1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Islington (‘the Council’) on 28th August 2020 made the above-mentioned Orders under sections 9, 10 and 124 of and Part IV of Schedule 9 to of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be, by way of an experiment:

(a) to prohibit all vehicles other than local buses and pedal cycles from entering or proceeding in the length of Corporation Row that lies between Woodbridge Street and Clerkenwell Close (this will include prohibiting left turn and right turn movements into that length of Corporation Row from Woodbridge Street and Clerkenwell Close, applying to all vehicles except for pedal cycles);

(b) to prohibit all motor vehicles from entering or proceeding in the length of Sans Walk that lies between Scotswood Street and St. James’s Walk (this will include prohibiting left turn movements into that length of Sans Walk from St. James’s Walk, applying to all vehicles except for pedal cycles);

(c) to prohibit all motor vehicles from entering or proceeding in the length of Clerkenwell Green that lies between 2 metres north-east and 23 metres north-east of the party wall of Nos. 14 and 14a Clerkenwell Green; and

(d) in connection with the closure referred to in paragraph (c) above: (i) to remove 28 metres of shared-use (‘CPZ A’ permit holders and pay by phone) parking space on the south-east side of Clerkenwell Green, outside Nos. 10 ta 14a Clerkenwell Green and replace it with double yellow line ‘at any time’ waiting restrictions;

(ii) to provide double yellow line ‘at any time’ waiting restrictions on the north-west side of Clerkenwell Green, opposite Nos. 10 to 14 Clerkenwell Green; and

(iii) to remove the ‘CPZ A’ permit holders Parking Place in Clerkenwell Close, west side outside Nos. 15 to 19 Clerkenwell Close and replace it with a shared-use (‘CPZ A’ permit holders and 2-hours maximum stay pay by phone) parking place. The pay by phone charge will be £5.55 per hour;

3. The Orders provide that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Service Director for Public Realm at the London Borough of Islington, or some person authorised by him, may, if it appears to him or that person essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders extends, modify or suspend any of the Orders or any provision thereof.

4. A copy of the Orders, which will come into force on 4th September 2020, and of other documents giving more detailed particulars of the Orders are available for inspection during normal office hours from the date of this Notice until the Orders cease to have effect at the following location:

5. The Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under sections 6, 45, 46, 49 and 124 of and part IV of Schedule 9 to the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders within a period of six months beginning with the day on which the experimental Orders come into force or, if the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification comes into force. Any such objection must be in writing and must state the grounds on which it is made and be sent to Public Realm, 1 Cottage Road, London N7 8TP. Any objection may be communicated to, or be seen by, other persons who may be affected.

6. Any person who wishes to question the validity of the Orders, or of any provisions contained therein on the grounds that it or they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any requirement thereof or any relevant regulations made thereunder has not been complied with in relation to the Orders, may make application for the purpose to the High Court within six weeks from the date on which the Orders are made.
