THE MERTON (PRESCRIBED ROUTE) (MELROSE AVENUE) TRAFFIC ORDER 201*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the ‘Parking Places’ Order would be to further amend the Merton (Parking Places) (Wimbledon Park) (No. 2) Traffic Order 2012 so as to alter the layout of the parking places in Melrose Avenue, the south-west side, between Stroud Road and Arthur Road so that the existing parking places would be:-

(a) adjacent to the south-west kerb-line of Melrose Avenue;

(b) lengthened by a total of 13 additional metres.

3. The general effect of the ‘Waiting and Loading’ Order would be to further amend the London Borough of Merton (Waiting and Loading Restriction) (Wimbledon Park) (No. 4) Traffic Order 2009 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for twenty minutes) would be prohibited at ‘any time’ in Melrose Avenue, the south-west side, from a point 27 metres north-west of the north-western kerb-line of Arthur Road to a point 1 metre north-west of the south-eastern building wall of No. 1 Melrose Avenue.

4. The general effect of the ‘Prescribed Route’ Order would be to:-

(a) revoke the traffic management orders in the Schedule to this notice, and

(b) re-introduce their provisions with amendments to facilitate the proposed change in road layout so that the contraflow cycle lane extends from the north-western kerb-line of Arthur Road north-westward for a distance of 27 metres, north-west of which cycles would be expected to proceed north-westbound on the offside of the parking bays on the south-west side of Melrose Avenue.

5. NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Merton, under powers conferred by section 90A-F of the Highways Act 1980 and after consultation with the Commissioner of Police of the Metropolis, intend to introduce a raised table 75mm high with a 1:20 gradient across the full width of Melrose Avenue, Wimbledon Park, from the north-western kerb-line Ryfold Road north-westward for a distance of 6.2 metres.

6. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders and the proposed raised table, including a plan which indicates the lengths of road to which the Orders and the proposed raised table relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

7. Any person desiring to make representations or to object to the proposed Orders or to the proposed raised table should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference MELROSE AVENUE CYCLE LANE, no later than 22 March 2019.
