SCHOOL STREETS – PEDESTRIAN AND CYCLE ZONES

THE BARNET (PRESCRIBED ROUTE) (NO.2) (EXPERIMENTAL) ORDER 2024

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet has made, on 11th April 2024, the above-mentioned Order under Section 9 of the Road Traffic Regulation Act 1984 and all other enabling powers.

The general effect of the Prescribed route Order would be to, on an experimental basis, introduce new pedestrian and cycle zones in roads in the vicinity of schools as set out in the Schedule to this Notice. All motor vehicles, except permit holders, will be prohibited from entering each pedestrian and cycle zones during the operational hours of that pedestrian and cycle zone, as specified in the Schedule to this Notice.The effect of the Order will be to prohibit all motor vehicles, except for permit holders from entering the roads or lengths of road specified in the schedule to this Notice during certain times of the day when the restrictions are in operation. This will be achieved by making the roads a pedestrian and cycle zone and by installing the appropriate traffic signs. Permits allowing motorists to enter each pedestrian and cycle zone will be available to residents and employees of businesses and organisations at premises located within or accessible only from that pedestrian and cycle zone, by application to the Council. A copy of the Order, which will come into operation on Thursday 18th April 2024, a plan of the relevant areas and the Council's Statements of Reasons for making the Order can be obtained for a period of 6 months from the date on which this notice is published by emailing highwayscorrespondence@barnet.gov.uk or by writing to the Design Team, Highways Section, 7th Floor, 2 Bristol Avenue, Colindale, London NW9 4EW, quoting reference: School Street No.2 April 2024

Any person wishing to question the validity of the Order or any of its provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any regulation made there-under have not been complied with in relation to the Orders may within six weeks of the date on which the Order was made, make application for the purpose to the High Court.

The Order provides that, in pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the Chief Executive of the Council or some person authorised in that behalf by him, may, if it appears to him essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Order run, modify or suspend the operation of the Orders or any provision thereof.

If the provisions of the Order continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions of the Order should be reproduced and continued in force indefinitely. Anyone who wishes to object to the making of such Order for the purpose of such reproduction and continuation in force may, within the period of six months from the date on which the Order came into operation, send a statement in writing of their objection and the grounds thereof to Design Team, 2 Bristol Avenue, Colindale, London, NW9 4EW or via email to highwayscorrespondence@barnet.gov.uk
