THE KENSINGTON AND CHELSEA (FREE PARKING PLACES, LOADING BAYS AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 12) ORDER 2018 AND THE KENSINGTON AND CHELSEA (CHARGED–FOR PARKING PLACES) (AMENDMENT NO. `12) ORDER 2018.

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”) on 22nd March 2018 have made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be:—

(a) on both sides of Alexandra Passage, to introduce 6.5 metres (21ft) of double yellow line waiting restrictions, at the entrance to the area known as ‘Alexandra Passage’ situated adjacent to Nos. 441 to 457 King’s Road;

(b) on the north-east side of All Saints’ Road outside No. 30, to convert 6 metres (20ft) of residents’ parking to a disabled blue badge holders bay;

(c) on the west side of Bard Road underneath the railway bridge and to the south of the bridge, to convert single yellow line waiting restriction (Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) to five permit holders only parking bays (Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm), to operate during hours of parking control (which are Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) and to be administered by the Grenfell Assistance Centre, for a total distance of 26 metres (85ft);

(d) on the south side of Barlby Road outside Barlby Primary School, to convert six pay and display bays to 32 metres (105ft) of double yellow lines waiting restriction;

(e) on the south side of Barlby Road outside Barlby Primary School, to convert 11 metres (36ft) of residents’ parking to double yellow lines waiting restriction;

(f) on the south side of Cambridge Gardens opposite Nos. 2 to12, to convert 32 metres (105ft) of residents’ parking on Fridays and Saturdays only to six 10-hour maximum stay pay and display bays (Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm);

(g) on the north-east side of Cheltenham Terrace, to convert a car club bay No. 238 which is located opposite the flank of No. 33 King’s Road situated on the north-eastern side of Cheltenham Terrace to five metres (16ft) of residents’ parking;

(h) on the south-eastern side of Coulson Street outside No. 8, to convert 3 metres (10ft) of residents’ parking to personalised disabled bay No. 676;

(i) on the north-east side of Derry Street, to introduce 6 metres (20ft) of ‘at any time’ loading restrictions outside the garage of No. 36 Kensington Square, situated in Derry Street;

(j) on the south-east side of Draycott Place, to convert 18 metres (59ft) of double yellow lines situated within the bus cage outside Nos. 25 to 29 to a bus stop clearway marking;

(k) on the north-east side of Glendower Place, to convert 11 metres (36ft) of visitor motorcycle bay to residents’ parking outside No. 2 Glendower Place and the flank of No. 34 Old Brompton Road;

(l) on the north-east side of Hasker Street, to convert 3 metres (10ft) of single yellow line waiting restriction (Monday to Saturday 8.30am to 6.30pm) to pay and display bay (Monday to Saturday 8.30am to 6.30pm, two-hour maximum stay) outside the flank wall of No. 23 Walton Street, situated in Hasker Street;

(m) on the north-east side of Hasker Street, to convert 2 metres (7ft) of car club bay to pay and display bay (Monday to Saturday 8.30am to 6.30pm, two-hour maximum stay) outside the flank wall of No. 23 Walton Street, situated in Hasker Street;

(n) on the north-east side of Hasker Street opposite No. 57, to convert 2 metres (7ft) of single yellow line waiting restriction (Monday to Saturday 8.30am to 6.30pm) to car club bay;

(o) on the east side of Highlever Road outside No. 52, to convert 6 metres (20ft) of residents’ parking to a personalised disabled bay No. 673;

(p) on the south-east side of Kempsford Gardens, to convert 5.5 metres (18ft) of pay and display bay to double yellow lines waiting restriction outside the flank of No. 35 Warwick Road, situated in Kempsford Gardens;

(q) on the north side of Lancaster Road outside Nos. 58 and 60, to convert 5.5 metres (18ft) of residents’ parking to a personalised disabled bay No. 674;

(r) on the north-west side of Penywern Road outside No. 58, to convert 5 metres (16ft) of residents’ parking to double yellow lines waiting restriction;

(s) on the east side of the central island of Queen’s Gate, to convert 11 metres (36ft) of residents’ parking to visitor motorcycle bay opposite Nos. 88 to 90;

(t) on the east side of St Lawrence Terrace outside No. 42, to convert 6 metres (20ft) of residents’ parking to personalised disabled bay No. 671;

(u) on both sides of Southern Row outside and opposite St Thomas’ Primary School and Manchester Drive, to convert 25.5 metres (84ft) of advisory school keep clear markings to mandatory school keep clear markings Monday to Friday 8am-9.30am and 2.30pm-4pm. The underlying single yellow line (Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) would remain;

(v) on both sides of Southern Row outside and opposite Manchester Drive, to convert 6 metres (20ft) single yellow line waiting restriction (Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) to mandatory school keep clear markings Monday to Friday 8am-9.30am and 2.30pm-4pm with underlying single yellow line (Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm);

(w) on the south side of Thackeray Street outside Esmond Court, to convert 5.5 metres (18ft) of residents’ parking to personalised disabled bay No. 675;

(x) to convert single yellow line waiting restrictions situated at the following locations to double yellow lines waiting restrictions:

i. on the west side of Astwood Mews outside the flank of No. 16 Courtfield Road, for a distance of 9.5 metres (31ft);

ii. on the eastern corner of Astwood Mews/Courtfield Road, for a distance of 10 metres (33ft);

iii. on the western corner of Astwood Mews/Courtfield Road, for a distance of 11 metres (36ft);

iv. on the east and north sides of Bard Road, from the railway bridge southwards for a distance of 84 metres (276ft);

v. on the west and south sides of Bard Road, from outside the Grenfell Assistance Centre south-eastwards for a distance of 56 metres (184ft);

vi. on the north-western corner of Basil Street/Hans Crescent outside Harrods department store, for a distance of 3 metres (10ft);

vii. on the south-eastern corner of Basil Street/Hans Crescent opposite Harrods department store, for a distance 11 metres (36ft);

viii. on the south-western side of Cheval Place outside No. 66 Cheval Place, to the rear of No. 58 Brompton Square, for a distance of 43 metres (141ft);

ix. on the north-eastern side of Cheval Place opposite No. 68 to the flank of No. 188 Brompton Road, for a distance of 39 metres (128ft);

x. on the south-east side of Earl’s Court Square opposite Nos. 39 and 41, for a distance of 6.5 metres (21ft);

xi. on the north-west side of Earl’s Court Square opposite Langham Mansions, for a distance of 6.5 metres (21ft);

xii. on the south-east side of Munro Mews to the rear of Nos. 62 to 76 Golborne Road, for a distance of 54 metres (177ft);

xiii. on the east side of Pavilion Road outside the flank of No. 24 Pont Street, situated in Pavilion Road, for a distance of 31 metres (102ft);

xiv. on the north-west side of Penywern Road outside No. 2, for a distance of 4 metres (13ft);

xv. on the north-west side of Penywern Road outside No. 32, for a distance of 4 metres (13ft);

xvi. on the south-west side of Slaidburn Street between Nos. 59 and 60, for a distance of 9 metres (30ft);

xvii. on the south-west side of Stanhope Mews West outside Nos. 12 and 13, for a distance of 20 metres (66ft);

xviii. on the south-west side of Wornington Road outside No. 65, for a distance of 2 metres (7ft);

(y) to modify the traffic order definitions of certain other parking places and waiting restrictions so they better reflect what is currently on the ground (there would be no change to the way restrictions and parking places currently operate); and

(z) to amend the Articles in the Parent Order for Free Parking Places, Loading Bays and Waiting, Loading and Stopping Restrictions by adding provisions for accessible permit parking places and permits for use in those parking places. The accessible permits would be issued by various organisations and would allow any vehicle displaying one of those permits to be left in an accessible permit parking place.

3. Copies of the Orders, which will come in to operation on 26th March 2018, and of all other relevant documents can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of six weeks from the date the Orders were made at Room 308, Council Offices, Royal Borough of Kensington and Chelsea, 37 Pembroke Road, London W8 6PW.

4. Any persons wishing to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make an application for the purpose to the High Court.
