PROVISION OF WAITING AND LOADING RESTRICTIONS, EXTENSION TO CLEARWAY, CYCLE LANES AND CYCLE TRACKS

THE WALTHAM FOREST (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. *) ORDER 201*

THE WALTHAM FOREST (CYCLES LANES) (NO.1/2003) AMENDMENT NO. 1 TRAFFIC ORDER 201*

1. NOTICE IS GIVEN that the Council proposes to make the above-mentioned Orders under sections 6 and 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The general effect of the Orders to coincide with cycle improvements and new road layouts would be:-

(a) in Woodford New Road A104 (WNR) a. north-west and west sides –

i. convert all part time waiting restrictions between Forest Rise (north/south arm off of northbound carriageway of LBR/WNR hereinafter termed “western arm) and the northern boundary of No. 20 WNR to double yellow line "at any time" waiting restrictions (superseding any restrictions provided under the experimental Orders at this location under the FSR CPZ);

ii. convert all part time loading restrictions between Forest Rise (western arm) and the northern boundary of No. 20 WNR to double yellow line "at any time" loading restrictions except between the southern boundary of No. 16 Woodland Gardens (WG), WNR and the northern boundary of No. 1 WG, WNR which will operate between 7am and 7pm throughout the week;

b. east side – provide double yellow line "at any time" loading restrictions between Oakhurst Gardens and the northern boundary of No. 20 WNR;

c. eastern and western sides - extend the existing No Stopping "at any time" Clearway south-westwards to a point adjacent the northern boundary of No. 20 WNR (this will remove all waiting and loading restrictions between the northern boundary of No. 20 and the existing clearway commencement/ end point);

(b) on the eastern-side of Woodford New Road extend the existing mandatory Cycle Lane at its southernmost end, southwards to its junction with Oakhurst Gardens and at its northernmost end, northwards to a point opposite the northern kerb line of Forest Road E17 where vehicles will be banned from entering (except for access), "at any time”.

Note: an existing Traffic Order for double yellow line "at any time" waiting and loading restrictions made on 20th May 2019 for Lea Bridge Road (LBR) – north-west side - between Foresters Drive and the south-west kerb line of Forest Rise (western arm”) will be constructed as part of overall plans for this phase of the Lea Bridge Road and Woodford New Road strategic network improvements. These restrictions supersede any restrictions under the experimental Orders at this location under the FSR Controlled Parking Zone scheme which were not provided);

2. FURTHER NOTICE IS HEREBY GIVEN that the Council, in accordance with section 65 and 66 of the Highways Act 1980, intends to convert/ modify or re-create certain lengths of the footway and carriageway space of Woodford New Road into segregated cycle track for use by cyclists at the locations described in the Schedule below. The cycle tracks are proposed to aid cyclists to link with existing and new cycle links and networks along key routes, and to avoid fast moving traffic on the carriageways. Priority is maintained for pedestrians when entering or crossing segregated cycle tracks from the footways

3. A copy of each of the Orders, the Council’s statement of reasons for proposing to make the Orders and plans showing the locations and effect of the Orders and measures can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, at (a) The Information Desk, Town Hall, Forest Road, Walthamstow, E17; and (b) The Reception Desk, London Borough of Waltham Forest, Low Hall, Argall Avenue, London, E10 7AS

4. Any person desiring to object to the proposals or to make any other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to Traffic Orders, Engineering Design, Low Hall, Argall Avenue, London, E10 7AS quoting reference T55(19) – WNR Cycle improvements by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
