THE LONDON BOROUGH OF BARKING AND DAGENHAM (DISABLED PARKING, ELECTRIC VEHICLE PARKING, PERMIT PARKING AND WAITING RESTRICTIONS,) (ABBEY ROAD AND THE SHAFTESBURYS, BARKING) AMENDMENT NO. * ORDER 202*
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barking and Dagenham in exercise of its powers under sections 6, 45, 46, 49, 51 and 124 and Parts I to IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended (hereinafter called “the Act”) and all other enabling legislation and powers and after consultation with the Commissioner of Police of the Metropolis in accordance with Part IV of Schedule 9 of the Act propose to make the above Order, the effect of which will be to:
1. Introduce No Waiting at any time restrictions at the following locations:
a. The Shaftesburys, south and west side, from its junction with Abbey Road for a distance of 16 metres in an easterly direction.
b. The Shaftesburys, north side, from its junction with Abbey Road for a distance of 15.5 metres in an easterly direction.
c. Abbey Road, east side, from a point 5.5 metres north of its junction with The Shaftesburys to a point 62.1 metres south of its junction with The Shaftesburys.
d. Abbey Road, east side, from a point 13.1 metres north of its junction with Spring Place for a distance of 41.5 metres in a southerly direction.
e. Abbey Road, east side, from a point 10 metres north of its junction with Boundary Road to a point 8.4 metres south of its junction with Boundary Road.
f. Abbey Road south side, around the turning point.
g. Abbey Road, west side, from a point 37 metres north of its junction with Spring Place for a distance of 22.1 metres in a northerly direction.
h. Abbey Road, west side, from a point 13.5 metres north of its junction with Spring Place for a distance of 12 metres in a northerly direction.
i. Abbey Road, west side, from a point 117 metres north of its junction with The Shaftesburys for a distance of 49 metres in a northerly direction.
j. Boundary Road north to south arm to No. 64 to 69 Boundary Road, west side, from its northern extent outside No. 64 to 69 Boundary Road to its junction with Boundary Road.
k. Boundary Road, south side, from a point 44.9 metres east of its junction with Abbey Road for a distance of 22.8 metres in an easterly direction.
l. Spring Place, both sides, from its junction with Abbey Road for a distance of 9.5 metres in a westerly direction.
2. Introduce shared use Permit Holders Only Zone GE Mon-Sat 8.30am-9.00pm or Limited Waiting Mon-Sat 8.30am-9.00pm 1 hour no return within 2 hours bays, the current charges applicable being set out in Schedule 1, at the following locations:
a. The Shaftesburys, south side, echelon bays from a point 9.8 metres east of its junction with Abbey Road for a distance of 19.7 metres in an easterly direction.
b. The Shaftesburys, south side, echelon bays from a point 31.5 metres east of its junction with Abbey Road for a distance of 8.6 metres in an easterly direction.
c. The Shaftesburys, south side, echelon bays from a point 42.1 metres east of its junction with Abbey Road for a distance of 12.3 metres in an easterly direction.
d. The Shaftesburys, south side, echelon bays from a point 61.5 metres east of its junction with Abbey Road for a distance of 7.5 metres in an easterly direction.
e. Abbey Road, east side, echelon bays from a point 13.1 metres north of its junction with Spring Place for a distance of 8.9 metres in a northerly direction.
f. Abbey Road, east side, echelon bays from a point 18.4 metres south of its junction with Boundary Road for a distance of 7.5 metres in a southerly direction.
g. Abbey Road, east side, from a point 5.5 metres north of its junction with The Shaftesburys for a distance of 37.5 metres in a northerly direction.
h. Abbey Road, west side, from a point 27 metres north of its junction with Spring Place for a distance of 10 metres in a northerly direction.
i. Abbey Road, west side, from a point 10 metres south of its junction with Spring Place for a distance of 58.5 metres in a southerly direction.
3. Introduce Disabled Badge Holders Only bays at the following locations:
a. Abbey Road, east side, from a point 22.8 metres south of its junction with Spring Place for a distance of 13.2 metres in a southerly direction.
4. Introduce Electric vehicle charging only Max Stay 4hrs No return within 2hrs bays at the following locations:
a. Abbey Road, east side, echelon bays from a point 8.4 metres south of its junction with Boundary Road for a distance of 10 metres in a southerly direction.
b. Abbey Road, east side, echelon bays from a point 22 metres north of its junction with Spring Place for a distance of 5 metres in a northerly direction.
c. The Shaftesburys, south side, echelon bays from a point 56.4 metres east of its junction with Abbey Road for a distance of 5 metres in an easterly direction.
5. Introduce a loading only Mon-Sat 8.30am-9.00pm 30 Mins No Return 4hrs bay on Abbey Road, west side, from a point 65 metres north of its junction with The Shaftesburys for a distance of 16.5 metres in a northerly direction.
6. Introduce unrestricted bays at the following locations:
a. Abbey Road, west side, from a point 48 metres north of its junction with The Shaftesburys for a distance of 17 metres in a northerly direction.
b. Abbey Road, west side, from a point 92 metres north of its junction with The Shaftesburys for a distance of 13 metres in a northerly direction.
7. Revoke the unrestricted bays at the following locations:
a. Abbey Road, west side, from a point 65 metres north of its junction with The Shaftesburys for a distance of 16.5 metres in a northerly direction.
b. Abbey Road, west side, from a point 38 metres north of its junction with Spring Place for a distance of 18 metres in a northerly direction.
c. Abbey Road, west side, from a point 13.5 metres north of its junction with Spring Place for a distance of 12 metres in a northerly direction.
d. Abbey Road, west side, from a point 10 metres south of its junction with Spring Place for a distance of 58.5 metres in a southerly direction.
8. Revoke the No Waiting at any time restrictions at the following locations:
a. Abbey Road, west side, from a point 48 metres north of its junction with The Shaftesburys for a distance of 17 metres in a northerly direction.
b. Abbey Road, west side, from a point 92 metres north of its junction with The Shaftesburys for a distance of 13 metres in a northerly direction.
c. Abbey Road, west side, from a point 117 metres north of its junction with The Shaftesburys for a distance of 35 metres in a northerly direction.
d. Abbey Road, west side, from a point 27 metres north of its junction with Spring Place for a distance of 10 metres in a northerly direction.
e. Abbey Road, east side, from a point 12 metres north of its junction with The Shaftesburys for a distance of 20 metres in a northerly direction.
f. Abbey Road, east side, from a point 8.5 metres south of its junction with The Shaftesburys for a distance of 9.5 metres in a southerly direction.

m. Boundary Road north to south arm to No. 64 to 69 Boundary Road, west side, from a point 4.5 metres north of its junction with Boundary Road for a distance of 4.5 metres in a northerly direction.
n. Boundary Road, from a point 9.6 metres north-east of the south-western property boundary of Nos. 120 to 128 Boundary Road in a south-westerly direction for a distance of 22.4 metres.
9. Revoke the shared use Permit Holders Only Zone GE Mon-Sat 8.30am-9.00pm or Limited Waiting Mon-Sat 8.30am-9.00pm 1 hour no return within 2 hours bays at the following locations:
a. Abbey Road, east side, from a point 31.5 metres north of its junction with The Shaftesburys for a distance of 11.5 metres in a northerly direction.
b. Abbey Road, east side, from a point 12 metres north of its junction with The Shaftesburys to a point 8.5 metres south of its junction with The Shaftesburys.
c. The Shaftesburys, south side, from a point 18.5 metres east of its junction with Abbey Road in an easterly direction for a distance of 30 metres.
d. Abbey Road, east side, from a point 7.5 metres north of its junction with Spring Place for a distance of 65 metres in a northerly direction.
e. Abbey Road, east side, from a point 36.5 metres south of its junction with Spring Place for a distance of 38.5 metres in a northerly direction.
f. Abbey Road roundabout, north side, from a point 5 metres east of its junction with Abbey Road for a distance of 19 metres in an easterly direction.
g. Abbey Road roundabout, south side, from a point 10 metres east of its junction with Abbey Road for a distance of 26 metres in an easterly and northerly direction.
h. The Shaftesburys, south side, from a point 57 metres east of its junction with Abbey Road for a distance of 12.3 metres in an easterly direction.
i. Boundary Road north to south arm to No. 64 to 69 Boundary Road, from its northern extent outside No. 64 to 69 Boundary Road for a distance of 32 metres in a southerly direction.
j. Boundary Road north to south arm to No. 64 to 69 Boundary Road, from a point 4.5 metres north of its junction with Boundary Road for a distance of 9.5 metres in a southerly direction.

(1) Subject to the provisions of the Order
(2) Only applicable in Off-Street Car Parks where use of Residents’ Permits is permitted.
(3) An additional charge of £75 will be applied to all resident and business parking permits for diesel vehicles that do not meet Euro 6d emission standards with effect from 1st April 2019.
(4) Any additional vehicle resident permits in excess of 2 vehicles are subject to a minimum charge of £45.
(5) An additional charge of £75 will be applied to all Business / Trade (Annual) and Operational Permit - Annual parking permits for diesel vehicles that do not meet Euro 6d emission standards with effect from 1st February 2021.
(6) An additional charge of £1 will be applied to all Parking Waiver – Daily parking permits for diesel vehicles that do not meet Euro 6d emission standards with effect from 1st February 2021.
(7) An additional charge of £2 will be applied to all Parking Waiver - Weekly parking permits for diesel vehicles that do not meet Euro 6d emission standards with effect from 1st February 2021.
(8) An additional charge of £5 will be applied to all Temporary parking permits for diesel vehicles that do not meet Euro 6d emission standards with effect from 1st February 2021.
(9) An additional charge of £7 will be applied to all Staff Permits - Standard (Monthly) parking permits for diesel vehicles that do not meet Euro 6d emission standards with effect from 1st February 2022.
(10) An additional charge of £75 will be applied to all Staff Permits - Red (Annual) parking permits for diesel vehicles that do not meet Euro 6d emission standards with effect from 1st February 2021.
(11) Tariff Band 1 refers to Emissions (CO2) g/km 0-50, Band 2 refers to Emissions (CO2) g/km 51-100, Band 3 refers to Emissions (CO2) g/km 101-140, Band 4 refers to Emissions (CO2) g/km 141-160, Band 5 refers to Emissions (CO2) g/km 161-180, Band 6 refers to Emissions (CO2) g/km 181-255, Band 7 refers to Emissions (CO2) g/km Over 256.
(12) An additional charge of £0.50 will be applied to all Staff Permits - Standard (4 Hours), Staff Permits - Standard (Daily), Business / Trade (Daily), Business / Trade (4 Hour), Healthcare Permit - Daily, Healthcare Permit - 4 Hour, Operational Permit – Daily and Operational Permit – 4 Hour parking permits for diesel vehicles that do not meet Euro 6d emission standards with effect from 1st February 2022.
(13) An additional charge of £75 will be applied to all Healthcare Permit - Annual and Staff Permits – Standard (Annual) parking permits for diesel vehicles that do not meet Euro 6d emission standards with effect from 1st February 2022.
