THE A24 GLA ROADS (BALHAM HIGH ROAD, BALHAM HILL, TOOTING HIGH STREET AND UPPER TOOTING ROAD, LONDON BOROUGH OF WANDSWORTH) BANNED TURNS TRAFFIC ORDER 2023
THE A24 GLA ROADS (HIGH STREET COLLIERS WOOD, TOOTING HIGH STREET, UPPER TOOTING ROAD, BALHAM HIGH ROAD AND BALHAM HILL, LONDON BOROUGH OF WANDSWORTH AND MERTON) NO ENTRY TRAFFIC ORDER 2023
1. Transport for London, hereby gives notice that it intends to make the above named Orders under section 6 of the Road Traffic Regulation Act 1984.
2. The roads which would be affected by the Orders are the A24 GLA Roads –Balham Road, Balham Hill, High Street Colliers Wood, Tooting High Street and Upper Tooting Road in the London Borough of Merton and Wandsworth.
3. The general nature and effects of the Orders will be:
(1) formalise the removal of the Parking and Disabled persons’ vehicles bays outside Nos.9-15,31-35,186-190 Balham High Road and replacing it with double red lines (no stopping at any time);
(2) formalise the removal of the Parking and Disabled persons’ vehicles bay outside Nos.153-159 Balham Hill and replacing it with double red lines (no stopping at any time);
(3) formalise the removal of the Loading Unloading and Disabled persons’ vehicle bays outside Nos.21-29,69-71,99-103,131-139,78-82,88-92,110-114,and 156-160 Balham High Road and replacing it with double red lines (no stopping at any time);
(4) formalise the removal of the Loading Unloading and Disabled persons’ vehicle bay outside Nos.159-163 Balham Hill and replacing it with double red lines (no stopping at any time);
(5) formalise the Loading Unloading and Disabled Persons’ Vehicle Bays on Caistor Road, Dinsmore Road and Ravenswood Road, operating No Stopping Monday to Saturday from 7am to 7pm except 10am- 4pm for loading for a maximum of 20 minutes or disabled persons vehicles for a maximum of 3 hours;
(6) introduce a new Loading, Unloading and Disabled Persons’ Vehicle Bay adjacent to No.5 Ramsden Road, operating No Stopping Monday to Saturday from 7am to 7pm except 10am- 4pm for loading for a maximum of 20 minutes or disabled persons vehicles for a maximum of 3 hours;
(7) introduce a new Loading, Unloading and Disabled Persons’ Vehicle Bay outside Nos.94-98 Balham High Road, operating No Stopping Monday to Saturday from 7am to 7pm except 10am- 4pm for loading for a maximum of 20 minutes or disabled persons vehicles for a maximum of 3 hours
(8) formalise the 20 metres Loading Unloading and Disabled Persons’ Vehicle Bay outside Nos.53-59 Balham High Road, operating No Stopping Monday to Saturday from 7am to 7pm except 10am- 4pm for loading for a maximum of 20 minutes or disabled persons vehicles for a maximum of 3 hours
(9) alter the timings of the Loading and Unloading bay opposite No.149 Balham Hill, operating No Stopping At Any Time except 7pm-7am for loading for a maximum of 20 minutes;
(10) shorten the existing parking bay on Alderbrook Road side of No.38 Balham Hill by 3.5 metres at its northern end;
(11) convert the existing single red line (No Stopping Mon-Sat 7am-7pm) into double red lines (no stopping at any time) both sides on the A24 Balham High Road between its junctions with Chestnut Grove/Balham Station Road and Balham New Road;
(12) convert the existing single red line (No Stopping Mon-Sat 7am-7pm) into double red lines (no stopping at any time) on the south-eastern side of the A24 Balham High Road/Balham Hill between its junctions with Balham New Road and Dinsmore Road;
(13) convert the existing single red line (No Stopping Mon-Sat 7am-7pm) into double red lines (no stopping at any time) on the north-western side of the A24 Balham High Road opposite Nos.9-17 Balham High Road;
(14) formalise the Loading and Unloading Bays outside Nos.123a-129,81-85 and 184-186 Balham High Road, operating No Stopping At Any Time except 7pm-7am for vehicles to load and unload for a maximum of 20 minutes;
(15) prohibit any vehicle except pedal cycles to turn left into Trevelyan Road from Tooting High Street;
(16) prohibit any vehicle except pedal cycles to turn left into Sellincourt Road from Tooting High Street;
(17) prohibit any vehicle except pedal cycles to turn left into Gilbey Road from Tooting High Street;
(18) prohibit any vehicle except pedal cycles to enter Woodbury Street at its junction with Tooting High Street;
(19) prohibit any vehicle except pedal cycles to turn right onto Tooting High Street from Selkirk Road;
(20) prohibit any vehicle except pedal cycles to turn right onto Tooting High Street from Gatton Road;
(21) prohibit any vehicle except pedal cycles to enter Lessingham Avenue at its junction with Upper Tooting Road;
(22) prohibit any vehicle except pedal cycles to turn left into Derinton Road from Upper Tooting Road;
(23) prohibit any vehicle except pedal cycles to turn left into Lynwood Road from Upper Tooting Road;
(24) prohibit any vehicle except pedal cycles to turn right onto Upper Tooting Road from Brudenell Road;
(25) prohibit any vehicle except pedal cycles to enter Mandrake Road at its junction with Upper Tooting Road;
(26) prohibit any vehicle except pedal cycles to turn right onto Upper Tooting Road from Topsham Road;
(27) prohibit any vehicle except pedal cycles to enter Topsham Road at its junction with Upper Tooting Road
(28) prohibit any vehicle except pedal cycles to turn right onto Upper Tooting Road from Mandrake Road;
(29) prohibit any vehicle except pedal cycles to enter Fircroft Road at its junction with Upper Tooting Road;
(30) prohibit any vehicle except pedal cycles to enter Foulser Road at its junction with Upper Tooting Road;
(31) prohibit any vehicle except pedal cycles to enter Noyna Road at its junction with Upper Tooting Road;
(32) prohibit any vehicle except pedal cycles to turn right onto Upper Tooting Road from Noyna Road;
(33) prohibit any vehicle except pedal cycles to enter Dafforne Road at its junction with Upper Tooting Road;
(34) prohibit any vehicle except pedal cycles to turn right onto Upper Tooting Road from Dafforne Road;
(35) prohibit any vehicle except pedal cycles to enter Alderbrook Road at its junction with Balham Hill;
(36) prohibit any vehicle except pedal cycles to turn left into Dinsmore Road from Balham Hill;
(37) prohibit any vehicle except buses to turn right into Bedford Hill from Balham High Road;
(38) prohibit any vehicle except pedal cycles to enter Trinity Crescent at its junction with Balham High Road;
(39) prohibit any vehicle except pedal cycles to turn right on to Balham High Road from Trinity Crescent;
(40) prohibit any vehicle except pedal cycles to enter Balham Park Road at its junction with Balham High Road;
(41) prohibit any vehicle except buses and pedal cycles to enter Christchurch Road at its junction with High Street Colliers Wood.
4. 5. All objections and other representations to the proposed Order must be made in writing and must specify the grounds on which they are made. Objections and representations must be sent to Transport for London, Streets Traffic Order Team, Palestra, 197 Blackfriars Road, London, SE1 8NJ or by emailing trafficordersection@tfl.gov.uk quoting reference NP/REGULATION/STOT/SW/TRO, GLA/2023/0311-0313, to arrive before 17th November 2023. Please note due to Hybrid working access to post is restricted and requests for documents and confirmation of your objections or representations may be delayed. Objections and other representations may be communicated to other persons who may be affected.
