THE MARINE WORKS (ENVIRONMENTAL IMPACT ASSESSMENT) (SCOTLAND) REGULATIONS 2017 (AS AMENDED)
Notice is hereby given that Comhairle nan Eilean Siar (“CnES”), at Sandwick Road, Stornoway, Isle of Lewis, HS1 2BW, have applied to the Scottish Ministers for marine licences under section 20 of the Marine (Scotland) Act 2010 to construct and dredge for upgrades to the Lochmaddy Ferry Terminal at Lochmaddy, North Uist (latitude and longitude co-ordinates):

The proposed works are subject to an environmental impact assessment under The Marine Works (Environmental Impact Assessment) (Scotland) Regulations 2017 (as amended) (“the EIA Regulations”).
Copies of the applications including plans showing the location, together with a copy of the Environmental Impact Assessment report (“EIA report”) discussing CnES’s proposed works in more detail and presenting an analysis of the environmental implications, are available for inspection, free of charge at: The Ferry Terminal, Lochmaddy, North Uist, HS6 5AD during the following hours:
- Monday, Wednesday, Friday - 9:00 a.m. - 5:00 p.m.
- Tuesday, Thursday - 6:30 a.m. - 5:00 p.m.
- Saturday - 6:30 a.m. - 4:45 p.m.
- Sunday - 9.30 a.m. - 12:00 p.m. and 3.00 p.m. - 5.00 p.m.
The EIA Report can also be viewed online at http://marine.gov.scot/ml/lochmaddy-ferry-terminal-development and http://www.cmassets.co.uk/project/skye-triangle-infrastructure-works/ Copies of the EIA report may also be obtained from Affric Limited (tel: 01808 521498) at a charge of £100 hard copy (including post and packaging) and free on CD from Affric or the Lochmaddy Ferry Terminal. Copies of a short non-technical summary are available free of charge.
Any representations should be made in writing to the consenting authority by email to: ms.marinelicensing@gov.scot or by post to The Scottish Government, Marine Scotland Licensing Operations Team, Marine Laboratory, 375 Victoria Road, Aberdeen, AB11 9DB, identifying the proposed works and specifying grounds for objection or support, not later than the 24th of June 2019. The Scottish Ministers may consider representations received after this date. Representations should be dated and clearly state the name (in block capitals) and the full return email or postal address of those making the representation.
Subsequent submission by CnES of additional information to the Scottish Ministers will be publicised in a similar manner to the current application including publication on the above websites. Representations relative to additional information should be made on the same basis as detailed above.
Having considered an application for a marine licence under section 20 of the Marine (Scotland) Act 2010 and the EIA Regulations the Scottish Ministers may:-
- grant a marine licence/s with or without conditions attached; or
- refuse the application/s.
Fair Processing Notice
The Scottish Government’s Marine Scotland Licensing Operations Team (“MS-LOT”) processes applications under the Marine (Scotland) Act 2010. During the consultation process written representations can be sent to the Scottish Ministers.
Should the Scottish Ministers call a Public Local Inquiry (“PLI”) copies of representations will be sent to the Directorate of Planning and Environmental Appeals for the Reporter to consider during the inquiry. These representations will be posted on their website but will not publish your personal data (e.g. your name and address) as this is removed beforehand in compliance with the Data Protection Act 2018.
You can choose to mark your representation as confidential, in which case it will only be considered by the Scottish Ministers and will not be shared with the planning authority, the applicant, the Reporter (should a PLI be called) or any other third party.
