THE LONDON BOROUGH OF SOUTHWARK (FREE PARKING PLACES AND WAITING RESTRICTIONS) (CYCLE HANGARS) (NO. 4) ORDER 2022

1. Southwark Council hereby GIVES NOTICE that on 24 March 2022 it has made the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The effect of the orders are:-

(a) to provide cycle hangars on the carriageway, each 2.55 metres in length, 2.05 metres in width and aligned parallel to the kerb, at the following locations:-

ADDINGTON SQUARE north side, o/s No. 48 Addington Square;

ASYLUM ROAD north-east side, opposite Caroline Gardens;

ATHENLAY ROAD 2 cycle hangars north-west side, opposite Nos. 123 and 125 Athenlay Road;

BALCHIER ROAD north-east side, opposite No. 12 Balchier Road;

BATH TERRACE south-east side, north-east of its junction with Rockingham Street;

BERMONDSEY STREET north-west side, opposite No. 221 Bermondsey Street;

BLACKWOOD STREET north-east side, opposite Walsham House;

CAMBERWELL GREEN 2 cycle hangars north-east side, o/s Block M Peabody Buildings;

CANON BECK ROAD south-west side, side of No. 186 Rotherhithe Street;

CAULFIELD ROAD 2 cycle hangars north-east side, opposite No. 48 Caulfield Road;

CHESTERFIELD GROVE north side, opposite No. 58 Chesterfield Grove;

CLIFTON WAY north side, east of its junction with Asylum Road;

DAGMAR ROAD 2 cycle hangars north-east side, south of its junction with Peckham Road next to existing cycle hangar;

DERWENT GROVE 2 cycle hangars south-west side, o/s No. 40 Derwent Grove;

DODDINGTON GROVE south-east side, opposite No. 14 Doddington Grove;

FALMOUTH ROAD north-west side, south-west of its junction with Harper Road;

NORWAY GATE south-west side, north-west of its junction with Finland Street;

OXONIAN STREET north-east side, opposite No. 1 Oxonian Street;

PECKHAM RYE south-west side, opposite Brookstone Court;

REYNOLDS ROAD north side, opposite No. 32 Reynolds Road;

RYEDALE south-east side, south-west of its junction with Forest Hill Road;

UPLAND ROAD south-east side, south-west of its junction with Underhill Road next to existing cycle hangar;

URLWIN STREET south-east side, west of its junction with Camberwell Road;

VARCOE ROAD east side, opposite No. 61 Varcoe Road;

WARNER ROAD south-east side, opposite No. 120 Warner Road; and

WILSON ROAD south-west side, opposite Nos. 7 and 8 Wilson Road;

(b) to provide a cycle hangar on the footway of PECKHAM RYE north-east side, 2.55 metres in length and 2.05 metres in width, and aligned parallel to the north-eastern edge of the footway area o/s No. 33 Peckham Rye;

NOTES: (1) The measures in 2 (c)-(v.i) are made so as to accommodate the provision of the new cycle hangars and in those locations referred to above. (2) ‘permit’ refers to parking places for holders of valid parking permits within the Controlled Parking Zone (CPZ) listed, ‘shared-use’ refers to parking places in which holders of a valid permit for the CPZ listed or ‘pay’ paid ticket holders are permitted to park within the permitted hours. ‘DYLs’ refer to 'at any time' waiting restrictions. (3) All measurements are in metres ‘m’ and are approximate. (4) Parking charges are listed on www.southwark.gov.uk/parking

(c) in CPZ 'B' reduce ‘shared-use’ by 3.55m in two locations in KINSALE ROAD;

(d) in CPZ 'D' (i) reduce 'permit' by 4.55m in BATH TERRACE and in LAW STREET, (ii) split and reduce 'permit' by 4.55m in BERMONDSEY STREET and (iii) reduce ‘shared-use’ by 5.5m in FALMOUTH ROAD;

(e) in CPZ 'E' reduce 'permit' by 3.55m in DODDINGTON GROVE, in HARMSWORTH STREET and in STURGEON ROAD;

(f) in CPZ 'EC' reduce ‘shared-use’ by 7m in CAMBERWELL GREEN;

(g) in CPZ 'ED' reduce ‘shared-use’ by 4.55m in OXONIAN STREET;

(h) in CPZ 'G' reduce 'permit' by 3.55m in SCOTT LIDGETT CRESCENT;

(i) in CPZ 'GR' reduce 'shared-use' by 4.55m in THE GRANGE;

(j) in CPZ 'K' reduce 'permit' by 3.55m in WARNER ROAD;

(k) in CPZ 'LG' (i) reduce ‘shared-use’ by 7m in DAGMAR ROAD, and (ii) reduce 'permit' by 4.55m in WILSON ROAD;

(l) in CPZ 'M2' reduce 'shared use’ by 6m in BLACKWOOD STREET;

(m) in CPZ 'NC' reduce 'permit' by 3.55m in ADDINGTON SQUARE and in URLWIN STREET;

(n) in CPZ 'PW' reduce 'permit' by 4.55m in SOAMES STREET;

(o) in CPZ 'Q' reduce 'permit' by 3.55m in GROVE HILL ROAD;

(p) in CPZ 'R' reduce 'permit' by 3.55m in SEDGMOOR PLACE;

(q) in CPZ 'S' reduce 'permit' by 3.55m in KINBURN STREET;

(r) in CPZ 'SEB' reduce 'permit' by 3.55m in SIMMS ROAD;

(s) in CPZ 'TS' reduce 'permit' by 4.55m in MONNOW ROAD;

(t) in PECKHAM RYE split and reduce by 4.55m 'short stay' parking south-west side, opposite Brookstone Court;

(u) add new lengths of DYLs (i) 1m in ADDINGTON SQUARE, ASYLUM ROAD, CANON BECK ROAD, DODDINGTON GROVE, GROVE HILL ROAD, HARMSWORTH STREET, JENNINGS ROAD, KINBURN STREET, KIRKWOOD ROAD, LAW STREET, NORWAY GATE, SCOTT LIDGETT CRESCENT, SCYLLA ROAD, SEDGMOOR PLACE, SIMMS ROAD, ST MARYCHURCH STREET, STURGEON ROAD, URLWIN STREET, VARCOE ROAD, (ii) 1.5m in DAGMAR ROAD, (iii) 2m in ATHENLAY ROAD, BALCHIER ROAD, BATH TERRACE, BERMONDSEY STREET, CAMBERWELL GREEN, CAULFIELD ROAD, CHESTERFIELD GROVE, CLIFTON WAY, FENHAM ROAD, KELMORE GROVE, KINSALE ROAD, MONNOW ROAD, OXONIAN STREET, PECKHAM RYE, REYNOLDS ROAD, RYEDALE, SHAWBURY ROAD, SHEPPARD DRIVE, SOAMES STREET, ST AIDANS ROAD, ST GILES ROAD, THE GRANGE, TYRRELL ROAD, UPLAND ROAD, WARNER ROAD, WILSON ROAD, (iv) 3m in FALMOUTH ROAD and (v) 3.5m in BLACKWOOD STREET; and

(v) amend existing lengths of DYLs to (i) remove 5m in DERWENT GROVE, and (ii) formalise 4.5m in RUSKIN WALK.

4. Any person desiring to question the validity of the order/s or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the order/s may, within six weeks of the date on which the order was made, make application for the purpose to the High Court.
