NORTHANGER ROAD – SCHOOL STREETS SCHEME

INTRODUCTION OF A PERMANENT PEDESTRIAN AND CYCLE ZONE

(NOTE: A pedestrian and cycle zone has been operating in Northanger Road between 8 am and 9 am and between 3 pm and 4 pm Monday to Friday, during school term time, as an experiment, whilst access is maintained for permit holders. This notice is about the conversion of this experimental order to a permanent order.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth ('the Council') on 6th October 2021 made the Lambeth (Prescribed Routes) (No. 2) Traffic Order 2021 under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Order will come into force on 11th October 2021.

2. The general effect of the Order will be to revoke the existing experimental pedestrian and cycle zone in Northanger Road and introduce a new permanent pedestrian and cycle zone in that road instead. The new zone will operate as the existing experimental order:

(a) all motor vehicles, except those used by permit holders, will be banned from entering the new pedestrian and cycle zone in Northanger Road when that zone is in operation;

(b) the pedestrian and cycle zone will be in operation between 8 am and 9 am and between 3 pm and 4 pm Monday to Friday whenever this is indicated by traffic signs (in practice it is anticipated that the zone will only operate during these hours in school term-time and at other times the traffic signs will be covered);

(c) electronic permits (also known as virtual permits) allowing vehicles to enter the pedestrian and cycle zone will be available to residents who live at (a) an address in Northanger Road; (b) No. 70 Greyhound Lane; or (c) 17 Buckleigh Road, by application to the Council.

3. The pedestrian and cycle zone in Northanger Road provides a pleasant environment that feels safe in the immediate vicinity of a school, discourages travelling to school by car in cases where alternative means of travel are available, and encourages walking, scooting and cycling to school, thereby achieving positive health outcomes for the school community. The Order is intended to continue the benefits of the pedestrian and cycle zone indefinitely and continue the permit system so that residents who have been granted permits will be able to enter the zone when it is in operation.

A copy of the Orders and other documents giving detailed particulars about them are available for inspection on request at the offices of Lambeth Council’s Parking and Enforcement Group (Resident’s Services), 3rd Floor, Civic Centre, 6 Brixton Hill, London SW2 1EG, between 9.30 am and 4.30 pm on Mondays to Fridays inclusive (except on bank/public holidays), until the last day of a period of six weeks beginning with the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders. 6. If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.
