THE TOWER HAMLETS (BARKANTINE) (TRAFFIC MOVEMENT AND SPEED LIMIT REGULATIONS) (EXPERIMENTAL) ORDER 2020

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Tower Hamlets on 30th July 2020 made the above-mentioned Orders under the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 (as amended)

2. The effect of these proposals is as follows:

PTO 2027 and PTO 2028 – LIVING STREETS CYCLE AND PEDESTRIAN MEASURES

a) Introduce one way:

i. Manilla Street - eastbound between the junction with West ferry Road and the junction with Byng Street

ii. Byng Street – westbound between the junction with Manilla Street and the junction with West ferry Road

iii. Old Bethnal Green Road – westbound for its entire length between Pollard Row and Mansford Street, (with mandatory contraflow cycle lane)

iv. Gosset Street – west bound for its entire length, (with mandatory contraflow cycle lane)

v. Warner Place – northbound for its entire length (with contraflow cycling)

vi. Squirries Street – northbound from its junction with Ivimey Street to its junction with Gosset Street, (with contraflow cycling)

b) Prohibition of motor vehicles

i. Cuba Street - between the junction with West ferry Road and the junction with Tobago Street

ii. Byng Street - between the junction with Mastmaker Road and O/S no. 88 Byng Street (except emergency services) (double yellow lines to be revoked)

c) Old Bethnal Green Road/ Gosset Street – Road closure, between junctions of Warner Place and Squirries Street

d) To introduce ‘no waiting at any time’ and ‘no loading at any time’ (except on marked bays):

i. Old Bethnal Green Road (OBG Road)/ Warner Place - from a point on OBG Road 6 m east of its junction with Warner place to a point on Warner Place 10m north of its junction with OBG Road

ii. Squirries Street/ Gosset Street – Restricted Parking zone (at any time) - from a point on Squirries Street 14m south of its junction with Gosset Street to a point on Gosset Street 7m west of its junction with Gosset Street

e) Introduce ‘no waiting at any time’ on:

i. Malabar Street – outside Seven Mills Primary School car park, southern kerb line, from a point 35m from the easternmost building line for a length of 43m westwards

ii. Old Bethnal Green Road - southern kerb line from junction of Mansford Street to a point 41m east of Pollard Row

iii. Old Bethnal Green Road - northern kerb line for its entire length between Mansford Street Warner Place

iv. Pollard Row j/w Old Bethnal Green Road (OBG Road) – western kerb line, from a point on Pollard row 8m south of the junction with OBG Road to a point on OBG Road 10m west of the junction with Pollard Row

v. Warner Place - eastern kerb line from a point 10m from the junction with OBG Road to a point 1.5m north of the property boundary of no.93 & 95

vi. Warner Place – western kerb line from a point 10m from the junction with Old Bethnal Green Road to a point 3.8m south of the property boundary of no.101 & 103

vii. Gosset Street - northern kerb line for its entire length

viii. Delta Street - both sides from the junction with Gosset Street to a point 6m north of the junction

ix. Barnet Grove - both sides from the northern junction with Gosset Street to a point 2m south of the property boundary of no.43 and 45

f) Introduce ‘no loading at any time’ on Hannibal Road – both sides opposite Beveridge Mews

g) introduce new parking and loading bays

i. Shared use D1 residents and pay and display:

• Byng Street – Shared use D1 residents and pay and display, northern kerb line, from a point 1.5m from the easternmost building line at the junction with Manilla Street, for a length of 20m westwards (zig-zag markings and zebra crossing to be revoked)

ii. Permit holders only:

• Warner Place – western kerb line from a point 1.5m north of the property boundary of no.93 & 95 for a length of 25.5m south

• Tobago Street – Permit holder bay, western kerb line, from a point 7m southwards from junction with Cuba Street for a length of 10m

• Tobago Street – parking bay extension, Permit holder bay, eastern kerb line, from a point 16m southwards from the junction with Cuba Street for a length of 9.5m northwards

. iii. Pay by Phone parking bay

• Gosset Street –southern kerb line from a point 120m west of j/w Turin Street for a length of 35m west (parking bays on the northern kerb line to be revoked)

iv) Pedal Cycle hangar:

• Pollard Row – on the west side north of Florida Street

v) loading bay (to operate at any time- 24 hours):

• Byng Street - northern kerb line, from a point 42m from the westernmost building line at the junction with Manilla Street, for a length of 10m eastwards (double yellow lines to be revoked)

• Byng Street - at the junction of Mastmaker Road, from a point 26m south of junction with Marsh Wall, for a length of 8m southwards.

vi) Relocate the Car club on Byng Street - northern kerb line at the junction with West ferry Road, 8.3m from the westernmost kerb line for a length of 6m eastwards (existing ‘car club’ bay to be revoked)

3. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 2, as above.

4. A copy of the Orders, which will come into operation on 05th August 2020 and all relevant documents can be inspected at the Parking, Mobility & Market Services Offices, 585-593 Commercial Road, London E1 0HJ (parking.TMO@towerhamlets.gov.uk) by prior appointment during normal office hours on Monday to Friday inclusive until the end of six months from the date on which the Orders were made.

5. Any person wishing to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any relevant requirements thereof or any regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

6. Relevant comments and objections to this proposal may be made within 6 months from the date of this Order comes into force, in writing and must state the grounds on which it is made and sent to Tower Hamlets Liveable Streets, London Borough of Tower Hamlets Town Hall, Mulberry Place, 5 Clove Crescent, London E14 2BG or via email to Liveablestreets@towerhamlets.gov.uk
