EXPERIMENTAL ORDERS

(JOINT PROPOSALS FOR A MAJOR PUBLIC REALM IMPROVMENT)

( A) THE BEXLEY AND GREENWICH (WAITING AND LOADING RESTRICTION) (ABBEY WOOD AREA) EXPERIMENTAL TRAFFIC ORDER 2019

(B) THE BEXLEY AND GREENWICH (BUS STOP CLEARWAY) (ABBEY WOOD AREA) EXPERIMENTAL TRAFFIC ORDER 2019

(C) THE BEXLEY AND GREENWICH (BUS LANE) AND (BUS ONLY ROUTES) (ABBEY WOOD AREA) EXPERIMENTAL TRAFFIC ORDER 2019

(D) THE BEXLEY AND GREENWICH (ABBEY WOOD STATION RESTRICTED PARKING ZONE) EXPERIMENTAL TRAFFIC ORDER 2019

(E) THE BEXLEY AND GREENWICH (HARROW MANORWAY 20MPH AND 40MPH SPEED LIMIT) EXPERIMENTAL TRAFFIC ORDER 2019

(F) THE BEXLEY AND GREENWICH (A2041 HARROW MANORWAY, ABBEY WOOD) (RED ROUTE) EXPERIMENTAL TRAFFIC ORDER 2019

(G) THE BEXLEY AND GREENWICH (LOADING PLACES) (ABBEY WOOD AREA) EXPERIMENTAL TRAFFIC ORDER 2019

(H) THE BEXLEY AND GREENWICH (ABBEY WOOD STATION) (PARKING PLACES) EXPERIMENTAL TRAFFIC ORDER 2019

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Bexley propose to make the above-mentioned Traffic Orders on behalf of themselves and the Royal Borough of Greenwich in accordance with the Local Authorities (Arrangements for the Discharge of Functions) (England) Regulations 2012 as applicable under section 9 of the Road Traffic Regulation Act 1984 and all other enabling powers.

2. The general effect of the above-mentioned Orders, would be as follows:

(a) for the Bexley and Greenwich (Waiting and Loading Restriction) (Abbey Wood Area) Experimental Traffic Order 2019 amend the waiting and loading restrictions on the following roads and parts of roads:

(i) introduction of no waiting at any time and no loading at any time on Harrow Manorway (fronting Nos. 161 to 199), both sides, from its junction with the A2014 Harrow Manorway to the common boundary of Nos. 161 and 163 Harrow Manorway;

(ii) introduction of no waiting at any time and no loading at any time on the A2041 Harrow Manorway corridor from and including the Knee Hill roundabout to the junction with Eastern Way, including parts of Eynsham Drive and Yarnton Way and other existing and new side roads

(b) for the Bexley and Greenwich (Bus Stop Clearway) (Abbey Wood Area) Experimental Traffic Order 2019 revoke bus stop clearways on the A20141 Harrow Manorway and introduce replacements (which no longer require Orders.

(c) for the Bexley and Greenwich (Bus Lane) and (Bus Only Routes) (Abbey Wood Area) Experimental Traffic Order 2019 introduce bus lanes on parts of A2041 Harrow Manorway:

(d) for the Bexley and Greenwich (Abbey Wood Station Restricted Parking Zone) Experimental Traffic Order 2019 introduce a Restricted Parking Zone with no waiting and no loading at any time in the Abbey Wood Station area on the following roads or parts of roads –Florence Road, Gayton Road, Wilton Road and part of Felixstowe Road between its junction with Sedgemere Road and Chantry Close. The Restricted Parking Zone allows road markings to be dispensed with, other than marked bays with signs that detail who can park and when they can park. This zone will have limited waiting parking places 7am to 8pm maximum stay 5 minutes, no return for 1 hour provided on Felixstowe Road and Gayton Road; limited waiting parking places 7am to 8pm maximum stay 1 hour, no return for 1 hour provided on Florence Road and on Wilton Road; a shared use bay for loading only, 10am to 4pm maximum stay 30 minutes, no return for 1 hour and limited waiting 7am to 10am and 4pm to 8pm 30 minutes, no return for 1 hour on Felixstowe Road; resident parking only 7am to 8pm on Florence Road; disabled parking place at any time on Felixstowe Road and Wilton Road; disabled parking places 7am to 8pm maximum stay 6 hours, no return for 1 hour on Wilton Road; and taxi only bays at any time on Felixstowe Road and Wilton Road. Bus stop clearways and stands will also be marked.

(e) for the Bexley and Greenwich (Harrow Manorway 20mph and 40mph Speed Limit) Experimental Traffic Order 2019

(i) introduce a 20mph speed limit on:

(a) the A2041 Harrow Manorway from approximately 140 metres south of the Sainsburys roundabout to approximately 190 metres south of its southern junction with the Eastern Way roundabout, including the carriageway of the Lensbury Way and Yarnton Way roundabouts;

(b) part of Eynsham Drive, from its junction with Yarnton Way roundabout; and

(c) part of Harrow Manorway (fronting Nos. 161 to 199), from its junction with the A2014 Harrow Manorway in an easterly direction on both the entry and exit slip roads;

(ii) introduce a 40mph Speed limit on A2041 Harrow Manorway from approximately 190 metres south of its junction with Eastern Way roundabout to its junction with Carlyle Road, including the carriageway of the Eastern Way roundabout.

(iii) amend parts of the Bexley and Greenwich (Speed limits (No.1) Traffic Order 1985 to reflect the above.

(f) (i) for the Bexley and Greenwich (A2041 Harrow Manorway, Abbey Wood) (Red Route) Experimental Traffic Order 2019 introduce a Red Route Clearway with no stopping at any time on the following roads and parts of road; A2041 Harrow Manorway from its junction with the Knee Hill roundabout to its junction with the Lensbury Way roundabout.

(g) for the Bexley and Greenwich (Loading Places) (Abbey Wood Area) Experimental Traffic Order 2019 introduce a Loading Only by Goods vehicles Mon-Sat 8am-6.30pm 30 mins no return within 1 hour on Yarnton Way, north side approximately 55 metres east of the Harrow Manorway roundabout

(h) for the Bexley and Greenwich (Abbey Wood Station) (Parking Places) Experimental Traffic Order 2019 revoke part of the shared use parking place for resident permit holders and payment parking on Sedgemere Road near its junction with Overton Road, east side for provision of a bus stop clearway at this location.

All the above proposals form part of the Abbey Wood Station Revitalisation project which also includes changes to waiting and loading restrictions, changes to parking places, the introduction of a new 20 mph and 40 mph speed limit, provision of with-flow cycle tracks, bus lanes, raised tables, pedestrian crossings, bus stands and bus stop clearways the details of which have been proposed in further public notices published concurrently where necessary.

3) The Orders, which will come into force on the 2nd December 2019 and other documents giving more detailed particulars will be available for inspection during normal office hours at The Contact Centre, Civic Offices, 2 Watling Street Bexleyheath, Kent DA6 7AT. The Orders will have a maximum duration of 18 months.

4) The Council will consider in due course whether the provisions of the Order should be reproduced and continued in force indefinitely by means of an Order under the provisions of section 6 of the Road Traffic Regulation Act, 1984. Anyone wishing to object to the making of an Order made under section 6 of the afore said Act for the purpose of such reproduction and continuation in force may send a statement of their objection and the grounds thereof to the London Borough of Bexley, Services and Programmes, Engineering Services, Civic Offices, 2 Watling Street, Bexleyheath, Kent DA6 7AT or traffic@bexley.gov.uk within 6 months of the date on which this Order comes into force. Any objection may be inspected by other persons who may be affected.

5) Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it has not been made within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made there under have not been complied with in relation to the Order, may make application for the purpose to the High Court within the first six weeks of the date on which it came into force.

6) In pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Deputy Director Public Protection, Housing and Public Realm), or some person authorised by him, if it appears to him or her or that other person essential in the interests of the expeditious, convenient and safe movement of traffic, for providing suitable parking, or for preserving or improving the amenities of the area through which the road affected by these Orders run, may modify or suspend any provision of this Order, save that the effect of any such modification shall not make an addition to it.
