NOTICE OF PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER FOR THE VPI IMMINGHAM OCGT PROJECT

1. Notice is hereby given that VPI Immingham B Limited intends to submit an application (‘the Proposed Application’) to the Secretary of State for Business, Energy and Industrial Strategy for a Development Consent Order (‘DCO’) under Section 37 of the Planning Act 2008 (the ‘2008 Act’) to authorise the construction, operation and maintenance of a new Open Cycle Gas Turbine (‘OCGT’) power station with a capacity of up to 299 megawatts (‘MW’) gross output and associated development (together the ‘Project’).

2. The Site for the Project (the ‘Project Site’) would be located on land adjacent to Rosper Road, immediately to the north of the existing VPI Immingham Combined Heat and Power (‘CHP’) Plant (the ‘Existing Power Station’), at grid reference TA 15946 15333. The Site extends to approximately 14.9 hectares (ha) (excluding the existing pipeline).

3. The Project Site also includes an existing gas pipeline that runs from the Existing Power Station to the National Transmission System (‘NTS’) for gas (No. 9 Feeder pipeline) to the west of South Killingholme. Additional land for the new connections and existing gas pipeline is also required as described above.

4. The proposed DCO would, amongst other matters, authorise the construction, operation and maintenance of:

4.1 a single OCGT unit comprising a gas turbine, electrical generator, a stack and main transformer;

4.2 a switchyard, associated switch gear and ancillary equipment;

4.3 a gas receiving area, gas treatment control facilities, gas reception building and a new gas pipeline to a new Above Ground Installation, at a point on the existing gas pipeline which runs from the NTS (No. 9 Feeder pipeline) to the Existing Power Station;

4.4 an electrical connection with a potential upgrade of switchgear or other existing equipment;

4.5 towns water supplies and pipelines;

4.6 auxiliary generator and liquid fuel tank for emergency electrical supplies;

4.7 lubricating oil, hydraulic oil and chemical storage tanks and equipment;

4.8 workshops and stores;

4.9 electrical, control, administration and welfare buildings;

4.10 above ground raw water and fire water storage tanks;

4.11 storm water attenuation system or similar;

4.12 internal access roads and car parking;

4.13 landscaping and fencing;

4.14 auxiliary cooling equipment/ system and cooling water supply; and

4.15 other infrastructure and auxiliaries/services.

5. The Project is classified under Schedule 2, Paragraph 3 of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017 (as amended) (the ‘EIA Regulations’) and so is not automatically categorised as EIA (‘Environmental Impact Assessment’) development. VPIB has however notified the SoS under Regulation 8 of the EIA Regulations that it proposes to provide an Environmental Statement and thus the Project is EIA development.

6. The proposed DCO would also seek, if required, the compulsory acquisition of land and/or rights in land required for the Project and the temporary occupation of land for the Project

. 7. Other powers that the DCO would seek, if found to be required, include the extinguishment and/or overriding of easements and other rights over or affecting land required for the Project; the application and/or disapplication of legislation relevant to the Project; tree and hedgerow removal; the temporary stopping up of public footpaths during construction works; the permanent and temporary changes to the highway network for and in the vicinity of the Project Site, and such ancillary, incidental and consequential works, provisions, permits, consents, waivers or releases as are necessary and convenient for the successful construction, operation and maintenance of the Project.

8. Information so far compiled about the Project’s environmental impacts is contained in a Preliminary Environmental Information Report (‘PEIR’). This document and other documents relating to the Project, including plans and maps showing the nature and location of the Project (‘the consultation documents’), are available to view or download free of charge from the Project website: https://www.vpi-ocgt.com/ and for inspection free of charge from 23 October to 3 December 2018 at the following locations during the hours set out (opening hours may be subject to change):
