Notice is hereby given that Public Local Inquires in connection with the Orders mentioned below will be held by an Inspector appointed for the purpose by the Secretary of State for Transport beginning at 10.00 am on 1 October 2019 at Mercure Dartford Brands Hatch Hotel, Longfield, Kent DA3 8PE to hear representations from remaining objectors (as defined in the Compulsory Purchase (Inquiries Procedure) Rules 2007) and statutory objectors (as defined in the Highways (Inquiries Procedure) Rules 1994), from any other persons having an interest in the land the subject of the Compulsory Purchase Order and, at his discretion, to hear representations from any other persons who may desire to appear and be heard.

The Orders have been drafted/made by Highways England under the above-mentioned Acts and submitted to the Secretary of State for Transport for making/confirmation and are:-

(1) THE A2 TRUNK ROAD (BEAN AND EBBSFLEET JUNCTION IMPROVEMENTS) (SLIP ROADS AND ROUNDABOUTS) ORDER 20.. This is an Order under Sections 10 and 41 of the Highways Act 1980.

(2) THE HIGHWAYS ENGLAND (A2 TRUNK ROAD BEAN AND EBBSFLEET JUNCTION IMPROVEMENTS) (SIDE ROADS) ORDER 2019. This is an Order under Sections 14 and 125 of the Highways Act 1980.

(3) THE HIGHWAYS ENGLAND (A2 TRUNK ROAD BEAN AND EBBSFLEET JUNCTION IMPROVEMENTS) COMPULSORY PURCHASE ORDER 2019. This is an Order under Sections 239, 240, 250 and 246 of the Highways Act 1980, and under Section 2 of the Acquisition of Land Act 1981.

These Orders relate to the proposed improvements to the A2 Trunk Road at the Bean and Ebbsfleet junctions in the Parishes of Bean, Southfleet, Stone, Swanscombe & Greenhithe and Gravesend Northfleet in the Districts of Dartford and Gravesham in the County of Kent.

Copies of the above-mentioned Orders and the plans referred to therein may be inspected on the Highways England website at www.highwaysengland.co.uk/projects/a2-bean-and-ebbsfleet-junction-improvements/ and have been deposited and may be seen at all reasonable hours free of charge at the offices of:

a) Highways England, Bridge House, 1 Walnut Tree Close, Guildford, Surrey GU1 4LZ;

b) Dartford Borough Council, Civic Centre, Home Gardens, Dartford, DA1 1DR (Monday-Thursday 8.45am to 5.15pm, Friday 8.45am to 4.45pm);

c) Swanscombe & Greenhithe Town Council, The Groves, Swanscombe, DA10 0GA (Monday, Tuesday, Thursday & Friday 9.30am to 4.00pm, Wednesday by appointment only);

Copies of any proofs of evidence, sent to or by the promoting authority are also available for inspection, at the offices of Dartford Borough Council at the address at b) above from 10 September 2019.

Proceedings on the above-mentioned Orders are being taken concurrently by virtue of Section 257 of the Highways Act 1980.

The Secretary of State for Transport hereby directs that any person who intends to submit at the Inquiries that any highway or proposed highway to which the Orders or either of them relate should follow an alternative route, or that, instead of improving, diverting or altering a highway to which the Orders or either of them relate, a new highway should be constructed on a particular route, shall send to him at Department for Transport, National Transport Casework Team, Tyneside House, Skinnerburn Road, Newcastle upon Tyne NE4 7AR, not later than 27 August 2019, sufficient information about the alternative route or the route of the new highway, as the case may be, to enable it to be identified. Failure to comply with this direction will entitle the Secretary of State and the person holding the Inquiries to disregard so much of any objection as consists of such a submission.
