The Council of the London Borough of Redbridge, after consulting the Commissioner of Police of the Metropolis, in exercise of the powers conferred by Section 15 of the Greater London Council Act 1972 and Sections 6, 45, 46, 49 and 121A and 124 and Parts I to IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended and of all other enabling powers, made the above Order, the effect of which will be to:

4. Install Loading Only Bays; i) operating Monday to Saturday 7.30am to 5.30pm with a maximum stay of 30 minutes and no return within 2 hours at the side of No. 648 Cranbrook Road in Bute Road IG6;

5. Install shared use Loading Only Bay operating Monday to Friday 8.30am to 12.30pm with a maximum stay of 30 minutes and no return within 2 hours and Payment Parking Bay Monday to Friday 12.30pm to 6.30pm and Saturday to Sunday 8.30am to 6.30pm (Tariff D) in Henley Road IG1 adjacent to No. 257 Ilford Lane;

6. Install shared use Permit (WA) Parking and Payment Parking Place (Tariff H) operating Monday to Friday 8.30am to 6.30pm with a maximum stay of 3 hours and no return within 1 hour opposite Nos. 27 to 33 St Marys Avenue E11;

7. Install Payment Parking Monday to Saturday 8.30am to 6.30pm with a maximum stay of 2 hours and no return within 1 hour at the rear of Mill House in Prior Road IG1 (Tariff D);

8. Revoke footway parking; i) opposite the exit road from King George Hospital in Barley Lane IG3; ii) outside No. 61 New Wanstead Road E11;

9. Revoke the existing single yellow line outside No. 160 Stainforth Road IG2;

10. Relocate the existing Motorcycles only bay from outside No. 53/51 George Lane E18 to outside No. 47/49 George Lane E18;

11. Install disabled parking bays; outside No. 154 Snakes Lane East IG8; opposite the side of No. 110 Cadogan Gardens in Ashbourne Avenue E18; opposite No. 35 Wanstead Place E11;

12. Convert disabled residents parking bay to Payment Parking Bay (Tariff B) operating Monday to Saturday 8.30am to 6.30pm with a maximum stay of 2 hours and no return within 1 hour at the side of No. 14 Thorold Road in Adelaide Road IG1;

13. To amend the existing residents permit holders parking restrictions in Foremark Close IG6 so that they operate Monday to Saturday 8.30am to 6.30pm;

14. Convert single yellow line to 2-wheel pavement parking place outside No. 18 Sydney Road IG6;

15. Install double yellow kerb blips (no loading at any time); opposite Nos. 1 and 3 South Park Drive IG3; at the side of Nos. 296 and 298 Green Lane in South Park Drive IG3; outside Nos. 294, 296, 298, 300 Green Lane IG3; outside Nos. 51 and 53 George Lane E18; at the side of No. 53 George Lane in Cowslip Road E18;

16. Install single yellow kerb blips (no loading) operating Monday to Friday 8am to 9.30am and 4.30pm to 6.30pm outside No. 237 High Road E18;

17. Revoke Business Holders Permit Parking outside No. 14 Connaught Road IG1 and convert existing single yellow lines to a Payment Parking Bay operating Monday to Saturday 8.30am to 6.30pm with a maximum stay of 2 hours and no return within 1 hour (Tariff B) adjacent No. 14 Connaught Road IG1;

18. Implement Permit Parking Area Ilford (D) operating 8.30am to 6.30pm, Monday to Saturday (Inclusive of) in the following roads (both sides); Northbrook Road; Selborne Road; Wanstead Park Road from no. 111 to its junction with York Road; York Road from its junction with Wanstead Park Road to its junction with Belgrave Road; Belgrave Road from its junction with Northbrook Road and York Road; Westbury Road; Mansfield Road; Argyle Road

19. Implement shared use Permit Holders Ilford (D) and Payment Parking Places (Tariff B) operating 8.30am to 6.30pm, Monday to Saturday (inclusive of) in the following locations; Northbrook Road opposite nos. 87 to 95, 103 to 113, 123 to 129, 133 to 139 and 149 to 153; Selborne Road at the side of nos. 28 and 20 York Road; Belgrave Road outside no. 69 and nos. 1 to 4 Winton Court; Argyle Road outside no. 6, 8, 15, 31 to 33, 36, 42, 48 to 50, 54, 66 to 68 and at the side of nos. 8 and 10 York Road; Mansfield Road outside nos. 1, 8, 10, 14, 25, 26, 57, 48, 50, 2 and adjacent to no. 2, at the side of nos. 14 to 16 York House and no. 2 York Road, outside Mansfield House and Cumberland House;

20. Implement shared use Permit Holders Ilford (D) and Payment Parking Places (Tariff C) operating 8.30am to 6.30pm, Monday to Sunday (inclusive of) in York Road outside nos. 2, 6, 12, 14,16 and 33; Beal Road at the sides of nos. 38 and 40 Belgrave Road, 29, 30, 31 and 32 Argyle Road;

21. Implement Payment Parking Places (Tariff B) 8.30am to 6.30pm, Monday to Saturday (inclusive of); in Belgrave Road outside nos. 89 to 89b, 90 to 82 and at the side of no. 59 Empress Avenue;

22. Replace existing double yellow line with Payment Parking Places (Tariff C) 8.30am to 6.30pm, maximum stay 2 hours no return within 1 hour; in York Road, opposite no. 5 York Road;

23. Implement no loading at any time restrictions in Cranbrook Road outside nos. 151/152;

24. Revoke; i) existing underlying waiting and parking restrictions at all locations mentioned in sections 1 to 12 (inclusive of) and section 16 of this notice (inclusive of); ii) existing underlying loading restrictions at all locations mentioned in section 13 of this notice.

25. To make the following admin-based changes to bring the map-based order in line with the restrictions on site (no changes to made to site); Revoke the existing single yellow line outside Nos. 162 and 164 Stainforth Road IG2. A copy of the Order, which comes into operation on 27th November 2023, together with the Council’s Statement of Reasons for making the Order, the map schedule and map schedule legend indicating the location and the effect may be examined at the Customer Centre, Lynton House, 255 to 259 High Road, Ilford, IG1 1NY Monday to Friday (except on Bank Holidays).

Any person wishing to question the validity of the Order or any provisions contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulations Act 1984 or that any of the relevant requirements thereof or of any regulations made thereunder have not been complied with in relation to the Order may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
