1. NOTICE IS HEREBY GIVEN that the London Borough of Ealing Council, propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 .

2. The general effect of the Telephone Parking Orders would be to:

(a) introduce “shared use permit holder /telephone” parking places:

(i) operating between the hours of 9am and 5pm on Mondays to Fridays inclusive in certain lengths of the roads specified in the Schedule to this Notice in the Southfield controlled Zone R and in the Friars Green controlled zone;

(ii) operating between the hours of 9.30am and 5.30pm on Mondays to Fridays inclusive in certain lengths of the roads specified in the Schedule to this Notice in the Acton Green controlled Zone M;

(iii) operating between the hours of 9am and 6pm on Mondays to Fridays inclusive in certain lengths of the roads specified in the Schedule to this Notice in the Bedford Park controlled Zone B;

(iv) operating between the hours of 10am and 8pm on Mondays to Saturdays inclusive and between 2pm and 8pm on Sundays in certain lengths of the roads specified in the Schedule to this Notice in the Southall controlled Zone L;

The shared use parking places would be placed alongside flank walls and not directly outside residences.

(b) provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons’ vehicles may be left in the parking places and that with the exception of motorcycles and disabled persons’ vehicles, a valid B or L or M or R or MM zone permit as appropriate must be held for the vehicle or payment made by mobile phone using the telephone payment parking system operated by RingGo whilst parked in the parking place;

(c) provide that the charges for parking in the “shared use/telephone” parking place would be

(v) £3 per day and there would be a 20 pence transaction charge payable to the service provider in the Southfield and Friars Green controlled zones;

(vi) £1 per hour up to a maximum charge of £4.50 for a period exceeding 4 hours in the Acton Green, Bedford Park and Southall L zones;

(i) Users of the telephone payment system should follow the instructions displayed in the parking place quoting the unique number relating to that parking place to the service provider and providing information as requested. Payment of the parking charge can then be made using most debit and credit cards. An optional charge of 10 pence would be payable to the service provider for text receipt for the parking session and expiry of parking reminder text messages.

3. The general effect of the Stop and Shop Order would be to revoke the free parking places in Church Path, Essex Road, Julian Avenue, Lynton Road and Woodlands Road. They would become shared use parking places for telephone parking and permit holder use as referred to in paragraph 2 above.

4. The general effect of the Residents Permit Orders would be to convert various lengths of permit only parking to form the shared use parking as detailed in the telephone parking places referred to in paragraph 2 above.

6. The proposed Orders, other documents giving more detailed particulars of the Orders including plans showing the exact locations, are available by e-mail from Highwayservices@ealing.gov.uk or by inspection at Customer Services Reception, Perceval House, 14-16 Uxbridge Road W5 2HL between 9:00am and 4:45pm on Monday to Friday, until 6 weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders.

7. Any objections or other representations about any of the proposed Orders should be sent in writing by e-mail to Highwayservices@ealing.gov.uk or by post to Highways Service, Perceval House, 14-16 Uxbridge Road W5 2HL, quoting reference ORD 4114 until the 11th June 2018. All objections must specify the grounds on which they are made and should include the address of the author.
