INTRODUCTION OF ELECTRIC VEHICLE CHARGING PLACES AND CAR CLUB PARKING PLACES IN ARRAGON GARDENS, DOWNTON AVENUE, KNIGHT’S HILL, MOUNT EPHRAIM ROAD AND NORWOOD HIGH STREET
[Note: This notice is about making permanent electric vehicle charging places and car club parking places originally introduced experimentally in the roads specified in this Notice. Any existing parking spaces or waiting restrictions at the locations specified in this notice will be changed to accommodate the new electric vehicle charging places and car club parking places.]
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth on 24 December 2024 made the Lambeth (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (No. 51) Order 2024 and The Lambeth (Charged-For Parking Places) (No. 48) Order 2024, under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Orders will come into force on 9 January 2025 and they will continue indefinitely the provisions of the Experimental Orders that are currently in force.
2. The general effect of the Orders will be to:-
(a) continue the provision of electric vehicle charging places at the locations specified in Schedule 1 to this Notice. These charging places will operate at any time and will be available to any electrically propelled vehicle whilst charging, for a maximum stay period of 4 hours, with no return within 24 hours;
(b) continue the provision of new car club parking places that may only be used by vehicles displaying a valid car club permit for that parking place at the locations specified in Schedule 2 to this Notice. The car club parking places will operate at any time and without time limit and be for 1 vehicle per designated parking place;
(c) [Note: The charge for a standard car club permit is currently £772.71 per annum (payable by the car club). Where a car club parking place is introduced in a controlled parking zone, any vehicle that displays a valid car club permit relating to that parking place will be allowed to park in the on-street residents’ parking places and shared use (residents’/business/pay by phone) parking places situated within that controlled parking zone.];
(d) continue the provision of any waiting or loading restriction introduced to accommodate the introduction of the electric vehicle charging or car club parking places in the locations specified in Schedule 1 or 2 to this Notice.
3. The Orders are necessary to provide electric vehicle charging places and car club parking places alongside new fast EV charge points to meet the demand and to aid the transition to electric vehicles. Electric vehicles contribute to improvements in air quality, specifically nitrogen dioxide (NO2) levels and reduce greenhouse gas emissions, so the Council wishes to encourage their use, by providing more charging facilities.

A copy of each of the Orders and documents giving more details about them are available for inspection online at: www.lambeth.gov.uk/traffic-management-orders or from 9.30 am until 4.30 pm on Mondays to Fridays inclusive (except bank/public holidays) until the last day of a period of six weeks beginning with the date on which the Orders are made, at the offices of Lambeth Council’s Highways Team, 3rd Floor, Civic Centre, 6 Brixton Hill, London SW2 1EG. 6. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
