THE LEWISHAM (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lewisham propose to make the above-mentioned Orders under the provisions of sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general nature and effect of the Orders would be to provide:

(a) point closures applying to all motor vehicles except permit holders at the locations specified in Schedule 1 to this Notice;

(b) point closures applying to goods vehicles weighing 7.5 tonnes or more at the locations specified in Schedule 2 to this Notice (the bus gate would be removed from the location in Manor Lane referred to in Schedule 2, as part of these changes);

(c) a no entry applying to all southbound vehicles except buses, dial-a-ride buses, pedal cycles and permit holders in Manor Park, approximately 5.5 metres north-west of the north-western boundary of No. 42 Manor Park (with accompanying no left turn from Northbrook Road into Manor Park applying to all vehicles except pedal cycles; and

(d) a ban on waiting by vehicles 'at any time' in the lengths of street specified in Schedule 3 to this Notice, which would be indicated on the road by 'double yellow lines'. In some locations parking space would be removed to accommodate these restrictions, as detailed in Schedule3.

[Note: Permits would be available to blue badge disabled persons badge holders living within the London Borough of Lewisham. They may also be granted from time to time in respect of certain other vehicles, such as maintenance vehicles, at the Council’s discretion].

3. Changes similar to those referred to in paragraph 2 of this Notice were introduced as temporary Orders by the Council as part of its response to the Covid-19 pandemic. The benefits of the changes are such that the Council are now proposing to make the changes referred to in paragraph 2 of this Notice on a permanent basis.

4. A pack of documents giving more detailed particulars of the Order can be collected for inspection between 9 am and 5 pm on Monday to Friday at the office of the London Borough of Lewisham, Laurence House, 1 Catford Road, London SE6 4RU. Please go to the security office at the rear of the building and request a pack of documents for ‘Lewisham and Lee Green LTN’. Alternatively, the Order and other documents giving more detailed particulars of the Order can also be obtained by emailing a request to parkingdesign@lewisham.gov.uk quoting reference Lewisham and Lee Green LTN’

5. Any objection or other representations relating to the proposed Orders must be made in writing and all objections must specify the grounds on which they are made and should be either: emailed to ParkingDesign@lewisham.gov.uk or posted to Lewisham Transport Policy & Development, 5th Floor Laurence House, 1 Catford Road, London SE6 4RU, quoting reference ‘Lewisham and Lee Green LTN’, to arrive not later than 21 days from the date of publication of this notice. Any objection may be communicated to other persons who may be affected.

SCHEDULE 1 - Point closures applying to all motor vehicles

Cambridge Drive, approximately 5.5 metres north of a point opposite the northern wall of No. 1 Woodville Close; Dallinger Road, at its junction with Manor Lane; Dermody Road, approximately 2 metres west of the eastern boundary of No. 68 Wisteria Road. (applying to westbound vehicles only); Ennersdale Road, approximately 5.5 metres north-east of the north-eastern kerb-line of Nightingale Grove; Holme Lacey Road, at its junction with Manor Lane; Leyland Road, approximately 55.5 metres north of the northern kerb-line of Carston Close (northernmost arm); Leahurst Road, approximately 4 metres south-east of the common boundary of Nos. 127 and 129 Leahurst Road (applying to north-westbound vehicles only); Manor Lane Terrace, at its junction with Kellerton Road; Upwood Road, approximately 8 metres east of the common boundary of Nos. 62 and 64 Upwood Road; and Woodyates Road (arm situated north of Westhorne Avenue) at its junction with Westhorne Avenue (eastbound carriageway).

SCHEDULE 2 - Weight restrictions (point closures)

Leahurst Road, approximately 4 metres south-east of the common boundary of Nos. 127 and 129 Leahurst Road (applying to south-eastbound vehicles only; there is a no entry restriction in this location applying to north-westbound vehicles); and Manor Lane, approximately 9.5 metres north of the southern boundary of No. 107 Fernbrook Road (applying in both directions).

SCHEDULE 3 – No waiting ‘at any time’

Cambridge Drive: (i) west side, between a point 17.5 metres south of the northern building line of Nos. 133 to 136 Leybridge Court and the southern kerb-line of Leybridge Court; and (ii) east side, between a point 7.5 metres north of the northern building line of Nos. 1 and 2 Woodville Close and a point 4 metres south of that northern building line; Dallinger Road: (i) north side, between a point 6.9 metres west of the common boundary of Nos. 104 and 106 Dallinger Road and a point 12.4 metres west of that common boundary; and (ii) south side, between a point 2 metres west of the common boundary of Nos. 117 and119 Dallinger Road and a point 6.1 metres west of that common boundary (replacing CPZ V residents’ parking space in both locations); Holme Lacy Road: (a) north side, between a point 0.5 metres west of a point opposite the eastern wall of No. 217 Manor Lane and a point 3 metres west of a point opposite that wall; and (b) south side, between a point 2.5 metres east of the western boundary of No. 217 Manor Lane and a point 0.5 metres west of a point opposite the eastern wall of No. 217 Manor Lane; Leyland Road: (i) east side, between 47.6 metres north of the northern kerb-line of Carston Close (northernmost arm) and a point 62.3 metres north of that kerb-line; and (ii) west side, from 47.6 metres north of the northern kerb-line of Carston Close (northernmost arm) and a point 61.7 metres north of that kerb-line; Manor Lane Terrace, (a) the north-east side, between a point 3.5 metres north-west of the north-western kerb-line of Kellerton Road and a point 9.8 metres north-west of that kerb-line; and (b) the south-west side, between a point 3.5 metres north-west of the north-western kerb-line of Kellerton Road and a point 11.9 metres north-west of that kerb-line (replacing CPZ MH residents’ parking space in both locations); Manor Lane, east side, between the northern building line of No. 13 Manor Lane and a point 8.3 metres south of that building line (replacing CPZ MH permits / 2-hour pay by phone parking space); and Upwood Road, both sides, between a point 2.6 metres west of the common boundary of Nos. 62 and 64 Upwood Road and a point 19.5 metres east of that common boundary.
