1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (‘the Council’) proposes to make the above-mentioned Orders under sections 6, 45, 46, 49, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be:-

(a) in ANGEL LANE E15:

(i) to revoke the existing compulsory left turn for south-eastbound vehicles at its junction with Great Eastern Road; and

(ii) to update existing ‘at any time’ waiting and loading restrictions to reflect the new carriageway and footway layout;

(b) in BROADWAY E15 (the main arm):

(i) to remove the existing north-eastbound segregated bus, taxi and cycle lane located on the north-west side between its junction with High Street, Stratford and a point opposite its junction with Tramway Avenue and West Ham Lane, the cycle facility of which would be re-provided on the footway as a cycle track - see item 3 following;

(ii) to remove the existing one-way south-westbound traffic working between its junctions with The Grove and Romford Road and its junction with High Street, Stratford and re-instate two-way traffic working;

(iii) to prohibit north-eastbound vehicles, except buses, pedal cycles and taxis, from turning right into Tramway Avenue;

(iv) to provide a new north-eastbound cycle lane which would operate at any time, 3 metres in width and segregated from the adjoining carriageway by a raised kerb, on the north-west side between the common boundary of Nos. 48 and 50 Broadway and a point 15 metres south-west of the western kerb-line of The Grove;

(v) to prohibit north-eastbound vehicles from turning left into The Grove;

(vi) to remove the existing taxi rank currently located at the entrance to the Stratford Centre (on an area which is to become footway) and re-provide as a new taxi stopping area on which stopping by all vehicles except taxis would be prohibited at any time, on the north-west side between a point 1.5 metres north-east of the common boundary of Nos. 38 and 40 Broadway and a point 14 metres south-west of the south-western wall of No. 46 Broadway;

(vii) to provide a new south-westbound cycle lane which would operate at any time, 2 metres in width and segregated from the adjoining carriageway by a raised kerb, on the south-east side between a point 2 metres north-east of the north-eastern wall of No. 65 Broadway and a point 2 metres north-east of the south-western wall of No. 63 Broadway;

(viii) to remove part of the existing south-westbound cycle lane (Cycle Superhighway ‘CS2’) on the south-east side between a point 2 metres north-east of the south-western wall of No. 63 Broadway and a point 2 metres north-east of the south-western wall of No. 13 Broadway, which would be re-provided on the footway as a cycle track - see item 3 following;

(ix) to provide a new south-westbound cycle lane which would operate at any time, 3 metres in width and segregated from the adjoining carriageway by a raised kerb on the south-east side between a point 2 metres north-east of the south-western wall of No. 13 Broadway and its junction with High Street, Stratford (where it would become contiguous with the existing ‘CS2’ segregated cycle lane);

(x) to provide two new free solo motor cycle parking places, each 5 metres in length and located wholly on the footway parallel to the kerb:- (A) on the south-east side outside No. 61 Broadway, and (B) on the south-east side outside No. 29 Broadway, in both of which solo motor cycles may be left without time limit at any time;

(xi) to remove the existing ‘shared-use’ parking place located in the arm of Broadway fronting Nos. 37-63 Broadway (which is to become footway) and re-provide wholly on the south-eastern footway parallel to the kerb outside Nos. 57 and 59 Broadway, for the use between the hours of 8 am and 6.30 pm on Monday to Saturday or 8 am and 9 pm on Event Days of either: vehicles granted a ‘S’ permit, which may be left without time limit; or vehicles which have paid the parking charge (via ‘Pay by phone’), which may be left for a maximum stay of 2 hours, provided no vehicle may return to that parking place within 1 hour;

(xii) to: (A) provide a new loading bay, 18 metres in length and located wholly on the south-eastern footway parallel to the kerb outside Nos. 41-45 Broadway; and (B) remove and re-provide a loading bay, 22 metres in length and located wholly on the south-eastern footway parallel to the kerb outside Nos. 21-27 Broadway; in both of which attended vehicles may load and unload for up to 1 hour between the hours of 8 am and 9 pm, provided no vehicle may return to a loading bay within 1 hour; and

(xiii) to update the existing waiting and loading restrictions to ‘at any time’ on all remaining kerbside;

(c) in BROADWAY E15 (the arm fronting Nos. 48-106 Broadway):

(i) to prohibit motor vehicles, with certain exceptions, from entering into or proceeding in a new ‘pedestrian and cycle zone’, between its junction with The Grove and its south-western extremity (the carriageway linking the two arms of Broadway E15 at the entrance to the Stratford Centre is to become footway). Exception to this prohibition would be provided for motor vehicles entering the pedestrian and cycle zone for the purpose of gaining access to premises (and the new parking places and loading bay referred to below);

(ii) to remove the existing one-way north-eastbound traffic working between its south-western extremity and its junction with The Grove;

(iii) to prohibit entry by vehicles having an overall length (including any trailer) of more than 7.9 metres (26 feet 9 inches);

(iv) to prohibit vehicles proceeding in a north-westbound direction from turning left into The Grove;

(v) to remove and re-provide a loading bay, 15 metres in length and located wholly on the north-western footway parallel to the kerb, outside Nos. 76 and 78-102 Broadway; in which attended vehicles may load and unload for up to 1 hour between the hours of 8 am and 9 pm, provided no vehicle may return to that loading bay within 1 hour;

(vi) to provide a new disabled persons’ parking place, 7 metres in length and located wholly on the north-western footway parallel to the kerb, outside Nos. 78-102 Broadway, in which vehicles displaying a valid disabled persons badge (‘blue badge’) may be left for up to 3 hours at any time, provide no vehicle may return to that parking place within 2 hours;

(vii) to provide a new free solo motor cycle parking place, 5 metres in length and located wholly on the south-eastern footway parallel to the kerb, opposite Nos. 78-102 Broadway, in which solo motor cycles may be left without time limit at any time; and

(xiii) to update the existing waiting and loading restrictions to ‘at any time’ on all remaining kerbside;

(d) in GREAT EASTERN ROAD E15:

(i) to remove the existing one-way north, north-east and eastbound traffic working between its junctions with High Street, Stratford and Broadway E15 and its junction with The Grove and re-instate two-way traffic working;

(ii) to remove the existing north-westbound and north-eastbound bus lane between its junctions with High Street, Stratford and Angel Lane;

(iii) to remove the existing south-eastbound contraflow bus lane between its junction with Service Route No. 1 and its junctions with High Street, Stratford and Broadway E15;

(iv) to provide two new free parking places on the north-west side located wholly on the footway parallel to the kerb: (A) 55 metres in length, extending south-westward from a point 46 metres south-west of a point opposite the south-western kerb-line of Service Route No. 2; and (B) 20 metres in length, extending north-eastward from a point 14 metres north-east of a point opposite the north-eastern kerb-line of Service Route No. 2; in which vehicles may wait for up to 5 minutes at any time, provided that no vehicle may return to a parking place within 1 hour,

(v) to provide a new loading bay, 14 metres in length on the north-west side located wholly on the footway parallel to the kerb, extending south-westward from a point 22 metres south-west of a point opposite the south-western kerb-line of Service Route No. 2, in which attended vehicles may load and unload for up to 1 hour between the hours of 8 am and 9 pm, provided no vehicle may return to that loading bay within 1 hour; and

(vi) to update existing ‘at any time’ waiting and loading restrictions to reflect the new carriageway and footway layout;

(e) in HIGH STREET, STRATFORD E15, to update existing ‘at any time’ waiting and loading restrictions to reflect the new carriageway and footway layout;

(f) in ROMFORD ROAD E15:

(i) to introduce a new mandatory westbound cycle lane which would operate at any time, 2 metres in width and segregated from the adjoining carriageway by a raised kerb, on the south side between a point 6 metres west of the common boundary of Nos. 14-16 and 20 Romford Road and a point 6 metres east of the eastern wall of ‘Security House, No. 2 Romford Road;

(ii) to remove the existing right turn prohibition for westbound vehicles at its junction with The Grove; and

(iii) to update the existing waiting and loading restrictions to ‘at any time’ on both sides between its junctions with Broadway E15 and The Grove and a point 6 metres west of the common boundary of Nos. 14-16 and 20 Romford Road;

(g) in SERVICE ROUTE NO. 1 E15:

(i) to provide a new free solo motor cycle parking place, 5 metres in length on the north-east side, at the rear of No. 36 The Stratford Centre, in which solo motor cycles may be left without time limit at any time; and

(ii) to formalise and update existing ‘at any time’ waiting and loading restrictions to reflect the new carriageway and footway layout;

(h) in SERVICE ROUTES NOS. 2 and 3 E15:

(i) to reverse the existing one-way traffic working between the exit from The Stratford Centre car park and the vehicular entrance to Nos. 1-141 Gerry Raffles Square from north-eastbound to south-westbound traffic working (the easternmost junction of Service Routes Nos. 2 and 3 with Great Eastern Road to become footway);

(ii) to prohibit south-eastbound vehicles in the ground level part of Service Route No. 2 from entering Service Route No. 3 at the foot of the descending ramp from the higher level part of Service Route No. 3; and

(iii) to formalise and update existing ‘at any time’ waiting and loading restrictions to reflect the new carriageway and footway layout;

(i) in STATION STREET E15:-

(i) to remove the existing segregated right-turn bus and taxi lane at its junction with Great Eastern Street;

(ii) to remove the existing ‘no u-turn’ prohibition at the western end of the southern island site located at its junction with Great Eastern Street (both island sites at this location are to be removed); and

(iii) to update existing ‘at any time’ waiting and loading restrictions, where required, to reflect the new carriageway and footway layout;

(j) in THE GROVE E15:

(i) to remove the existing one-way southbound traffic working between its junction with Great Eastern Road and its junctions with Broadway E15 and Romford Road and re-instate two-way traffic working;

(ii) to prohibit southbound vehicles from turning right into Broadway E15 (the arm fronting Nos. 48-106 Broadway);

(iii) to remove and re-provide a loading bay, 44 metres in length and located wholly on the western footway parallel to the kerb, outside Nos. 112-130 The Grove; in which attended vehicles may load and unload for up to 1 hour between the hours of 8 am and 9 pm, provided no vehicle may return to that loading bay within 1 hour; and

(iv) to update the existing waiting and loading restrictions to ‘at any time’ on all remaining kerbside between its junction with Park Avenue and its junctions with Broadway E15 and Romford Road;

(k) in TRAMWAY AVENUE E15:

(i) to prohibit north-westbound vehicles in Tramway Avenue from turning right into Broadway; and

(ii) to prohibit southbound vehicles in Tramway Avenue from turning right into that part of West Ham Lane which lies between its junctions with Tramway Avenue and Broadway E15; and

(iii) to update the existing waiting and loading restrictions to ‘at any time’ throughout;

(l) in WEST HAM LANE E15:

(i) to reverse the existing south-eastbound one-way traffic working restriction between its junctions with Broadway E15 and Tramway Avenue, so as to impose one-way north-westbound traffic working from Tramway Avenue towards Broadway E15;

(ii) to prohibit motor vehicles, with certain exceptions, from entering into or proceeding in a new ‘pedestrian and cycle zone’, to be located between its junctions with Broadway E15 and Tramway Avenue. Exception to this prohibition would be provided for north-westbound motor vehicles in West Ham Lane entering the pedestrian and cycle zone at its junction with Tramway Avenue for the purpose of gaining access to premises;

(iii) to prohibit north-westbound vehicles in West Ham Lane from turning right into Broadway; and

(iv) to update the existing waiting and loading restrictions to ‘at any time’ on all remaining kerbside between its junctions with Broadway E15 and Victoria Street;

(m) to impose a speed limit of 20 miles per hour in the following streets and parts of streets: ANGEL LANE E15 - between the north-western kerb-line of Great Eastern Road and a point 50 metres north-west of that kerb-line; BROADWAY E15; GREAT EASTERN ROAD E15; THE GROVE E15 - between its junction with Broadway E15 and Romford Road and a point 18 metres south of the common boundary of Nos. 202 and 204 The Grove; HIGH STREET, STRATFORD E15 - between the north-eastern kerb-line of Bridge Road E15 and its junction with Broadway; PARK AVENUE E15 - in so much as is public highway; ROMFORD ROAD E15 - between its junction with Broadway E15 and The Grove and the western kerb-line of Mantle Way; STATION STREET E15; TRAMWAY AVENUE E15; and WEST HAM LANE E15 - between its junction with Broadway E15 and a point 12 metres south-east of the south-eastern kerb-line of Victoria Street; and

(n) to revoke certain historical bus stop clearway designations in ANGEL LANE, BROADWAY E15, GREAT EASTERN ROAD, THE GROVE and WEST HAM LANE where bus stop clearways have been removed or re-provided elsewhere - see item 5 following.

3. FURTHER NOTICE IS HEREBY GIVEN that the Council proposes to construct under section 65(1) of the Highways Act 1980:-

(a) segregated cycle tracks for the use of pedal cycles only at the following locations:-

(i) ANGEL LANE E15 - the north-east side, a one-way south-eastbound cycle track comprising a 2 metre wide corridor indicated by a traffic sign within the north-eastern footway extending from a point 20 metres north-west of the north-western kerb-line of Great Eastern Road to its junction with the two-way cycle track in Great Eastern Road referred to in item (vii) following;

(ii) BROADWAY E15 (the main arm) - the north-west side, a one-way north-eastbound cycle track comprising a 2 metre wide corridor indicated by a traffic sign within the north-western and northern footway extending from its junction with Great Eastern Road to a point 1 metre east of the common boundary of Nos. 48 and 50 Broadway;

(iii) BROADWAY E15 (the main arm) - the south-east side, a one-way south-westbound cycle track comprising a 2 metre wide corridor indicated by a traffic sign within the south-eastern footway extending: (A) from a point 2 metres north-east of the western wall of No. 63 Broadway to the north-eastern kerb-line of Tramway Avenue; and (B) from the south-western kerb-line of Tramway Avenue to a point 1 metre north-east of the common boundary of Nos. 13 and 15-19 Broadway;

(iv) HIGH STREET, STRATFORD E15 - the north-west side, a one-way north-eastbound contra-flow cycle track comprising a 2 metre wide corridor indicated by a traffic sign within the north-western footway extending from a point 31 metres south-west of the south-western kerb-line of Great Eastern Road to the south-western kerb-line of Great Eastern Road;

(v) HIGH STREET, STRATFORD E15 - the south-east side, a one-way north-eastbound contra-flow cycle track comprising a 1.5 metre wide corridor indicated by a traffic sign aligned parallel with the south-eastern kerb extending from the common boundary of Nos. 403 and 405 High Street, Stratford to the south-western kerb-line of Chant Street;

(vi) GREAT EASTERN ROAD / HIGH STREET STRATFORD E15 - the triangular island site located in centre of the carriageway: (A) a two-way cycle track comprising a 4 metre wide corridor indicated by a traffic sign within said island site extending from the south-western kerb-line of the arm of Great Eastern Road located to the north of said island site to the north-western kerb-line of High Street, Stratford; and (B) a one-way north-eastbound cycle track comprising a 2 metre wide corridor indicated by a traffic sign within said island site extending from the north-eastern kerb-line of the arm of Great Eastern Road located to the south-west of said island site to join the two-way cycle track referred to in item (A) preceding;

(vii) GREAT EASTERN ROAD E15 - the north-west side, a two-way cycle track comprising a 4 metre wide corridor indicated by a traffic sign within the north-western footway extending: (A) from the north-eastern kerb-line at its junction with Angel Lane to a point 4 metres south-west of the south-western kerb-line of Oxford Road; and (B) from a point 3 metres north-east of the north-eastern kerb-line of Oxford Road to a point 55 metres west of the western kerb-line of The Grove;

(viii) GREAT EASTERN ROAD E15 - the south-east and east side, a two-way cycle track comprising a 4 metre wide corridor indicated by a traffic sign within the south-eastern and eastern footway extending: (A) from a point on the south-eastern kerb-line 2 metres north-east of the north-eastern wall of Nos. 1-141 Gerry Raffles Square to the north-eastern kerb-line of Service Route No. 2; (B) from the south-western kerb-line of Service Route No. 2 to a point 2 metres north of the northern edge of the western pedestrian entrance to ‘The Stratford Centre’; and (C) from a point 3 metres south of the southern edge of the western pedestrian entrance to ‘The Stratford Centre’ to the northern kerb-line of Service Route No. 1;

(ix) THE GROVE E15 - the west side, a one-way northbound cycle track comprising a 2 metre wide corridor indicated by a traffic sign within the western footway extending: (A) from the northern kerb-line of Broadway E15 (the main arm) to the southern kerb-line of Broadway E15 (the arm fronting Nos. 48-106 Broadway); and (B) from the northern kerb-line of Broadway E15 (the arm fronting Nos. 48-106 Broadway) to the southern kerb-line of Great Eastern Road;

(x) THE GROVE E15 - the west side, a one-way northbound cycle track comprising a 2 metre wide corridor indicated by a traffic sign aligned parallel with the western kerb, extending from a point 13 metres north of the northern kerb-line of Great Eastern Road to a point 2 metres south of the common boundary of Nos. 152 and 154-156 The Grove;

(xi) THE GROVE E15 - the east side, a one-way southbound cycle track comprising a 3 metre wide corridor indicated by a traffic sign aligned with the eastern kerb, extending from a point 10 metres south of the southern kerb-line of Park Avenue to a point 36 metres south of that kerb-line;

(xii) THE GROVE E15 - the east side, a two-way cycle track comprising a 3 metre wide corridor indicated by a traffic sign within the eastern footway, extending from a point 51 metres south of the southern kerb-line of Park Avenue to a point 63 metres north of the northern kerb-line of Romford Road;

(xiii) THE GROVE E15 - the east side, a one-way southbound cycle track comprising a 2 metre wide corridor indicated by a traffic sign within the eastern footway, extending from a point 50 metres north of the northern kerb-line of Romford Road to the northern kerb-line of Romford Road; and

(xiv) ROMFORD ROAD E15 - the north side, a one-way eastbound cycle track comprising a 2 metre wide corridor indicated by a traffic sign within the northern footway, extending from its junction with The Grove to a point 23 metres east of the south-eastern kerb-line of The Grove;

(b) shared-use cycle tracks comprising the full width of the footway, for the use of both pedal cycles and pedestrians at the following locations:-

(i) BROADWAY (the main arm) - the north-western footway, extending from a point 13 metres south-west of the south-western wall of No. 46 Broadway to the south-western kerb-line of Broadway (the arm fronting Nos. 48-106 Broadway);

(ii) GREAT EASTERN ROAD - the western footway, extending from a point 10 metres north of the northern kerb-line of Farthingale Walk to a point 12 metres south of the southern kerb-line of Farthingale Walk;

(iii) GREAT EASTERN ROAD / ANGEL LANE E15 - the north-western and south-western footway, extending from a point in Great Eastern Road 17.5 metres south-west of the south-western kerb-line of Angel Lane to a point in Angel Lane 23 metres north-west of the north-western kerb-line of Great Eastern Road;

(iv) GREAT EASTERN ROAD / THE GROVE E15 - the northern and western footway, extending from a point in Great Eastern Road 55 metres west of the western kerb-line of The Grove to a point in The Grove 13 metres north of the north kerb-line of Great Eastern Road;

(v) THE GROVE E15 - the eastern footway, extending from a point 36 metres south of the southern kerb-line of Park Avenue to a point 51 metres south of that kerb-line;

(vi) THE GROVE E15 - the eastern footway, extending from a point 63 metres north of the northern kerb-line of Romford Road to a point 50 metres north of that kerb-line; and

(vii) HIGH STREET, STRATFORD E15 - the south-eastern footway, extending from the common boundary of Nos. 403 and 406 High Street, Stratford to a point 20 metres north-east of the south-western wall of Nos. 389-397 High Street, Stratford.

4. FURTHER NOTICE IS HEREBY GIVEN that the Council propose to construct under sections 90A to 90I of the Highways Act 1980 and in accordance with the provisions of the Highways (Road humps) Regulations 1999, speed tables of flat-top construction, each covering the entire width of the carriageway and having a maximum height of 100 millimetres, in:-

(a) BROADWAY E15 (the main arm) - at its junction with Tramway Avenue, extending from a point 15 metres north-east of the north-eastern kerb-line of Tramway Avenue to a point 22 metres south-west of the south-western kerb-line of Tramway Avenue, and extending south-eastward into TRAMWAY AVENUE E15 for a distance of 16 metres south-east of the south-eastern kerb-line of Broadway E15, including all ramps;

(b) GREAT EASTERN ROAD E15 - at its junction with Angel Lane, extending from a point 20 metres north-east of the north-eastern kerb-line of Angel Lane to a point 20 metres south-west of the south-western kerb-line of Angel Lane, and extending north-westward into ANGEL LANE E15 for a distance of 18 metres north-west of the north-western kerb-line of Great Eastern Road, including all ramps;

(c) GREAT EASTERN ROAD E15 - at the western pedestrian entrance to ‘The Stratford Centre’, extending from a point 5 metres north of the northern edge of the western pedestrian entrance to ‘The Stratford Centre’ to a point 8 metres south of the southern edge of the western pedestrian entrance to ‘The Stratford Centre’, including both ramps;

(d) THE GROVE E15 - at the ‘Toucan’ pedestrian crossing location referred to in item 5 following, extending from the northern kerb-line of Broadway E15 (the arm fronting Nos. 48-106 Broadway) northward for a distance of 12 metres, including both ramps; and

(e) SALWAY ROAD E15 - at its junction with Great Eastern Road, extending from the south-eastern kerb-line of Great Eastern Road south-eastward for a distance of 10 metres, including both ramps.

5. FURTHER NOTICE IS HEREBY GIVEN that the Council has approved under section 23 of the Road Traffic Regulation Act 1984 the provision of a relocated pedestrian crossing at the following location:- THE GROVE E15 - a raised ‘Toucan’ pedestrian crossing for the use of both pedestrians and pedal cycles, the centre of which would be located at a point 6 metres north of the northern kerb-line of Broadway E15 (the arm fronting Nos. 48-106 Broadway). Zig-zag markings, on which vehicles would be prohibited from stopping at all times, would be laid: (a) on the east side of the road for a distance of 23 metres either side of the crossing; and (b) on the west side for a distance of 15 metres north and 23 metres south of the crossing.

6. FURTHER NOTICE IS HEREBY GIVEN that the Council has approved, in accordance with Part 6 of Schedule 7 to the Traffic Signs Regulations and General Directions 2016 the provision of new or relocated existing bus stop clearways at the following locations:-

(a) BROADWAY E15: (i) the north-west side, extending from a point 2.5 metres south-west of the common boundary of Nos. 26-28 and 30 Broadway to a point 1.5 metres north-east of the common boundary of Nos. 38 and 40 Broadway; and (ii) the south-east side, extending from a point 1.5 metres south-west of the common boundary of Nos. 55 and 57 Broadway south-westward for a distance of 30 metres;

(b) GREAT EASTERN ROAD E15: (i) the west side, extending from a point 8 metres south of a point opposite the western pedestrian entrance to ‘The Stratford Centre’ to a point 24 metres north of the northern kerb-line of Station Street E15; (ii) the north-west side, extending from a point 52 metres south-west of the south-western kerb-line of Angel Lane south-westward for a distance of 23 metres; (iii) the north side, extending from a point 36 metres west of the western kerb-line of The Grove westward for a distance of 23 metres; (iv) the east side, extending from a point 32 metres south of the southern edge of the western pedestrian entrance to ‘The Stratford Centre’ southward for a distance of 25 metres; and (v) the south-east side, extending from a point 14 metres north-east of the north-eastern kerb-line of Salway Road north-eastward for a distance of 23 metres;

(c) THE GROVE E15: the east side, extending from a point 88 metres south of the southern kerb-line of Park Avenue southward for a distance of 25 metres;

(d) TRAMWAY AVENUE E15: (i) the north-east side, extending from a point 2.5 metres north-west of the north-western wall of No. 1 Tramway Avenue south-eastward for a distance of 42 metres; and (ii) the south-west side, extending from the south-eastern wall of No. 5 West Ham Lane south-eastward for a distance of 28 metres;

All vehicles except buses providing a London local service would be prohibited from stopping on these bus stop clearways at any time.

7. Documents giving more detailed particulars of the Orders and the other proposals can be inspected between 9 am and 5 pm on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road, London E16 2QU until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

9. All objections and other representations relating to any of the proposed Orders, cycle tracks or speed tables must be made in writing by 22 August 2018.
