MENTMORE CONSERVATION AREA

NOTICE IS GIVEN under the provisions of the 1990 Act that Aylesbury Vale District Council (“the Council”) has determined that the area described in the Schedule to this Notice is an area of special architectural or historic interest, and that it is desirable to preserve or enhance its character or appearance. It has accordingly designated the area as a ‘Conservation Area’ (“CA”).

A plan defining the boundary of the CA, together with the relevant reports to the Council’s Cabinet are available for inspection at the District Council Offices at The Gateway, Gatehouse Way, Aylesbury, Buckinghamshire from 8.45am to 5.15pm Monday to Thursday, 8.45am to 4.45pm Fridays.

The principal effects of the designation are: -

a) Permission must be obtained from the Council for the demolition of any building (save for excepted buildings) in the CA.

b) Special publicity must be given to planning applications for development in the CA.

c) In carrying out any functions under the Planning Acts (and, in particular, in determining applications for planning permission and listed building consent), the Council and the Secretary of State are required to take into account the desirability of preserving or enhancing the character or appearance of the CA.

d) It becomes an offence (subject to certain exceptions) to cut down, top, lop, uproot or wilfully damage any tree in the CA except where consent has been given by the Council;

e) Controls over advertisements are extended;

f) Permitted development rights are more restricted in the CA.

SCHEDULE

THE MENTMORE CONSERVATION AREA INCLUDES THE FOLLOWING BUILDINGS (INCLUDING THEIR CURTILAGES), STRUCTURES AND OPEN SPACES:

The boundary includes the whole of the junction of Park Gate and Leighton Road including the trees, hedges and vegetation immediately around the junction. The whole of the carriageway, verge hedges, trees and vegetation that forms the avenue that leads from the Park Gate and Leighton Road junction to Park Gate and Crafton Lodge Road. Also included is the area of trees, hedgerow and vegetation immediately around the junction of Park Gate and Crafton Lodge Road. The boundary turns north-east and follows the course of Crafton Lodge Road (and includes the whole carriageway, verges, hedgerow and tree boundaries to either side) until the road curves round to the south-east. Here the boundary turns north-westwards and follows the field boundary to the point where it meets with another field boundary and then turns north-eastwards for a short distance and at the junction with another field boundary turns south-eastwards for a short distance. The boundary then turns north-eastwards and cuts across a field just to the north-west of a water course to junction with a track at the corner of a small treed area. Here the boundary turns north-westwards along the track to the corner of the treed area, where it turns first north-eastwards and then south-eastwards around the treed area. The boundary continues along the line of the field which turns north-eastwards and then south-eastwards twice before turning north-eastwards past a small pond and meets with Ledburn Road. The boundary crosses the carriageway and runs along the eastern side of the road in a southern direction. It then runs along the rear (eastern boundaries) of the following domestic properties: a) Mentmore Stud, nos.1 to 21 (inclusive); b) Mentmore Court, Howell Hill Close; c) Woodbury, Howell Hill Close; and d)The Stud House, Ledburn Road, before turning south-eastwards to run along the northern and eastern boundaries of Haseldon House. The boundary then turns south-eastwards and runs along field boundaries to a track that is immediately adjacent to a roughly circular shaped area of trees. Here the boundary turns south-westwards and follows the track until it reaches the boundary of The Old Waterworks and Mentmore Park Farm. The boundary then runs along the southern side of the road that passes The Old Waterworks and Mentmore Park Farm. The boundary includes the carriageway and verges and The Old Waterworks, but excludes Mentmore Park Farm. The boundary junctions with the Grand Avenue that borders Mentmore Road and here it turns south-eastwards and runs to the end of the avenue and includes the carriageway, the verges, all trees, vegetation and hedgerow that form the avenue and its boundaries. The boundary encloses the whole of the Grand Avenue. At the north-western end of The Grand Avenue on the south-western side, the boundary runs for a brief distance along the south-western side of the road that leads from the Grand Avenue to the Clubhouse to Mentmore Park Golf Course. The boundary follows the line of this road where it bends sharply to the south-west and continues along the south-eastern boundary of the golf course past a belt of trees until it reaches a field boundary where it turns sharply north-westwards. Here it runs up the south-western boundary of the belt of trees until it reaches a field boundary. Here it enters the belt of trees and runs along the central line of a drainage ditch that runs north-westwards past (but excludes) Top Bliss Farm and curves eastwards through the belt of trees to the gate to Mentmore Towers immediately adjacent to Crafton Lodge. The boundary runs along and includes the gate to Mentmore Towers and turns to the west to follow the southern and south-western boundaries of Crafton Lodge. The boundary continues in a north-western direction along the boundary to Mentmore Park until it reaches a field boundary located opposite Stud Cottage. Here the boundary turns north-eastwards following the north-western edge of an area of woodland in Mentmore Park until it reaches a field boundary. Here it turns sharply north-westwards and runs along the south-western boundary of Mentmore Park excluding a circular pond which forms part of the adjacent Crafton Conservation Area designation. A short distance to the north-west of the pond, the boundary turns to the north-east and then to the north-west continuing along the south-western boundary of Wisteria Cottage until it junctions with Crafton Lodge Road. The boundary turns north-eastwards along the south-eastern side of Crafton Lodge Road, crossing to the north-western side at Spinney Barn.
