A1 JUNCTIONS PHASE 2 ROAD IMPROVEMENT SCHEME

ENVIRONMENTAL IMPACT ASSESSMENT: NOTICE OF PUBLICATION

The Department for Infrastructure hereby gives notice in accordance with Article 67A(3) and (9) of the 1993 Order that it has prepared an Environmental Impact Assessment Report on the effects of the proposed construction of the A1 Junctions Phase 2 Road Improvement Scheme.

The general effect of the project will be the construction of improvement works along 25.2 kilometres of the A1 dual carriageway between the Hillsborough Roundabout and Loughbrickland, which forms part of the Trunk Road T4 (A1).

The aim of the project is to improve conditions for road users by improving safety and improving the reliability of journey times for vehicular travellers. In addition to earthworks and drainage, landscaping will be carried out to improve the appearance of the road and lessen the visual impact of the proposed project.

Trunk Road Order

The Trunk Road T4 (Loughbrickland to Hillsborough) Order (Northern Ireland) 2019

The Department for Infrastructure hereby gives notice in accordance with the provisions of Schedule 8 to the Roads (Northern Ireland) Order 1993 that it proposes to make an Order under Articles 14(1) and 68(1), (3) and (5) of that Order.

The proposed Order will provide that 10353 metres of new road described in Part I of the Schedule, shall become trunk road and be part of the Belfast- Newry-Land Frontier T4.

The Order also provides for the stopping-up of certain junctions, the stopping-up of certain roads to road traffic and the stopping-up of certain roads to motor vehicles as set out in parts II to IV of the schedule and to the abandonment of roads as per part V of the Schedule.

Stopping-Up Order

The Private Accesses On The Trunk Road T4 (The A1 Junctions Phase 2 – Loughbrickland To Hillsborough) (Stopping Up) Order (Northern Ireland) 2019

The Department for Infrastructure (DfI) gives notice of its intention to make an Order under Article 69 of the Roads (Northern Ireland) Order 1993 (“the 1993 Order”) the effect of which would be to stop-up to road traffic the following private accesses for which alternative access will be provided:-

• A1 Banbridge Road, Balleny, Dromore – access to agricultural lands on west side, 267 metres south of its existing junction with Mackey’s Lane; access to agricultural lands on west side, 200 metres south of its existing junction with Mackey’s Lane; access to agricultural lands on west side, 110 metres south of its existing junction with Mackey’s Lane; 2 accesses to No. 151 Banbridge Road;

• A1 Dromore Road, Tullyhinan, Banbridge – access to No. 109 Dromore Road; access to No. 117 Dromore Road; access to commercial lands, No. 117a Dromore Road; access to No. 135 Dromore Road;

• A1 Dromore Road, Tullyrain, Banbridge – access to agricultural lands on north side, 141 metres west of its existing junction with Waringsford Road; access to commercial lands, No. 122 Dromore Road; private access, Spratt’s Turn on north side, 102 metres west of its existing junction with Waringsford Road;

• Connellystown Road, Ballynaris, Dromore – access to agricultural lands on north side, 25 metres north of its existing junction with the A1 Dromore By-pass;

• Dromara Road, Ballykeel Artifinny, Hillsborough – access to agricultural lands on south side, 34 metres west of its existing junction with Dromore Road;

• Glen Road, Ballykeel Artifinny, Hillsborough – access to agricultural lands on north side, 22 metres north-west of its existing junction with the A1 Hillsborough Road;

• Gowdystown Road, Lisnaward, Banbridge – access to No. 131 Halfway Road;

• Gowdystown Road, Balleny, Banbridge – access to No. 13 Gowdystown Road;

• Grove Road, Ballymacormick, Dromore – access to agricultural lands on south side, 26 metres south-east of its existing junction with the A1 Hillsborough Road;

• Halfway Road, Drumneth, Banbridge – access to agricultural lands on south side, 32 metres south-west of its existing junction with Skeltons Road;

• Listullycurran Road, Listullycurran, Dromore – access to No. 6 Listullycurran Road; and

• Quarry Road, Tullyrain, Banbridge – access to commercial lands, No. 122 Dromore Road.

and the following private accesses for which no alternative access will be provided:-

• A1 Banbridge Road, Balleny, Dromore – access to agricultural lands on west side, 195 metres north of its existing junction with Mackey’s Lane;

• A1 Dromore Road, Tullyhinan, Banbridge – access to agricultural lands on north-west side, 194 metres north-east of its existing junction with Waringsford Road;

• A1 Halfway Road. Drumneth, Banbridge – access to agricultural lands on north-west side, 101 metres south-west of its existing junction with Halfway Road; and

• Banbridge Road, Drumnahare, Loughbrickland – access to agricultural lands on north side, 13 metres east of its existing junction with the A1 Newry Road.

Articles 19 and 69(7) of the 1993 Order provide that where access to any land has been stopped-up in pursuance of an order made under Article 69 and any person has suffered damage in consequence thereof by the depreciation of any estate in the land to which he is entitled or by being disturbed in his enjoyment of the land, he shall be entitled to recover from the Department compensation in respect of that damage.

Notice Of Intention To Make A Vesting Order

The Department for Infrastructure proposes to make an order vesting certain lands in the townlands of Backnamullagh, Balleny, Ballydown, Ballykeel Artifinny, Ballymacormick, Ballymaganlis, Ballymoney, Ballynaris, Ballyvally, Coolnacran, Culcavy, Drumatihugh (Hillsborough), Drumnahare, Drumneth, Edenordinary, Hillsborough, Lisnaward, Listullycurran, Magherabeg, Quilly, Tullyear, Tullyhinan and Tullyrain, County Down in the Department under the Local Government Act (Northern Ireland) 1972 and The Roads (Northern Ireland) Order 1993.

The Department proposes to acquire the lands for the construction of improvement works along 25.2 kilometres of A1 dual carriageway between Hillsborough Roundabout and Loughbrickland, which forms part of the Trunk Road T4 (A1).

Habitats Regulations Assessments:

A5 Western Transport Corridor (A5WTC)

The EC Habitats Directive (Council Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora) establishes the requirement for an assessment of potential impacts upon Natura 2000 sites in Article 6(3) and 6(4). The Habitats Directive was implemented in Northern Ireland by the Conservation (Natural Habitats, etc.) Regulations (Northern Ireland) 1995 (as amended).

In exercising its functions under this legislation, and following on from consultation exercises carried out during 2014 and 2017, the Department hereby now seeks the opinion of the general public on four updated draft reports prepared to inform appropriate assessment on the following Natura 2000 sites:-

A5 Western Transport Corridor (A5WTC)

Environmental Statement Addendum: Notice Of Publication

The consultation period on the Environmental Statement (ES 2016) for the A5WTC scheme closed on 4th April 2016 and a subsequent consultation on a revised Non-Technical Summary closed on 2nd June 2016.

The Department has now updated the ES 2016 with an Environmental Statement Addendum (ESA 2019) and accompanying Non-Technical Summary (NTS Rev’B). The ESA 2019 should be read in conjunction with the ES 2016 as it provides additional information to update that document.

The Department for Infrastructure hereby gives notice, in accordance with Article 67A(3) and (9) of the Roads NI Order 1993, that it has prepared an ESA 2019 and NTS Rev’B on the effects of the proposed construction and operation of the A5 Western Transport Corridor dual carriageway scheme. The general effect of the project will be to construct 85 kilometres of new trunk road from just south of Londonderry at New Buildings, passing through Strabane and close to Newtownstewart, Omagh, Ballygawley and Aughnacloy.

The Environmental reports (ESA 2019 and NTS Rev’B) may be inspected by any person, free of charge, at all reasonable hours during the period from 26th March 2019 to 17th May 2019 at the Department for Infrastructure offices of:
