ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1) AND SECTION 23

TEMPORARY TRAFFIC RESTRICTIONS – OLD WOOLWICH ROAD, TRAFALGAR ROAD AND WOOLWICH ROAD

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Greenwich intends to make an Order to promote active travel as part of the Council’s response to the Public Health considerations in connection to the Covid-19 pandemic. The effect of the Order would be to temporarily:

a) provide a segregated two-way cycleway on:

i) Trafalgar Road, north side, from a point opposite No. 168 to its junction with Blackwall Lane;

ii) Woolwich Road, north side, from its junction with Blackwall Lane, crossing Angerstein Roundabout, to its junction with Aldeburgh Street;

[Note: This will replace any existing advisory cycle lanes on both sides of the road along this route. Along the two-way cycleway no waiting at any time and no loading at any time will apply.]

b) remove the bus, cycle and taxi lane on Trafalgar road, north side, from a point opposite its junction with Earlswood Street to a point outside No. 197;

c) prohibit entry for all vehicles except pedal cycles and emergency vehicles on Christ Church Way from Trafalgar Road;

d) prohibit access for all vehicles except pedal cycles and emergency vehicles on Rodmere Street at its junction with Trafalgar Road;

e) remove the one-way system on Rodmere Street, from its junction with its eastern arm to its junction with Trafalgar Road;

f) prohibit the right turn into Vanbrugh Hill from Trafalgar Road eastbound carriageway for all vehicles except buses and emergency vehicles;

g) prohibit the right turn into Aldeburgh Street from Woolwich Road westbound carriageway for all vehicles;

h) prohibit access for all vehicles except emergency vehicles on the northbound A102 on-slip road from Angerstein Roundabout;

i) reduce by approximately 30 metres the start point of the westbound bus, cycle and taxi lane on Woolwich Road, opposite Commerell Place, and extend the hours and days of operation to all times;

j) extend the bus, cycle and taxi lanes on:

i) Blackwall Lane, southbound carriageway, to a point 30 metres north of its junction with Trafalgar Road;

ii) Blackwall Lane, northbound carriageway, from its junction with Trafalgar Road;

k) remove 5.6 metres of shared use parking place for Zone EG permit holders and payment parking and replace with waiting restriction operating between 9am and 6.30pm on Monday to Saturday on Old Woolwich Road, south side, opposite No. 1;

l) remove 3.6 metres of shared use parking place for Zone EG permit holders and payment parking and replace with waiting restriction operating between 9am and 6.30pm on Monday to Saturday on Old Woolwich Road, south side, outside No. 4;

m) remove 5 metres of shared use parking place for Zone EG permit holders and payment parking with waiting restriction operating from 8am to 6.30pm on Monday to Saturday and 9am to 6.30pm on Sunday on Old Woolwich Road, south side, outside No. 54;

n) relocate limited waiting parking places operating between 7am to 7pm on Monday to Saturday, maximum stay 20 minutes, no return within 1 hour outside No. 35 Woolwich Road, north side, to adjacent to the new segregated two-way cycleway and reduce in length by 2.5 metres;

o) relocate limited waiting parking places operating between 7am to 7pm on Monday to Saturday, maximum stay 20 minutes, no return within 1 hour outside No. 47 Woolwich Road, north side to Armitage Road, west side, from a point 14.5 metres south of the southern building line of Nos. 8 to 12 Armitage Road in a southerly direction for 13 metres, replacing double yellow line no waiting at any time restriction;

p) remove the bus stop clearways on:

i) Trafalgar Road, outside No. 197, north side;

ii) Woolwich Road, north side, outside No. 27, and relocate the bus stop clearway to outside No. 47 Woolwich Road, north side;

q) remove the following bus stop clearways and replace with waiting restrictions operating between 7am and 7pm Monday to Saturday and loading restriction operating between 7am and 10am and 4pm and 7pm Monday to Friday on:

i) Woolwich Road, south side, outside Layfield House and relocate the bus stop clearway to outside No. 86 Woolwich Road, south side;

ii) Woolwich Road, south side, outside Sailacre House;

r) reduce by approximately 40 metres the bus stop clearway on Woolwich Road, outside Hazel Lane, at its eastern end;

s) relocate the bus stop clearways on:

i) Woolwich Road, north side, outside No. 135, 5 metres to the east;

ii) Woolwich Road, north side, outside No. 201, 3 metres to the east.

2. FURTHER NOTICE IS ALSO HEREBY GIVEN that the Council under the powers of section 23 of the Road Traffic Regulation Act 1984 propose to:

a) upgrade the existing pedestrian crossings to ‘toucan’ pedestrian and cycle crossings on:

i) Woolwich Road, outside No. 100

; ii) Woolwich Road, outside No. 249;

b) provide ‘toucan’ pedestrian and cycle crossings on the Angerstein Roundabout.

3. The Order would come into force on 2nd September 2020 and would continue to remain in force for a maximum of 18 months.
