AMENDMENTS TO WAITING RESTRICTIONS AND PARKING PLACES IN VARIOUS ROADS BOROUGHWIDE
Note: This Notice is about the introduction of new “at any time” waiting restrictions (double yellow lines) in parts of Ardwell Road, Brixton Water Lane, Clive Road, Darlington Road, Dunkirk Street, Effra Road, Hepworth Road, Lambeth Road, Lamberhurst Road, Leigham Court Road, Loughborough Road, Old Town, Ridgway Road, Rockhampton Road, Rothschild Street, Rosendale Road, Saltoun Road, Streatham Common North, Thornton Road, Tritton Road, Tulse Hill, Vauxhall Grove, Waring Street and Woodlands Close. This notice is also about amendments to various permit holder and shared use parking bays in Abbeville Road, Appach Road, Ardwell Road, Calverdale Road, Chale Road, Clive Road, Gordon Grove, Harbour Road, Kings Avenue, Loughborough Road, Mandalay Road, Promfret Road, Rosendale Road, Saltoun Road, Talma Road, Vauxhall Grove, and to introduce new shared use bays in Ridgway Road, introduce new loading bays in Cranmer Road, amend the existing loading bays in Old Town, introduce a new motorcycle bay in Flaxman Road, remove the motorcycle bays in Appach Road, Mandalay Road and Promfret Road, remove the car club bays in Abbeville Road and Calverdale Road, remove a disabled parking bay in Talma Road, introduce a new mini-bus parking bay in Gordon Grove, and to introduce new “at any time” loading restrictions in Lambeth Road.
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth, on 12th July 2023, made The Lambeth (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 11) Order 2023 and The Lambeth (Charged-For Parking Places) (Amendment No. 11) Order 2023, under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The Orders will come into force on 17th July 2023.
2. The general effect of the Orders will to:–
(a) in Abbeville Road, the south-east side, remove the existing car club bay and extend the existing permit holders parking place adjacent to Nos. 1 to 5 Elms Court;
(b) in Appach Road, the south-west side, remove the existing motorcycle parking place outside No. 19 Appach Road and extend the existing resident parking place in that location;
(c) in Ardwell Road, remove 5 metres of shared use parking place outside Nos. 1 to 19 Burney House and replace with double yellow line “at any time” waiting restrictions;
(d) in Brixton Water Lane, upgrade the single yellow lines to double yellow line “at any time” waiting restrictions on (i) the north side, (A) between Rainsford House and No. 21 Brixton Water Lane; (B) outside Springett House and (C) outside Nevena Court; and (ii) the south side, (A) between Nos. 1/9 Waldron House and opposite Crownstone Road; (B) opposite Nevena Court; and (C) outside Nos. 26 to 34 Brixton Water Lane;
(e) in Calverdale Road, remove the existing car club parking place adjacent to No. 32 Elms Crescent and extend the existing residents parking place in that location;
(f) in Chale Road, reduce the existing shared use parking places and extend the single yellow line (i) on the north side, opposite No. 1 Chale Road; and (ii) on the south side, outside No. 1a Chale Road;
(g) in Clive Road, the east side, (i) remove a section of the existing parking place adjacent to No. 120 Clive Road and replace with double yellow line “at any time” waiting restrictions; and (ii) introduce double yellow line “at any time” waiting restrictions outside Nos. 120 to 122 Clive Road and outside the entrance to Clevedon Court;
(h) in Cranmer Road, the north side, introduce a loading bay outside No 5 Salisbury House that will operate on Monday to Saturday between 7am and 7pm with a maximum stay of 40 minutes and no return within 2 hours;
(i) in Darlington Road, the north and west sides, introduce double yellow line “at any time” waiting restrictions between Nos. 8 to 24 and No. 50 Darlington Road;
(j) in Dunkirk Street, both sides, upgrade the single yellow line to yellow line “at any time“ waiting restrictions at its junction with the north-western kerb-line of Waring Street;
(k) in Effra Road, both sides, upgrade the single yellow lines to double yellow line “at any time” waiting restrictions outside Nos. 1 to 17 Nevena Court;
(l) in Flaxman Road, the west side, reduce the existing resident permit holders place adjacent to No. 202 Coldharbour Lane, and introduce a solo motorcycle parking place at this location;
(m) in Gordon Grove, the south-east side, reduce the existing parking place opposite Nos. 3a to 3h Gordon Grove and introduce a mini-bus bay that will operate at all times;
(n) in Harbour Road, remove the single yellow lines (i) outside Laurel Mews; and (ii) adjacent to No. 6 Harbour Road, and extend the existing residents parking places at these locations;
(o) in Hepworth Road, the south-east side, extend the double yellow line “at any time” waiting restrictions outside St Bartholomew’s Church;
(p) in Kings Avenue, the south-east side, reduce the existing shared use parking place outside No. 215 Kings Avenue and extend the existing single yellow line in this location;
(q) in Lambeth Road, the north-west side, (i) introduce double yellow line “at any time” waiting restrictions outside Nos. 200a to 204 Lambeth Road; and (ii) introduce no loading “at any time” restrictions outside Nos. 202 to 204 Lambeth Road;
(r) in Lamberhurst Road, the west side, introduce double yellow line “at any time” waiting restrictions outside Nos. 10 to 16 Lamberhurst Road;
(s) in Leigham Court Road, the east side, extend the double yellow line “at any time” waiting restrictions outside No. 249 Leigham Court Road and outside No. 251 Leigham Court Road;
(t) in Loughborough Road, (i) on the north-west side, remove the existing resident parking places between Nos. 5 and 23/25 Loughborough Road and replace with double yellow line “at any time” waiting restrictions; and (ii) on the south-east side, (A) remove the existing double yellow line “at any time” waiting restrictions outside Nos. 26 to 28 Loughborough Road and extend the existing shared use parking place in this location; (B) relocate the existing disabled persons parking place outside Nos. 43 to 45 Hollies House 3 metres south-westwards and (C) replace a section of double yellow line “at any time” waiting restrictions with a resident parking place opposite No. 1a Loughborough Road;
(u) in Mandalay Road, the south-west side, remove the existing motorcycle parking place outside No. 6 Mandalay Road and extend the existing resident parking place in that location;
(v) in Old Town, the north-east side, (i) extend the operational times of the existing loading bay opposite The Polygon so that it operates on Monday to Sunday between 7am and 7pm; and (ii) relocate the existing loading bay opposite Nos. 32 to 36a Old Town to opposite Nos. 28 to 32 Old Town; and (iii) introduce double yellow line “at any time” waiting restrictions opposite Nos. 32 to 36a Old Town;
(w) in Promfret Road, the north side, remove the existing motorcycle parking place adjacent to No. 16 Flaxman Road and extend the existing shared use parking place in this location;
(x) in Ridgway Road, (i) introduce double yellow line “at any time” waiting restrictions on (A) the north-west side, from a point 82 metres south-west of the south-western kerb-line of Loughborough Road, south-westwards for a distance of 15 metres, and from a point 169 metres south-west of the south-western kerb-line of Loughborough Road, south-westwards for a distance of 9.5 metres; and (B) the south-western extremity, the entire length; and (C) the south-east side, the entire length; and (ii) introduce shared use (business permit holders and pay by phone) parking places operating on Monday to Friday between 8.30am and 5.30pm, on the north side, (i) from a point 6 metres south-west of the south-western kerb-line of Loughborough Road, south-westwards for a distance of 76 metres; and (ii) from a point 97 metres south-west of the south-western kerb-line of Loughborough Road, south-westwards for a distance of 72 metres;
(y) in Rockhampton Road, both sides, extend the double yellow line “at any time” waiting restrictions adjacent to Nos. 249 and 251 Leigham Court Road;
(z) in Rothschild Street, the south side, extend the double yellow line “at any time” waiting restrictions outside No. 33 Rothschild Street;
(aa) in Rosendale Road, the south-west side, remove the parking place outside Nos. 1 and 3 Rosendale Road and extend the double yellow line “at any time” waiting restrictions at this location;
(bb) in Saltoun Road, the north-west side, remove a section of the existing shared use parking place opposite Nos. 2a and 2b Saltoun Road and replace with double yellow line “at any time” waiting restrictions;
(cc) in Streatham Common North, the south side, introduce double yellow line “at any time” waiting restrictions opposite Nos. 42 to 44 Streatham Common North;
(dd) in Talma Road, the south-west side, (i) remove the existing single yellow line outside No. 42 Talma Road and extend the shared use parking place; and (ii) remove the existing disabled persons parking place outside No. 32 Talma Road and single yellow line adjacent to No. 1 Probert Road and extend the existing shared use parking place at this location;
(ee) in Thornton Road, replace the existing single yellow lines with double yellow line “at any time” waiting restrictions on (i) the north-east side, outside the driveway entrance to Sinclair Estate; and (ii) the south-west side, across the access road opposite No. 73 Thornton Road;
(ff) in Tritton Road, the south side, introduce double yellow line “at any time” waiting restrictions outside and adjacent to Nos. 58 to 60 Tritton Road at its junction with Martell Road and, the north side, adjacent to No. 49 Martell Road;
(gg) in Tulse Hill, the south-west side, upgrade the single yellow lines to double yellow line “at any time” waiting restrictions opposite Nos. 7 to 17 Tulse Hill;
(hh) in Vauxhall Grove, (i) the north side, introduce double yellow line “at any time” waiting restrictions opposite Nos. 32 to 32c Vauxhall Grove; (ii) the south side, remove the existing parking places outside Nos. 30 to 32 Vauxhall Grove and outside Nos. 27 to 29 Vauxhall Grove and introduce double yellow line “at any time” waiting restrictions outside Nos. 24 to 32a Vauxhall Grove;
(ii) in Waring Street, upgrade the single yellow lines to double yellow line “at any time” waiting restrictions on (i) the north-west side, the whole length; and (ii) the south-east side, outside No. 1 Waring Street and adjacent to No. 99 Norwood High Street; and
(jj) in Woodland Close, introduce double yellow line “at any time” waiting restrictions on the east, south and west sides outside No. 1 to 6 Woodland Close and adjacent to No. 18 Woodland Close.
3. The Orders are necessary to improve junction safety and visibility for all road users, improve traffic flow, maintain safe cycle and pedestrian accesses and prevent unsafe parking, and manage the kerbside space effectively.

6. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
