 metres north-east of the north-eastern kerb-line of Agar Place, except where any pedestrian and cycle crossings are provided;
(b) at the junction of ROCHESTER SQUARE (south-western north-west to south-east arm) and STRATFORD VILLAS and in connection with the realignment of kerbs and the provision of kerb buildouts, to provide ‘at any time’ waiting restrictions on all sides of the junction, including replacing 2.3 metres of CA-N resident permit holders parking on the north-west side of Stratford Villas outside No. 7 Stratford Villas and 1.2 metres of CA-N resident permit holders parking on the south-west side of Rochester Square (south-west arm) opposite the front garden of No. 7 Stratford Villas;
(c) in the vicinity of the junction of AGAR GROVE with MURRAY STREET / St. AUGUSTINE’S ROAD and WROTHAM ROAD and in connection with the realignment of kerbs and the provision of kerb buildouts: (i) in AGAR GROVE, to relocate eastwards by 1.2 metres the disabled persons’ parking place on the south side, outside No. 76 Agar Grove and shorten by 1.2 metres the CA-D permit holders parking place to the east of that disabled persons’ parking place and remove the CA-D permit holders parking place to the west of that disabled persons’ parking place; (ii) in MURRAY STREET: (I) on the north-east side, to lengthen by 0.3 metres, the paid-for parking place opposite No. 1b Murray Street; and (II) on the south-west side, to shorten by 12.2 metres, the CA-D permit holders parking place outside Nos. 1b and 1c Murray Street; (iii) in ST. AUGUSTINE’S ROAD: on the south-east side, to shorten by 9.9 metres, the CA-D permit holders parking place outside No. 4 St. Augustine’s Road; (iv) in MURRAY STREET, at its junction with Agar Grove, to remove the width restriction applying in both directions and provide a 7.5-tonne maximum weight restriction applying to northbound vehicles; and (v) to replace existing waiting and loading restrictions with ‘at any time’ waiting and loading restrictions: (A) in AGAR GROVE: (I) north side, from 4.2 metres east of No. 17 Agar Grove to 24.2 metres west of No. 78 Agar Grove; and (II) south side, from 25.1 metres west of Wrotham Road to 13 metres west of No. 78 Agar Grove; (B) in MURRAY STREET: (I) east and north-east side, between Agar Grove and 11 metres south-east of No. 2 Murray Street; and (II) west and south-west side, between Agar Grove and 13 metres south-east of No. 2 Murray Street; (C) in ST. AUGUSTINE’S ROAD: (I) north-west side, for 15 metres north-east of Murray Street; and (II) south-east side, for 13.3 metres north-east of Murray Street; and (D) in WROTHAM ROAD, (I) west side, for 5.1 metres south of Agar Grove; and (II) east side, for 5.4 metres south of Agar Grove;
(d) in the vicinity of the junction of ST’ PAUL’S CRESCENT and AGAR GROVE and in connection with the realignment of kerbs and the provision of kerb buildouts: (i) in ST. PAUL’S CRESCENT, to remove 5 metres of CA-N permit holders parking place on the west side, adjacent to No. 102 Agar Grove and on the east side, adjacent to No. 104 Agar Grove and replace those lengths with ‘at any time’ waiting restrictions; and (ii) in AGAR GROVE, to provide 8.9 metres of ‘at any time’ waiting restrictions on the north side, outside Nos. 55 and 57 Agar Grove;
(e) in the vicinity of MURRAY STREET and its junctions with MURRAY MEWS and STRATFORD VILLAS/CAMDEN SQUARE and in connection with the realignment of kerbs and the provision of kerb buildouts: (i) in MURRAY STREET, between Camden Square and Murray Mews: (A) to remove the existing paid-for parking place and the existing CA-N permit holders parking place and provide two shared-use (CA-N permit holders and paid for) parking places (5 metres and 15 metres in length), a disabled persons’ parking place (6.6 metres in length) and a 30-minutes maximum stay (no return for 1 hour) loading place (15 metres in length); and (B) to provide ‘at any time’ waiting and loading restrictions in all other lengths; (ii) in CAMDEN SQUARE (south-eastern south-west to north-east arm): (A) to shorten paid-for parking places and replace them with ‘at any time’ waiting restrictions: (I) on the north-west side, opposite No. 52 Camden Square (10 metres in length); and (II) on the south-east side, outside No. 52 Camden Square (9.2 metres in length); and (B) to provide ‘at any time’ waiting and loading restrictions on both sides, for 8.5 metres north-east of Murray Street; (iii) in CAMDEN SQUARE (south-western north-west to south-east arm), to provide ‘at any time’ waiting and loading restrictions on both sides, for 7.5 metres north-west of Stratford Villas; (iv) in STRATFORD VILLAS, to provide ‘at any time’ waiting and loading restrictions on both sides, for 6 metres south-west of Murray Street; and (v) in connection with a change to the road layout at the junction of STRATFORD VILLAS/CAMDEN SQUARE/MURRAY STREET: (A) to remove the existing compulsory turns, banned turns and no motor vehicle restrictions that currently apply at this junction; (B) to provide a ‘no motor vehicles’ restriction applying in both directions in MURRAY STREET at its junction with STRATFORD VILLAS/CAMDEN SQUARE; (C) to provide a no motor vehicles restriction applying in both directions in CAMDEN SQUARE (south-eastern south-west to north-east arm) at the south-western boundary of No. 52 Camden Square; (D) to provide a compulsory right turn, applying to all south-eastbound vehicles except pedal cycles, from CAMDEN SQUARE (north-west to south-east arm) into STRATFORD VILLAS; and (E) to provide a compulsory left turn, applying to all north-eastbound vehicles except pedal cycles, from STRATFORD VILLAS into CAMDEN SQUARE (north-west to south-east arm);
(f) in the vicinity of the south-west to north-east arms of CAMDEN SQUARE and their junctions with CANTELOWES ROAD and SOUTH VILLAS and at the junction of ROCHESTER SQUARE (north-eastern north-west to south-east arm) and STRATFORD VILLAS and in connection with the realignment of kerbs and the provision of kerb buildouts, to provide ‘at any time’ waiting restrictions in the following lengths where kerb buildouts are to be provided, replacing either CA-N permit holders parking space or single yellow line waiting restrictions: (i) in CAMDEN SQUARE: (A) north-western south-west to north-east arm, north-west side: (1) for 8 metres outside Nos. 6 to 8 Camden Square; (2) for 8 metres outside Nos. 13 to 15 Camden Square; and (3) between 40.8 metres and 32.6 metres south-west of Cantelowes Road; (B) north-western south-west to north-east arm, south-east side: (1) for 9.9 metres opposite Nos. 6 to 8 Camden Square; (2) for 8.1 metres opposite Nos. 13 to 15 Camden Square; and (3) between 45.8 metres and 37.5 metres south-west of Cantelowes Road; (C) south-eastern south-west to north-east arm, north-west side: (1) for 8.2 metres opposite Nos. 41 and 42 Camden Square; (2) for 8.2 metres opposite Nos. 30 and 31 Camden Square; and (3) between 18 metres south-west of the south-western kerb-line of Cantelowes Road and its junction with Cantelowes Road; and (D) south-eastern south-west to north-east arm, south-east side: (1) for 8.1 metres outside Nos. 41 and 42 Camden Square; (2) for 7.9 metres outside Nos. 30 and 31 Camden Square; and (3) for 8.8 metres south-west of the south-western kerb-line of Cantelowes Road; (ii) in CANTELOWES ROAD: (A) north-east side: between Camden Square (south-eastern south-west to north-east arm) and 3 metres south-east of the north-western boundary of No. 1 South Villas; and (B) south-west side, between Canden Square (south-eastern south-west to north-east arm) and 8.3 metres south-east of the north-western wall of No. 27 Camden Square; (iii) in SOUTH VILLAS: (A) north-west side: for 10 metres north-east of Cantelowes Road; and (B) south-east side: for 10.7 metres north-east of Cantelowes Road; (iv) in ROCHESTER SQUARE (north-eastern north-west to south-east arm): (A) north-east side: for 8 metres north-west of Stratford Villas; and (B) south-west side: for 7 metres north-west of Stratford Villas; and (v) in STRATFORD VILLAS, north-west side, for 5 metres either side of Rochester Square (north-eastern north-west to south-east arm);
(g) in the vicinity of NORTH VILLAS at its junctions with CAMDEN SQUARE, CANTELOWES ROAD and CAMDEN TERRACE and in connection with the provision of kerb buildouts: (i) to remove CA-N permit holders parking space and provide ‘at any time’ waiting restrictions in the following lengths: (A) in CAMDEN SQUARE, north-western south-west to north-east arm: (I) north-west side: for 10 metres at its junction with Cantelowes Road; and (II) south-east side: for 13 metres at its junction with Cantelowes Road; (B) in CANTELOWES ROAD: south-west side, for 5 metres opposite the northern kerb-line of North Villas; (C) in NORTH VILLAS: (I) north-west side: (1) for 1.3 metres at the north-eastern boundary of No. 3 North Villas; and (2) for 7.4 metres outside Nos. 5 and 6 North Villas; and (II) south-east side, for 3.9 metres opposite No. 1 North Villas; and (D) in CAMDEN TERRACE, both sides, between 7.1 metres and 9.1 metres south-east of North Villas; (ii) to remove ‘at any time’ waiting restrictions and provide additional CA-N permit holders parking space in the following lengths of NORTH VILLAS: (A) north-west side: (I) 1.4 metres at the south-western boundary of No. 1 North Villas; and (II) 3.5 metres at the north-eastern boundary of No. 2 North Villas; and (B) south-east side: 3.8 metres opposite the north-eastern boundary of No. 2 North Villas; and (iii) to reposition the ‘no motor vehicles’ restriction applying to north-westbound motor vehicles in Cantelowes Road, so that it is located at the north-western kerb-line of North Villas.
3. FURTHER NOTICE IS HEREBY GIVEN that the Council, under section 23 of the Road Traffic Regulation Act 1984, have approved:-
(a) in connection with the proposals referred to in paragraph 2(c) of this Notice, the removal of the ‘zebra’ pedestrian crossing in AGAR GROVE, outside No. 25 Agar Grove and the provision of a parallel pedestrian and cycle crossing with its centre line 13.9 metres east of the eastern kerb-line of Wrotham Road (‘zig zag’ markings on which stopping would be prohibited ‘at any time’ would extend 17.1 metres either side of the crossing); and
(b) in connection with the proposal referred to in paragraph 2(d) of this Notice, the removal of a signalised crossing and provision of a raised pedestrian and cycle crossing in AGAR GROVE, outside No. 104 Agar Grove, with its centre line 3 metres east of the western boundary of No. 104 Agar Grove (‘zig zag’ markings on which stopping would be prohibited ‘at any time’ would extend in the eastbound carriageway 17.8 metres either side of the crossing and in the westbound carriageway, 13.4 metres west and 17.8 metres east of the crossing).
4. FURTHER NOTICE IS HEREBY GIVEN that the Council, under sections 90A-F of the Highways Act 1980 and in accordance with the Highways (Road Humps) Regulations 1999, propose to:
(a) remove the speed cushions: (i) in connection with the proposal referred to in paragraph 2(a) of this Notice, in AGAR GROVE: (A) approximately 38 metres north-east of the north-eastern kerb-line of St Pancras Way; and (B) approximately 74 metres north-east of the north-eastern kerb-line of Agar Place; and (ii) in AGAR GROVE: (A) 41.5 metres west of the common boundary of Nos. 1 and 3 Agar Grove; (B) outside No. 5 Agar Grove; (C) outside No. 15 Agar Grove; and (D) outside Nos. 67 and 69 Agar Grove;
(b) remove the sinusoidal road humps: (i) in connection with the proposals referred to in paragraph 2(e) of this Notice, in MURRAY STREET, outside Nos. 10 and 11 Murray Street; (ii) in connection with the proposals referred to in paragraph 2(f) of this Notice, in CAMDEN SQUARE: (A) north-western south-west to north-east arm: (I) outside No. 7 Camden Square; (II) 4 metres north-east of No. 17 Camden Square; and (III) 60 metres south-west of Cantelowes Road; and(B) south-eastern south-west to north-east arm: (I) outside No. 46 Camden Square; (II) outside No. 39 Camden Square; and (III) outside Nos. 32 and 33 Camden Square; and (iii) in CLIFF VILLAS, outside No. 7 Cliff Villas;
(c) construct sinusoidal road humps, comprising the full width of the carriageway with a maximum height of 100 millimetres and a length of 3.7 metres at the following locations: (i) in connection with the proposals referred to in paragraph 2(a) of this Notice, in AGAR GROVE: (A) approximately 38 metres north-east of the north-eastern kerb-line of St Pancras Way; and (B) approximately 92 metres north-east of the north-eastern kerb-line of Agar Place; and (ii) in AGAR GROVE: (A) 23.4 metres south-west of the common boundary of Nos. 1 and 3 Agar Grove; (B) 6.4 metres south-west of the common boundary of Nos. 13 and 15 Agar Grove; (C) 6.6 metres west of the common boundary of Nos. 29 and 31 Agar Grove; and (D) 1.3 metres west of the common boundary of Nos. 67 and 69 Agar Grove;
(d) construct flat-topped speed tables, comprising the full width of the carriageway and of a height level with the surrounding kerb at the following locations: (i) in connection with the proposals referred to in paragraph 2(b) of this Notice, at the junction of STRATFORD VILLAS and the south-western north-west to south-east arm of ROCHESTER SQUARE, extending in Stratford Villas, between 4.5 metres and 17.5 metres south-west of the common boundary of Nos. 7 and 9 Stratford Villas and in Rochester Square (south-western north-west to south-east arm), between its junction with Stratford Villas and 3 metres south-east of the south-eastern wall of No. 7 Stratford Villas (including all ramps); (ii) in connection with the proposals referred to in paragraph 2(c) of this Notice, in AGAR GROVE, between 3 metres west and 5 metres east of the common boundary of Nos. 21 and 23 Agar Grove; (iii) in connection with the proposals referred to in paragraph 2(e) of this Notice: (A) at the junction of STRATFORD VILLAS/MURRAY STREET/CAMDEN SQUARE, extending from the junction for approximately 7.5 metres into those roads (including the ramps); and (B) in MURRAY STREET, with its centre line 18 metres north-west of the north-western kerb-line of Murray Mews and having a length of 5.3 metres (including the ramps); (iv) in connection with the proposals referred to in paragraph 2(f) of this Notice: (A) extending in CAMDEN SQUARE north-western south-west to north-east arm: (I) between 0.6 metres south-west and 7.4 metres north-east of the common boundary of Nos. 6 and 7 Camden Square (including the ramps); (II) between 0.5 metres south-west and 7.6 metres north-east of the common boundary of Nos. 13 and 14 Camden Square (including the ramps); and (III) between 32.6 metres and 40.8 metres south-west of the south-western kerb-line of Cantelowes Road (including the ramps); and (B) extending in CAMDEN SQUARE south-eastern south-west to north-east arm: (I) between 2 metres south-west and 6.2 metres north-east of the common boundary of Nos. 41 and 42 Camden Square (including the ramps); and (II) between 5.8 metres south-west and 2.4 metres north-east of the common boundary of Nos. 30 and 31 Camden Square (including the ramps); (v) in connection with the proposals referred to in paragraph 2(g) of this Notice, at the junction of NORTH VILLAS and CAMDEN TERRACE, extending in NORTH VILLAS, between 0.4 metres north-east of the common boundary of Nos. 2 and 3 North Villas and 0.8 metres north-east of the common boundary of Nos. 5 and 6 North Villas (including the ramps) and in CAMDEN TERRACE, between North Villas and 4.1 metres south-east of the north-western boundary of No. 1 Camden Terrace (including the ramps); (vi) in CLIFF VILLAS, between 18.9 metres and 24.8 metres south-east of the south-eastern boundary of No. 6 Cliff Villas (including the ramps); and (vii) in AGAR GROVE, between 3 metres west and 5 metres east of the common boundary of Nos. 21 and 23 Agar Grove (including the ramps);
(e) construct ‘Copenhagen’ style blended crossing/raised entry/exit tables at the following locations: (i) in connection with the proposals referred to in paragraph 2(a) of this Notice: (A) in AGAR PLACE at its junction with Agar Grove, extending for approximately 5.8 metres south-east of the south-eastern kerb-line of Agar Grove; and (B) in ROUSDEN STREET at its junction with Randolph Street, extending for approximately 5.7 metres north-west of the north-western kerb-line of Randolph Street; (ii) in connection with the proposals referred to in paragraph 2(c) of this Notice, in MURRAY STREET at its junction with Agar Place, extending for approximately 9.6 metres north of the northern kerb-line of Agar Grove; (iii) in connection with the proposals referred to in paragraph 2(d) of this Notice, in ST. PAUL’S CRESCENT at its junction with Agar Grove, extending for approximately 6.5 metres south of the southern kerb-line of Agar Grove; and (iv) in connection with the proposals referred to in paragraph 2(f) of this Notice, in ROCHESTER SQUARE (north-eastern north-west to south-east arm) at its junction with Stratford Villas, extending for approximately 4.4 metres north-west of the north-western kerb-line of Stratford Villas.
5. FURTHER NOTICE IS HEREBY GIVEN that the Council, under section 65 of the Highways Act 1980, propose to construct a segregated cycle track on the highway, reserved for the use of pedal cycles only in the following lengths (excluding lengths where pedestrian crossings are provided):
(a) in connection with the proposals referred to in paragraph 2(a) of this Notice: (i) in RANDOLPH STREET: (A) on the north-west side of the north-eastbound carriageway, between 22 metres north-east of the north-eastern kerb-line of Royal College Street and its junction with St. Pancras Way; and (B) on the south-east side of the south-westbound carriageway, throughout its length; and (ii) in AGAR GROVE, on the south-east side of the south-westbound carriageway, between a point 88.7 metres north-east of the north-eastern kerb-line of Agar Place and its junction with St. Pancras Way; and
(b) in connection with the proposals referred to in paragraph 2(c) of this Notice in MURRAY STREET, approximately 5 metres west of the western kerb-line of the northbound carriageway, extending from the northern kerb-line of Agar Grove, northwards for 12 metres.
6. FURTHER NOTICE IS HEREBY GIVEN that the Council propose to convert certain lengths of footway into shared footway/cycle track, using powers under section 65 of the Road Traffic Regulation Act 1984. Shared footway, for use by pedal cyclists and pedestrians, would be provided on the existing footway:
(a) in connection with the proposals referred to in paragraph 2(c) of this Notice, in AGAR ROAD: (i) south of the westbound carriageway, extending for 18 metres east of the eastern kerb-line of Wrotham Road; and (ii) north of the eastbound carriageway, extending for 11.5 metres west of the western kerb-line of Murray Street; and
(b) in connection with the proposals referred to in paragraph 2(d) of this Notice, in AGAR ROAD: to the north and to the south of the carriageway, extending for 12 metres east of the eastern kerb-line of St. Paul’s Crescent.
