THE NEWHAM (CYCLE LANES) (NO. ) TRAFFIC ORDER 2019

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham proposes to make the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Parking Places Order would be to:

a) shorten the lengths of the existing (permit holder and 4 hour short stay) parking places on the north side of Capel Road between Woodford Road and Cranmer Road to facilitate the proposed installation of two traffic islands to create a landing area for pedestrians crossing Capel Road and also to accommodate cycle parking; and

b) introduce ‘permit holders parking only past this point’ in the parking area outside Capel Point, Capel Road for Forest Gate Residential Parking Zone (RPZ) permit holders only during the RPZ operational hours of 8am to 6.30pm on Mondays to Saturdays.

3. The general effect of the Waiting and Loading Restriction Order would be to extend the lengths of existing “at any time” waiting restrictions on the north side of Capel Road between Woodford Road and Cranmer Road to facilitate the proposed installation of traffic islands, a cycle lane and a parallel crossing.

4. The general effect of the Cycle Lane Order would be to provide a light segregated two-way working cycle lane on the north side of Capel Road between Woodford Road and Cranmer Road for use by pedal cycles only.

5. NOTICE IS ALSO HEREBY GIVEN under Section 23 of the Road Traffic Regulation Act 1984 that the Council of the London Borough of Newham proposes to install a parallel (zebra pedestrian and adjacent pedal cycle) crossing in Capel Road between its junctions with Chestnut Avenue and Cranmer Road with controlled areas on either side where stopping by vehicles would be prohibited.

6. NOTICE IS ALSO HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90A-90F), the Council of the London Borough of Newham proposes to replace existing concrete road humps with sinusoidal asphalt road humps at various locations in Capel Road as shown in the schedule to this Notice.

The sinusoidal road humps would be constructed and deployed in accordance with the Highways (Road Humps) Regulations 1999. The sinusoidal road humps would be no more than 100 mm in height, with a length of 3.7 metres.

7. NOTCE IS ALSO HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90G-90I) the Council of the London Borough of Newham proposes to construct the following traffic calming measures:-

a) two traffic islands on the north side of Capel Road at its junctions with Chestnut Avenue and Cranmer Road (to reduce the existing wider section of Capel Road to facilitate safer crossing for pedestrians and cycle parking); (i) between a point 8.5 metres east of a point opposite the eastern boundary of No. 35a Capel Road and a point 1.6 metres west of the western kerb-line of Cranmer Road; and (ii) between a point 1.2 metres east of the western kerb-line of Cranmer Road and a point 2.4 metres west of the common boundary of Nos. 37 and 38 Capel Road; and

b) kerb build-outs on both sides of Chestnut Avenue between the southern kerb-line of Capel Road and a point 7.6 metres on the south-east side and a point 13 metres on the north-west side.

8. Copies of the proposed Orders, together with documents giving more detailed particulars of the Orders, parallel crossing, road humps and traffic calming, can be inspected from 9am to 5pm on Monday to Friday at Newham Dockside, 1000 Dockside Road E16 2QU until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

Any objections and other representations relating to any of the proposed Orders or to the proposals for road humps, traffic calming and the parallel crossing must be made in writing by 27 February 2019. All objections must specify the grounds on which they are made.
