THE KENSINGTON AND CHELSEA (FREE PARKING PLACES, LOADING BAYS AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. *) ORDER 2019 AND THE KENSINGTON AND CHELSEA (CHARGED–FOR PARKING PLACES) (AMENDMENT NO. *) ORDER 2019

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”) propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be:-

(a) on the south-west side of Basing Street, to convert 2 metres (7ft) of residents’ parking outside the flank of No. 45 Lancaster Road, situated in Basing Street to double yellow lines. This area will accommodate an on-street cycle hangar unit;

(b) on the south-west side of Basing Street, to convert 1 metre (3ft) of single yellow line (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) outside the flank of No., 45 Lancaster Road, situated in Basing Street to double yellow lines. This area will accommodate an on-street cycle hangar unit;

(c) on the south-west side of Clarendon Road, to convert 1 metre (3ft) of blue badge disabled bay outside No. 85 Clarendon Road to double yellow lines;

(d) on the south-west side of Clarendon Road, to convert 2 metres (7ft) of single yellow line (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) outside No. 85 Clarendon Road to blue badge disabled bay;

(e) on the south-west side of Clarendon Road, to convert 5 metres (16ft) of single yellow line (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) outside No. 83 Clarendon Road to residents’ parking;

(f) on the west side of Clanricarde Gardens, to convert 5 metres (16ft) of residents’ permit motorcycle bay outside the flank of No. 8 Notting Hill Gate, situated in Clanricarde Gardens to an on-carriageway bicycle stand bay;

(g) on the west side of Cornwall Gardens on the easternmost north to south arm of Cornwall Gardens, junction with Grenville Place, to convert 3 metres (10ft) of residents’ parking to double yellow lines. This area will accommodate an on-street cycle hangar unit;

(h) on the north side of Darfield Way, to convert RBKC Housing residents’ permit holders parking bay No. 6 opposite Nos. 2 and 6 Darfield Way to kerbside build-out with double yellow lines;

(i) on the south-east side of Earl’s Court Square, to convert a four-hour maximum stay pay and display bay opposite Nos. 41 and 43 Earl’s Court Square to an on-carriageway bicycle stand bay;

(j) on the north-east side of Elkstone Road, to convert 3 metres (10ft) of a ten-hour maximum stay pay and display bay outside the flank of No. 1 Edenham Way, situated in Elkstone Road to double yellow lines. This area will accommodate an on-street cycle hangar unit. The remaining two metres (7ft) of the pay and display bay will be redistributed by remarking the remaining pay and display bays to make them slightly larger;

(k) on the north-east side of Elsham Road, to convert two diplomatic parking bays outside the flank of No. 4 Russell Gardens situated in Elsham Road to 11 metres (36ft) of residents’ parking;

(l) on the south-east side of Fernshaw Road, to convert a two-hour maximum stay pay and display bay outside the flank wall of No. 536 King’s Road, situated in Fernshaw Road to personalised disabled bay No. 703. Should the personalised disabled bay no longer be required, it would be converted back to a pay and display bay;

(m) on the north side of Harrington Gardens, to convert a two-hour maximum stay pay and display bay outside No. 2 Harrington Gardens to a visitor motorcycle bay;

(n) on the north side of Kensington Gate, to convert an echelon two-hour maximum stay pay and display bay in Kensington Gate, junction with Palace Gate and opposite the entrance to Canning Place, to 5 metres (16ft) of double yellow lines. This will enable the introduction of a pedestrian dropped kerb at this location;

(o) on the south-east side of Kenway Road, to convert 2 metres (7ft) of residents’ parking outside the rear of No. 17 Hogarth Place, situated in Kenway Road to double yellow lines;

(p) on the south-west side of Ladbroke Grove, to convert 6 metres (20ft) of residents’ parking space outside No. 255 Ladbroke Grove to personalised disabled bay No. 706. Should the personalised disabled bay no longer be required, it would be converted back to residents’ parking;

(q) on the east side of Linden Gardens, to convert 2.5 metres (8ft) of visitor motorcycle bay outside No. 26 Linden Gardens, to double yellow lines;

(r) on both sides of Marloes Road, to convert two 90-degree visitor motorcycle bays outside Nos. 13 and 15 Marloes Road and Nos. 10 and 12 Marloes Road to 45-degree visitor motorcycle bays for a distance of 7 metres (23ft) and 5.5 metres (18ft) respectively;

(s) on the west side of Marloes Road, to convert 3 metres (10ft) of single yellow line (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) outside the flank of No. 2 Stratford Road, situated in Marloes Road to a visitor motorcycle bay;

(t) on the north-west side of McGregor Road, to convert 3 metres (10ft) of residents’ parking outside the flank of No. 28 St Luke’s Road, situated in McGregor Road to double yellow lines. This area will accommodate an on-street cycle hangar unit;

(u) on the south-east side of Nevern Place, to convert 3 metres (10ft) of visitor motorcycle bay outside No. 1 Nevern Place to an on-carriageway bicycle stand bay;

(v) on the north-west side of Nevern Road, to convert a blue badge disabled bay at the cul-de-sac of Nevern Road, parallel to the A4 West Cromwell Road, to residents’ parking;

(w) on the north-east side of Nevern Road, to convert 5.5 metres (18ft) of residents’ parking outside Inkerman House, Nos. 14 to 18 Nevern Road to a blue badge disabled bay;

(x) on the south-west side of Nevern Square, to convert 2 metres (7ft) of single yellow line (hours of control Monday to Saturday 8.30am to 6.30pm) opposite No. 11 Nevern Square to an on-carriageway bicycle stand bay;

(y) on the south-west side of Norburn Street, to convert 3 metres (10ft) of residents’ parking outside the flank of No. 19 St Charles Square, situated in Norburn Street to double yellow lines. This area will accommodate an on-street cycle hangar unit;

(z) on the south-west side of Oakley Street, to convert 6 metres (26ft) of residents’ parking outside Nos. 1 to 136 Pier House, Oakley Street to an electric vehicle rapid charging bay (maximum stay one hour);

(aa) on the south-west side of Oakley Street, to convert 2 metres (7ft) of residents’ parking outside Nos. 1 to 136 Pier House, Oakley Street to double yellow line. The double yellow line is required for a kerb build out which will accommodate the charging unit;

(bb) on the south-west side of Oakley Street, to convert 3 metres (10ft) of residents’ parking outside Nos. 1 to 136 Pier House, Oakley Street to double yellow lines. This area will accommodate an on-street cycle hangar unit;

(cc) on the north-east side of Onslow Gardens, to convert 19 metres (62ft) of single yellow line (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) outside Nos. 42-44 Onslow Gardens to residents’ parking;

(dd) on the north-west side of Orchard Close, to convert 5.5 metres (18ft) of residents’ parking outside Nos. 17-20 Orchard Close to personalised disabled bay No. 708;

(ee) on the north-west side of Oxford Gardens, to convert 3 metres (10ft) of a four-hour maximum stay pay and display bay outside the flank of No. 195 Ladbroke Grove, situated in Oxford Gardens, to double yellow lines. This area will accommodate an on-street cycle hangar unit. The remaining two metres (7ft) of the pay and display bay will be redistributed by remarking the remaining pay and display bays to make them slightly larger;

(ff) on the south-east side of Oxford Gardens, to convert 3 metres (10ft) of residents’ parking outside No. 93 Oxford Gardens to double yellow lines. This area will accommodate an on-street cycle hangar unit;

(gg) on the north-east side of Palace Gate, to convert 5.5 metres (18ft) of residents’ parking opposite Nos. 33 to 37 Palace Gate to a two-hour maximum stay pay and display bay in compensation for the loss of the pay and display bay in Kensington Gate in (n) above;

(hh) on the north side of Pavilion Street, to convert 6 metres (20ft) of single yellow line (hours of control Monday to Saturday 8.30am to 6.30pm) outside the flank of No. 75 Sloane Street, situated in Pavilion Street, to a taxi rank to operate Monday to Sunday at all times;

(ii) on the south-east side of Peel Street, to convert 5.5 metres (18ft) of residents’ parking space outside No. 47 to No. 49 Peel Street to personalised disabled bay No. 704. Should the personalised disabled bay no longer be required, it would be converted back to residents’ parking;

(jj) on the north-east side of Portobello Road, to convert 5 metres (16ft) of residents’ parking outside No. 74 Clarendon Road to zone hours single yellow line (Monday to Friday 8.30am to 6.30pm Monday to Friday and Saturday 8.30am to 1.30pm);

(kk) on the north-east side of Pottery Lane, to convert 5 metres (16ft) of residents’ parking space outside St. Francis of Assisi Church in Pottery Lane to single yellow line (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm);

(ll) on the south side of Queen’s Gate Terrace, to convert a visitor motorcycle bay outside No. 11 Queen’s Gate Terrace to 6 metres (20ft) of residents’ parking;

(mm) on the central island of Queen’s Gate Terrace, to convert 6 metres (20ft) of residents’ parking opposite the flanks of Nos. 26 and 27 Queen’s Gate, situated in Queen’s Gate Terrace, to a visitor motorcycle bay;

(nn) on the north side of Queensdale Road, to convert a visitor motorcycle bay outside the flank of No. 12 St Ann’s Villas, situated in Queensdale Road to 5 metres (16ft) of double yellow lines;

(oo) on the north side of Queensdale Road, to convert 5 metres (16ft) of residents’ parking outside the flank of No. 12 St Ann’s Villas, situated in Queensdale Road to a visitor motorcycle bay;

(pp) on the west side of Queen’s Gate Gardens, to convert 5 metres (16ft) of residents’ parking opposite No. 24 Queen’s Gate Gardens to an on-carriageway bicycle stand bay;

(qq) on the north-west side of Russell Gardens, to convert a four-hour maximum stay pay and display bay outside No. 1 Russell Gardens to an electric vehicle rapid charging bay (maximum stay one hour);

(rr) on the south-west side of Russell Road, to convert one 90-degree echelon residents’ parking bay outside Ashmore House, Russell to double yellow lines Road. This area will accommodate an on-street cycle hangar unit;

(ss) on the south-west side of St Luke’s Road, to convert 6 metres (20ft) of residents’ parking outside No. 42 St Luke’s Road to personalised disabled bay No. 705. Should the personalised disabled bay no longer be required, it would be converted back to residents’ parking;

(tt) on the south-east side of St John’s Gardens, to convert 6 metres (20ft) of residents’ parking opposite No. 3 Lansdowne Crescent, situated in St John’s Gardens, to a blue badge disabled bay;

(uu) on the south-west side of St Mark’s Road, to convert 5 metres (16ft) of residents’ parking north-west of the vehicular entrance to The Westway Centre at No. 69 St Mark’s Road to double yellow lines;

(vv) on the north side of Stanhope Gardens, to convert a visitor motorcycle bay situated opposite Nos. 29 and 30 Stanhope Gardens to a two-hour maximum stay pay and display bay;

(ww) on the south side of Stanhope Gardens, to convert 10 metres (33ft) of single yellow line (hours of control Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) with no loading restrictions (Monday to Friday 8.30am to 10am and 4.30pm to 6.30pm and Saturday 8.30am to 10am) outside Nos. 42 and 43 Stanhope Gardens to residents’ parking;

(xx) on the north-west side of Stratford Road, to convert a four-hour maximum stay pay and display bay outside the flank of No. 95 Earl’s Court Road, situated in Stratford Road to a visitor motorcycle bay;

(yy) on the south side of Symons Street, to convert 6 metres (20ft) of two-hour maximum stay pay and display bays opposite the rear of No. 21 Cadogan Gardens, situated in Symons Street to an electric vehicle rapid charging bay (maximum stay one hour);

(zz) on the south side of Symons Street, to convert 4 metres (13ft) of two-hour maximum stay pay and display bay opposite the rear of No. 21 Cadogan Gardens, situated in Symons Street to visitor motorcycle bay;

(aaa) on the south-east side of Talbot Road, to convert 3 metres (10ft) of on-carriageway bicycle stand bay to double yellow lines outside the flank of No. 26 Colville Square, situated in Talbot Road. This area will accommodate an on-street cycle hangar unit;

(bbb) on the south-east side of Talbot Road, to convert 2 metres (7ft) of on-carriageway bicycle stand bay to single yellow lines outside the flank of No. 26 Colville Square, situated in Talbot Road;

(ccc) on the south-west side of The Little Boltons, to convert 4 metres (13ft) of residents’ parking outside No. 1 The Little Boltons to double yellow lines;

(ddd) on the south-west side of The Little Boltons, to convert 4 metres (13ft) of single yellow line (hours of control Monday to Saturday 8.30am to 6.30pm) outside No.1 The Little Boltons and the flank of No. 18 Tregunter Road, situated in The Little Boltons to double yellow lines;

(eee) on the south-west side of The Little Boltons, to convert 2 metres (7ft) of single yellow line (hours of control Monday to Saturday 8.30am to 6.30pm) outside flank of No. 18 Tregunter Road, situated in The Little Boltons to residents’ parking;

(iii) on the east side of Walmer Road, to convert 10 metres (33ft) of residents’ parking outside the pedestrian entrance to Portland Road to double yellow lines;

(jjj) on the west side of Walmer Road, to convert 5 metres of residents’ parking opposite No. 269 Walmer Road, to double yellow lines;

(kkk) on the west side of Walmer Road, to convert 3 pay and display bays (four-hour maximum stay) opposite Nos. 273 and 275 Walmer Road and opposite the pedestrian entrance to Portland Road to double yellow lines;

(lll) on the north-east side of Warwick Road, to convert two four-hour maximum stay pay and display bays outside Durrels House, Warwick Road to residents’ parking;

(mmm) on the north-east side of Warwick Road, to convert 10 metres (33ft) of residents’ parking outside Durrels House, Warwick Road to underlying At Any Time waiting and loading restrictions to enable the introduction of a pedestrian crossing;

ii. on the south-west side of Beaufort Street, for 72 metres (236ft) between the junctions of the north and south arms of Chelsea Park Gardens;

iii. on the south-east side of Chepstow Villas, for 10 metres (33ft) outside No. 33 Chepstow Villas;

iv. on the north-east side of Clarendon Road/Portland Road, for 21 metres (46ft) outside No. 87 Clarendon Road and the flank of No. 87 Clarendon Road, situated in Portland Road;

v. on the south-eastern side of the Clarendon Road/Portland Road junction, for 14 metres (46ft) outside No. 85 Clarendon Road and the flank of No. 85 Clarendon Road, situated in Portland Road;

vi. on the north-west side of Fulham Road, for 7 metres (23ft) outside No. 340 Fulham Road;

vii. on the south-western side of the Holland Park/Holland Park Avenue junction, for 24 metres (79ft) outside No. 81 Holland Park and the flank of No. 81 Holland Park, situated in Holland Park Avenue;

viii. on the south-west side of Hollywood Road, for 12 metres (39ft) and 8 metres (26ft) outside the vehicular entrance and exit respectively to Clifton Gate in Hollywood Road;

ix. on the south-east side of King’s Road, for 12.5 metres (41ft) outside Nos. 285 to 289 King’s Road;

x. on the east side of Lucerne Mews, for 9 metres (30ft) from its junction with Kensington Mall;

xi. on the west side of Lucerne Mews, for 13 metres (43ft) from its junction with Kensington Mall;

xii. on the south-west side of Pont Street, for 15 metres (49ft) outside Nos. 71 and 73 Pont Street;

xiii. on the south-west side of Portobello Road, for 102 metres (335ft) opposite Nos. 42 to 78 Portobello Road;

xiv. on the both sides of St Mark’s Grove, for a total of 69 metres in St. Mark’s Grove;

xv. on the south side of Stanhope Gardens, for 27 metres (89ft) outside Nos. 43 to 45 Stanhope Gardens and the flank of No. 119 Gloucester Road, situated in Stanhope Gardens, to double yellow lines. The no loading restrictions (Monday to Friday 8.30am to 10am and 4.30pm to 6.30pm and Saturday 8.30am to 10am) remain unaffected;

xvi. on the east side of Walmer Road, for 20 metres (66ft) outside Nos. 269 and 275 Walmer Road;

xvii. on the west side of Walmer Road, for 7.5 metres (25ft) opposite Nos. 269 and 275 Walmer Road;

xviii. on the north-west side of Walton Street, for 21 metres (69ft) outside Nos. 34 to 38 Walton Street;

xix. on the south-east side of Walton Street, for 12 metres (39ft) outside the flank of No. 66 Pont Street, situated in Walton Street; and

(ttt) to modify the traffic order definitions of certain other parking places and waiting restrictions so they better reflect what is currently on the ground (there would be no change to the way restrictions and parking places currently operate).

3. A copy of each of the proposed Orders and other documents giving more detailed particulars of the proposed Orders can be inspected at the Town Hall, Hornton Street, London W8 7NX during normal office hours on Mondays to Fridays inclusive.

4. Anyone wishing to object to any of the proposals or make any other representations in respect of them, should send a statement in writing to that effect, and in the case of an objection, stating the grounds thereof to the Council in this matter to Traffic Orders, Room 308, Council Offices, The Royal Borough of Kensington and Chelsea, 37 Pembroke Road, London, W8 6PW or email trafficorders@rbkc.gov.uk, quoting reference RBKC/TMO/Oct19Misc by 8 November 2019.

5. Under the Local Government (Access to Information) Act 1985, any letter you write to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.
