THE ISLINGTON (CHARGED-FOR PARKING PLACES) (AMENDMENT NO. 31) ORDER 2023
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Islington (‘the Council’), on 30th November 2023, made the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 and Part IV of Schedule 9 to of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be to continue indefinitely the existing experimental scheme in the streets listed in this Notice. The effect will therefore be to: [Note: the measurements in this Notice are given to the nearest 0.1 metres.]
(a) prohibit the passage of all motor vehicles, at the following locations:
i. Avenell Road, at a point in line with the north-western wall of 2a Avenell Road; and
ii. Plimsoll Road, at a point 2.8 metres south-east of the south-eastern kerb-line of Monsell Road.
(b) prohibit the passage of all motor vehicles except ‘XM7’ permit holders displaying a blue disabled badge, at the following locations:
i. Aubert Park, at a point 3.5 metres east of the eastern kerb-line of Highbury Hill;
ii. Benwell Road, at a point 31.0 metres north-west of the north-western kerb-line of Bryantwood Road;
iii. Gillespie Road, at a point in line with the common boundary of 85 and 87 Gillespie Road;
iv. Highbury Hill, at a point 4.6 metres south-east of the south-eastern kerb-line of Martineau Road;
v. Highbury Place, at a point 6.5 metres north-east of the common boundary between Nos. 12 and 12a Highbury Place;
vi. Highbury Place, between the south-western kerb-line of Highbury Crescent (at its southern junction with Highbury Place) and the north-eastern kerb-line of Highbury Corner;
vii. Monsell Road, at a point 3.5 metres north-east of the north-eastern kerb-line of Romilly Road; and
viii. St Thomas’s Road, at a point 3.6 metres south-east of the south-eastern kerb-line of Monsell Road.
‘XM7’ permits allowing vehicles to pass the points listed in paragraph (b) above will be available to disabled person’s badge holders who are residents of premises listed in the Schedule to this Notice, by application to the Council.
The prohibitions in paragraphs (i), (ii) and (v) above may be suspended at certain times. During these times the relevant traffic signs will be covered.
(c) prohibit all vehicles, except pedal cycles:
i. proceeding in a generally north-eastward direction in Monsell Road, from turning right into Avenell Road;
ii. proceeding in a generally north-eastward direction in Monsell Road, from turning right into Plimsoll Road;
iii. proceeding in a generally south-westward direction in Monsell Road, from turning left into Avenell Road;
iv. proceeding in a generally south-westward direction in Monsell Road, from turning left into Plimsoll Road; and
v. proceeding in a generally south-eastward direction in Horsell Road, from turning right into Ronalds Road.
(d) prohibit all vehicles, except pedal cycles and authorised vehicles (‘XM7’ permit holders):
i. proceeding in Calabria Road, from turning left into Highbury Place;
ii. proceeding in a generally northward direction in Highbury Hill, from turning right into Aubert Park;
iii. proceeding in a generally southward direction in Highbury Hill, from turning left into Aubert Park;
iv. proceeding in Martineau Road, from turning right into Highbury Hill;
v. proceeding in Quill Street, from turning right into St Thomas’s Road;
vi. proceeding in St Thomas’s Road, from turning right into Gillespie Road;
vii. proceeding in a generally south-westward direction in Monsell Road, from turning left into St Thomas’s Road; and
viii. proceeding in Romilly Road, from turning left into Monsell Road. The prohibitions in paragraphs (i), (ii) and (iii) above may be suspended at certain times. During these times the relevant traffic signs will be covered.
(e) prohibit all vehicles, except pedal cycles and authorised vehicles (School Street ‘SS2’ permit holders), proceeding in Monsell Road, from turning left into Romilly Road between 8.30 a.m. and 9.15 a.m. and between 3.15 p.m. and 4.00 p.m. on Mondays to Fridays during school term-time.
(f) impose a one-way traffic system in:
i. the length of Arvon Road between Ronalds Road and Witherington Road, in a direction towards Witherington Road;
ii. the length of Horsell Road between Witherington Road and Ronalds Road, in a direction towards Ronalds Road;
iii. the length of Ronalds Road between Horsell Road and Arvon Road, in a direction towards Arvon Road; and
iv. Witherington Road, in a direction towards Horsell Road.
Pedal cycles will be exempt from these one-way systems and will be allowed to proceed contra-flow.
(g) introduce ‘at any time’ waiting restrictions in the following locations:
i. Aubert Park, both sides, from the eastern kerb-line of Highbury Hill eastwards for approximately 13 metres;
ii. Avenell Road, north-east side, between the south-eastern kerb-line of Monsell Road and a point 1 metre south-east of the common boundary of Nos. 1 and 3 Avenell Road;
iii. Avenell Road, south-west side, between the south-western kerb-line of Monsell Road and a point 8.5 metres south-east of the north-western boundary of No. 2a Avenell Road;
iv. Fieldway Crescent, north-east side, at the side of 1-8 Wilmington House;
v. Fieldway Crescent, south-west side, at the side of No. 16 Highbury Crescent;
vi. Gillespie Road, north-west side, between the south-western kerb-line of St. Thomas’s Road and a point 19 metres south-west of that kerb-line;
vii. Gillespie Road, south-east side, between a point 0.6 metres north-east of the common boundary of Nos. 89 and 91 Gillespie Road and a point 1.2 metres south-west of the north-eastern boundary of No. 83 Gillespie Road;
viii. Highbury Crescent, both sides, outside and opposite No. 16 Highbury Crescent;
ix. Highbury Hill, north-east side, between the common boundary of Nos. 55 and 57 Highbury Hill and a point 10.4 metres south-east of that common boundary;
x. Highbury Hill, south-west side, between the southern kerb-line of Martineau Road and a point 1.5 metres south-east of the common boundary of Nos. 40 and 42 Highbury Hill;
xi. Horsell Road, both sides, between Ronalds Road and outside and opposite No. 24 Horsell Road;
xii. Horsell Road, north-east side, outside Nos. 16 and 18 Horsell Road;
xiii. Monsell Road, south-east side, between the common boundary of Nos.43 and 45 Monsell Road and a point 11.9 metres north-east of that common boundary;
xiv. Plimsoll Road, north-east side, between the common boundary of Nos. 65 and 67 Plimsoll Road and a point 3.8 metres south-east of that common boundary;
xv. Plimsoll Road, south-west side, between a point 1.5 metres south-east of the north-western boundary of No. 58 Plimsoll Road and a point 7 metres south-east of that boundary;
xvi. Ronalds Road, both sides, between the north-eastern kerb-line of Horsell Road and a point 7 metres north-east of that kerb-line;
xvii. Ronalds Road, north-west side, between Horsell Road and outside No. 11 Ronalds Road;
xviii. St Thomas’s Road, north-east side, between a point 5 metres south-east of the north-western boundary of St. Thomas’s Church, St. Thomas’s Road and a point 10.5 metres south-east of that boundary;
xix. St Thomas’s Road, south-west side, between a point 4.5 metres south-east of the north-western boundary wall of Nos. 1 to 44 Otley House and a point 10 metres south-east of that boundary.
(h) amend parking places as follows to accommodate the waiting restrictions detailed above:
i. in Aubert Park, shorten the CPZ ‘G’ permit holders parking place on the north side opposite the side of No. 93 Highbury Hill by 7.7 metres and the CPZ ‘G’ permit holders parking place on the south side, adjacent to the side of No. 93 Highbury Hill, by 5.5 metres;
ii. in Avenell Road, shorten the CPZ ‘H’ permit holders parking places on both sides outside Nos.2a-4 and Nos. 1 and 3 Avenell Road, each by 5.5 metres;
iii. in Gillespie Road, shorten the CPZ ‘H’ permit holders parking places on the north-west side, outside No. 102 Gillespie Road, by 5.5 metres;
iv. in Highbury Hill, shorten the CPZ ‘G’ permit holders parking place on the north-east side outside No. 55 Highbury Hill by 8.4 metres and the CPZ ‘G’ permit holders parking place on the south-west side, outside No. 42 Highbury Hill, by 5.5 metres;
v. in Horsell Road, on the north-east side, shorten the CPZ ‘E’ permit holders parking place outside No. 24, by 1.6 metres and the CPZ ‘E’ permit holders parking place outside Nos. 16 and 18, by 4.9 metres;
vi. in Monsell Road, remove the CPZ ‘H’ permit holders parking place on the south-east side opposite Romilly Road;
vii. in Plimsoll Road, shorten the CPZ ‘H’ permit holders parking place on the north-east side outside No. 67 Plimsoll Road by 3.8 metres and the CPZ ‘H’ permit holders parking place on the south-west side, outside Nos. 58 and 60 Plimsoll Road, by 5.5 metres;
viii. in Ronalds Road, on the south-east side, extend the CPZ ‘E’ permit holders parking place at the side of No. 20 Horsell Road by 4.2 metres; and
ix. in St Thomas’s Road, shorten the CPZ ‘H’ permit holders parking place on the south-west side outside 1 to 44 Otley House and the shared-use (CPZ ‘H’ permit holders / 2-hours maximum stay pay and display) parking place on the north-east side, outside St Thomas’s Church, each by 5.5 metres.
3. A copy of the Orders, which will come into force on 1 December 2023, and other documents giving more detailed particulars of the Orders, are available for inspection by the public until the Orders cease to have effect. 4. Any person who wishes to question the validity of the Orders, or of any provisions contained therein on the grounds that it or they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any requirement thereof or any relevant regulations made thereunder has not been complied with in relation to the Orders, may make application for the purpose to the High Court within six weeks from the date on which the Orders are made.
